The Union Ministry of Home Affairs (UMHA) has brought down the range of 'disturbed area' under the controversial Armed Forces [Special Powers] Act (AFSPA) 1958 in Meghalaya and Arunachal Pradesh following improvement in the law and order situation, reports The Times of India. A notification issued by the UMHA on October 1 said areas under the 'disturbed area' tag in Meghalaya along the border with Assam has been reduced to 10 kilometers from the previous 20 kilometers under Section 3 of AFSPA up to March 31, 2018. The notification came into effect from October 1. On August 4 this year (2017), the UMHA declared the areas falling within the 20 kilometers wide belt in Meghalaya on the Assam border as 'disturbed area'. In Arunachal, the notification said areas under the jurisdiction of 11 Police stations in eight districts bordering Assam have been declared to be "disturbed area" up to March 31, 2018.

Police recovered sophisticated arms along with ammunition from the forest in Dosogre Chipitgittim area of South Garo Hills District on October 2, reports The Assam Tribune. The Garo National Liberation Army (GNLA) cadre, Bande Ch Marak who was arrested on September 29 from South Garo Hills District led to the recovery of arms and ammunition which the GNLA cadre had hidden in the village from where he was arrested. “SGH police along with SF 10 commandos recovered one AK 56 rifle with one magazine, one SLR rifle with one magazine, 76 rounds of AK ammo and 13 rounds of SLR ammo kept buried by GNLA in the forest in Dosogre Chipitgittim area,” said Superintendent of Police (SP) Abraham T Sangma.

Three persons were arrested from a village near Indo-Bangladesh border in Tripura in connection with “trafficking” of Rohingyas on October 2, reports The Assam Tribune. Acting on a tip-off, sleuths of Assam and Tripura Police and Border Security Force (BSF) personnel raided Nabadwip Chandra Nagar village in West Tripura District on October 2 night and arrested Suman Chowdhury (35), Faruk Chowdhury (32) and Sahjahan Choudhury (38), Superintendent of Police (SP), Sipahijala District, Sudipta Das said. “On the basis of information from Rohingya refugees, Assam Police with help from Tripura Police and BSF arrested the three persons involved in trafficking,” Das said.He said six Rohingyas were arrested on August 19 at Karimganj in Assam, and during interrogation, they confessed to have migrated from Myanmar’s Rakhine State, and were staying in Bangladesh as refugees. “They entered India with the help of a trafficking racket by using the sensitive corridor at Nabadwip Chandra Nagar,” Das said.

A 17-year-old cadre of Hynniewtrep National Liberation Council (HNLC) from Lakadong village in East Jaintia Hills District surrendered without arms before Meghalaya Police on October 3, reports The Shillong Times. The surrendered youth regretted that his stint at the HNLC camp was “almost like waste of time”. “It was a different story altogether when I reached there. I intended something else and I was made to do something else,” he said. “I have the heart to fight for the rights of the Khasi community which prompted me to join HNLC. But I differed from their objective/intention, so I left,” he added. When asked on his disagreement, the teenager informed that the cadres were made to work in betel nut plantations, do household chores like cooking and washing clothes, and as he puts it, “We felt like servants.” He shared anecdotes on life at the camp, he said, “As per the rules of the organisation, we had to wake up at 5 am and sleep at 9 pm. We get up….take tea, go to work and after coming from work, we cook, etc…. it all ends there.”Interestingly, although, he could not specify much, he claimed that some cadres who were there in Bangladesh had their own betel nut plantations whereas he did not. “They (HNLC) said that they work for the indigenous community. Even if they are there (in Bangladesh), they can still think for the community,” he added. At the camp, he was taught to handle AK and 9 mm pistols by trainers. They trained in one place and received basic training. Stating that he fled from Puticherra, Bangladesh, he said, “I don’t know how many of them are there as I am not too familiar with them. I stay with another person.”

Meanwhile, the surrendered Garo National Liberation Army (GNLA) cadres under the banner, United People’s Welfare Society (UPWS), on October 3 expressed concern over the delay in providing rehabilitation packages to cadres even after more than a year, reports The Shillong Times. In a statement, Anurag Sangma, general secretary of UPWS, on behalf of the surrendered cadres said on October 3 that they had not received the promised financial or logistic aid from the State Government or the Centre and this has led to hardships. “The delay in providing packages to surrendered cadres might derail the very peace process and further course to bring back the remaining cadres,” Sangma said.Moreover, the leader of the surrendered cadres said only the names of a few former GNLA members have been shortlisted for financial package. “Hence, we reiterate our demand and urge both the State and the Centre to provide the due packages without discrimination and the government should show sincerity in this regard,” Sangma said. Sangma also said that at least 150 cadres who had surrendered since May last year (2016) are facing hardships due to the apathy of the Government. “The chief minister had assured that a seed money would be provided to each surrendered cadre so that they can stand on their feet, but till date, nothing has been done in this regard,” he added. The Government had initiated steps to provide package only to 30 surrendered GNLA cadres, while others were neglected, he added.

