In an interview with the Assam Tribune published on September 4, National Socialist Council of Nagalim (NSCN-IM) chief, Isak Chishi Swu, has opined that there has been no marked progress in the peace talks between the Government of India and the NSCN-IM. He identified the main reasons for the deadlock as the Indian Government’s non-declaration of the agreed commitment that the cease-fire area encompasses all the Naga areas; attempts by the Indian Home ministry to hijack the initiative of the Indo-Naga peace process from the Indian Prime Minister’s Office; massive violation of the cease-fire ground rules by Indian security forces; and the arrest and detention of NSCN-IM leader Th. Muivah in Thailand. He added that the outfit is beginning to doubt the Government of India’s seriousness to solve the issue and the lack of political will or national policy to solve the 53-year old Naga problem. He reiterated that a sovereign Nagalim (Nagaland) is the final goal of the outfit.

Meanwhile, conflicting reports have been received regarding the surrender of 70 terrorists of the Tripura Tribal Commando Force (TTCF) at Agartala on September 4. Reporting on the controversy, sentinelassam.com on September 6, said that Assam Rifles, which organised the surrender, has claimed that all 70 were terrorists. In contrast, a senior police officer has revealed that only 17 were hardcore terrorists. Subal Dey, editor of a leading Bengali daily Syandan Patrika is quoted as saying that ‘‘almost all of the surrenderees (sic) are petty local-level criminals". It was also reported that four of the 70 had "surrendered in absentia". A senior Assam Rifles officer who initiated the surrender, is quoted as saying that they "…have gone home for some personal works, but anyway they have also surrendered".

The NSCN-IM had earlier served an ultimatum, threatening to back out from the ceasefire if the Central Government did not extend the ceasefire to all Naga-inhabited areas in the Northeast by September 15. While revealing this, Joint Secretary (Northeast) G.K. Pillai added that the Union government also rejects NSCN-IM's contention that the existing cease-fire agreement only meant a cease-fire with security forces and did not cover violence against civilians.