The ceasefire agreement signed by the Progressive faction of National Democratic Front of Bodoland(NDFB-P) with the Centre is nearing completion of 12 years, but the NDFB-P leaders have firm belief that they will have a separate state of "Bodoland" one day, reports The Telegraph. Leaders of the NDFB-P on October 3 raised the statehood demand again while addressing their cadres at a conclave organised on the occasion of the 31st foundation day of the outfit at Kumguri designated camp in Serfanguri in Kokrajhar District of Assam. Over 600 cadres of the outfit are lodged in this camp which was set up in 2006. Two other camps are at Borbori in Baksa District and Sapekhaiti in Udalguri District in which around 400 cadres are staying.

On the pending issue of granting Scheduled Tribe (ST) status to Bodos living in the Karbi Anglong areas and Dima Hasao Hill Districts, it was decided that a fresh Bill would have to be drafted and passed by the Union Cabinet. The previous Bill pending in the Parliament had some technical flaws. The meeting today also decided to sort out the issue of lack of proper guidelines for flow of Central funds to the Sixth Schedule areas, as a result of which the Centre’s flagship programmes are lying unimplemented in the BTC areas. There are no proper guidelines for distribution of funds for the Central flagship programmes, sources said.

Social activist, Khekiye K Sema explained, “This is not a rally against Muslims but a rally against illegal Bangladeshis”. Rijiju, according to the Chief Minister's Office, said the Centre had "never declared to give" citizenship to the Chakma-Hajong refugees. "It is only in the media where it appeared that the Centre is according citizenship. The state's leadership had, in a recent meeting with the Union home ministry, vehemently denied any concession to the Chakma-Hajongs. The state government declared never to compromise with the constitutional rights and protection given to the indigenous people of Arunachal," the CMO said, quoting Rijiju. The BSF has chalked out a detailed plan to keep a vigil on the "spillover effect of the Rohingyas crossing over to India." The two ULFA-I militants were identified as Simanta Rabha and Kusha Rabha of Rongjuli area of Goalpara District and were arrested from the same area. The GNLA cadres are Pillar Sangma, Philip Sangma and Nobin Sangma, the trio was arrested from Williamnagar in East Garo Hills. The modus operandi was such that GNLA Overground Workers would identify potential victims, in this case coal dealers and other businessmen, in the Nangalbibra-Jadigittim coal region of South Garo Hills and they were directed to deliver the money in Assam. “These militants were running the extortion racket in this manner to avoid detection in Garo Hills because many a time the delivery of extortion money was intercepted by us,” said Meghalaya Director General of Police SB Singh.

The Union Ministry of Home Affairs (UMHA) has set a deadline to complete the fencing of India-Bangladesh border by March 2019, reports The Sentinel on October 11.Disclosing this, a top unnamed Government official said on October 11 that the government has sanctioned the order to fence 3,326 Kilometers of the 4,096 km long India-Bangladesh border. “We have already completed 2,745.69 km of fencing… the remaining portion will be completed by March, 2019,” the official said. The left out area could not be fenced due to geographical location. “We have a long stretch of riverine border with Bangladesh and fencing those areas are not possible,” the official said, adding “Of course, we have floating border outposts to prevent possible influx.” The fence and other infrastructure along the international border are one of the measures to enhance frontier security. Several other measures are taken along the border and its unfenced stretches to curb cross-border crimes. Therefore, lack of complete fencing of borders does not mean it is made easy for infiltration, smuggling, etc, the official said.

Highlighting the security threat that Rohingyas pose to national security, the Intelligence Branch of Nagaland Police on October 12 warned against a likely attack on the people of Nagaland by the Rohingyas, reports Business Standard. The Nagaland Intelligence sources confirmed that the Imam of Dimapur is contacting the Rohingya rebels and has commenced collecting huge amount of arms and ammunitions from Bangladesh. According to officials 2,000 Muslims have volunteered to take up arms against the Nagas, if the latter try to drive them out. The Imam is planning to attack Hebron and Kehoi camps post which it will be convenient for them to capture Nagaland. Around 20 Islamic State of Iraq and Syria( ISIS) terrorists have entered Nagaland and are training the volunteers. Suicide bomb attacks and bomb blasts are likely throughout Nagaland. Disclosing that Chinese agencies were frequently meeting the NSCN-K leaders in Ruli and Kunming in Southern China’s Yunnan province, security sources in the Union Ministry of Home Affairs (UMHA) said that they have conclusive intelligence inputs---indicating indulgence of China with Northeast insurgent groups. Pointing out that China was regulating the entire decision making of the United National Liberation Front of West South-East Asia (UNLFWSEA) – a joint platform of four rebel groups of North Eastern India having its bases inside Myanmar’s territory, security sources said that representatives of Chinese security agencies are meeting them too frequently and even sometime twice a month.Informing that China also played key role in appointment of Khango Konak, who had taken over as ‘chairman’ of the NSCN-K after SS Khaplang died in June this year, as the ‘chairman’ of the UNLFWSEA, security sources said that it was aimed at to dissuade the NSCN-K from joining the peace-talks with Government of India. Members of the organisations, under the banner of the Adivasi National Convention, will block the highways for five hours from 7am at Karigaon and Gossaigaon in Kokrajhar, Bahalpur in Dhubri, Samthaibari in Chirang, Kadamtol in Baksa, Orang in Darrang and Rangajan in Golaghat district. The organisations are demanding that they be called "Adivasis" and not "tea tribe community" and given land rights for those living in the forest areas under the Traditional Forest Dwellers' Act. The National Investigation Agency (NIA) recovered INR 2.7 million from Shelly Sumi, wife of Niki Sumi, a ‘commander’ of the Khaplang faction of the Nationalist Socialist Council of Nagaland (NSCN-K), Times of India reports on October 25. The searches at Shelly Sumi's residence came a week after four Nagaland government officers - former tourism director Purakhu Angami; additional director of agriculture V Aza; joint director of irrigation Hutoi Sema and fisheries superintendent Kekhriesatuo Tep - were arrested for allegedly funding the insurgent group from the state exchequer. In a statement on October 24, the NIA spokesperson Inspector General Alok Mittal said that they had information that Shelly Sumi and her associates were in possession of cash and other incriminating documents pertaining to the NSCN-K in their houses in Dimapur, Nagaland. "Accordingly, searches were conducted at the houses of the accused persons Shelly Sumi, Ikheli Yeptho, Shutoli and Hozheli at Naharbari Basti, Dimapur, Nagaland on Tuesday [October 24] and cash amounting to INR 27,90,550 was recovered from these premises," he said. 12 mobile phones, three laptops, one hard disk and 33 incriminating documents were also seized during searches. The agency said that the seized money, suspected to have been extorted/collected from the public/government servants, was meant for sending to the NSCN-K camps in Myanmar to fund activities prejudicial to the sovereignty and integrity of India. Earlier, on April 7, 2017, based on a specific Intelligence received regarding movement of Shelly Sumi believed to be carrying huge amounts of money to Myanmar to fund NSCN-K, a mobile check post was established near Karong Village on NH-2 by the Assam Rifles and a bus moving from Dimapur to Imphal was intercepted. The four accused persons were arrested along with cash worth 1.8 million at that time.

On October 24, NIA recovered INR 2.7 million from the house of Shelly Sumi at Naharbari Basti in Dimapur, the main commercial town of Nagaland. Twelve mobile phones, three laptops, a hard disk and 33 documents were also seized, it said. “So far, we have not arrested anyone. Summons will be issued to Shelly and her associates,” a top NIA official said. Metha said since the “prop up ongoing parley between the so called Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) and Government of India (GoI) has been added with a new twist by inclusion of six NNPGs (Naga National Political Groups),” the FGN was compelled to highlight the “historical facts about the Indo-Naga conflict”. He went on to point out that the Indo-Naga conflict “did not begin with any aggressive action” by Nagaland against India. Citing B.N. Mulik’s statement, he said the conflict started when “troops moved into Tuensang by October 1955, and the war with Nagas started from then.”Metha reminded that the Nagas had declared Naga independence on August 14, 1947 a day ahead of India’s own independence declaration. Accordingly, he said the republic of Nagaland known as the Federal Government of Nagaland was setup on March 22, 1956. “Unlike other states in the Indian union, the NNC, FGN and the Naga army have been defending Nagaland’s sovereignty from 1947 to the present,” he added. He therefore cautioned that “any Naga citizen from any Naga organization, who would ignore these irrefutable facts of our history and make any sham settlement with India, would be guilty of treason to the nation.” Metha also reminded that the NNC and FGN were still holding on to the 1964 Indo-Naga ceasefire between the FGN and the Government of India in order to have a peaceful solution to the Indo-Naga conflict.

The NIA has recovered payment slips and registers to this effect, which establishes that the arrested officers were hand in glove with NSCN-K in its ‘illegal tax collection’ racket. The four officers - Vilepral Aja (additional director of department of agriculture, Kohima), Purakhu Angami (former director of department of tourism), Kekhriesatuo Tep (superintendent of fisheries department) and K Hutoi Sema (executive engineer of irrigation and flood control department) - were arrested on October 13."These officers maintained slips and registers in which exact amount and name of the person to whom money was to be given are mentioned. The handwriting experts of Central Forensic Science Laboratory (CFSL) Gandhinagar have confirmed that these four officers maintained these slips/registers," said a source. An assessment of payment slips and other documents suggests that arrested officers have handed over somewhere between INR 20 to INR 25 crore to NSCN-K and other factions since 2012, said the officer. Sources said that while S Khetoshe Sumi, finance in charge of NSCN-K who was arrested last year, was extorting money from State Government officials, instructions were coming from Isak Sumi, a Myanmar-based key member of the outfit, who handles all the finances for anti-India operations. In a charge-sheet filed earlier this year against Isak Sumi, Khetoshe Sumi and another finance collection agent, Victo Swu, NIA claimed that they raised funds through illegal tax collection and extorted money from government offices to support the banned organization in its activities.
