Militancy has adversely affected the Union Government's flagship programme, National Rural Employment Guarantee Scheme (NREGS), in Garo Hills. There are instances of huge number of people, working under NREGS projects in East and South Garo Hills Districts, who cut short their work to go home early due to fear of being intimidated by Garo National Liberation Army (GNLA) militants. "The villagers do not feel safe to remain out of their houses till late due to the rise in criminal activities of the GNLA," a senior Government official said on August 1. The official on condition of anonymity admitted that implementation of the Centrally-sponsored programme has suffered badly in both the districts of Garo Hills due to this emerging problem. The GNLA has also continued to serve demand notes and send SMS to Block Development Officers (BDOs) and other Government officials asking for millions of rupees.

Bardekar, who was abducted from a village in Arunachal Pradesh by the anti-talks faction of the NDFB, was released at Dhekiajuli in Assam on August 1, reported Telegraph. Militants abducted Bardekar from Daimara village of West Kameng District of Arunachal Pradesh, bordering Assam’s Sonitpur District, on May 12. Sources said the abductors released him after a INR 10.4 million ransom which was scaled down from INR 50 million. The Director-General of Police of Arunachal Pradesh, Kanwaljit Deol, confirmed Bardekar’s release but did not mention the ransom.

The Police arrested a cadre belonging to Lamphel faction of the Kangleipak Communist Party (KCP) after a failed abduction bid at Kwakeithel Moirang Purel in Imphal West District on August 1. Two cadres of the faction were trying to abduct a doctor, Kangujam Nilachandra Singh, from his residence, but they failed due to intervention of the local people. They also opened fire in their attempt to abduct. While one, Thangjam Kiranjit alias Boy alias Chingkheingaba (26), was arrested, another cadre, Sougrakpam Nelson alias Sushil Meitei alias Bhut Makok alias Bhaimacha (26), managed to escape. The Police recovered live ammunition of 9-mm pistol from the residence of the doctor. Subsequently, the Police also recovered a hijacked motor cycle, one 9-mm pistol along with four live rounds, one wallet, a cellular phone and a charger.

At least 37 militants surrendered before the Assam Rifles at Khonsa in Tirap District on August 2, according to Sangai Express. They included 23 National Socialist Council of Nagaland-Khaplang (NSCN-K) and seven each from the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and All Adivasi National Liberation Army (AANLA). They also laid down 21 pistols, one M-16 assault rifle, one .22 Chinese rifle, one 9-mm carbine, one revolver, seven grenades and five SBBL guns. With August 2's surrender, so far 102 Northeast based militants surrendered at Khonsa in the last two years.

According to sources, some villagers noticed a bomb-like object near the boundary wall of the house of a ‘commander’ of the pro-talk faction of the (NDFB), Loknath Narzary, and informed the Police. Narzary was not home at that time as he stays at a designated camp. The Police then recovered the handmade crude bomb with a wire connected to it from a nearby bamboo grove and bomb experts later defused it.

The recovery in the wake of some United Liberation Front of Asom (ULFA) militants pitching tent in the area as reported in The Telegraph has triggered speculation among Security Forces over whether the outfit was using the island to stock arms and explosives to carry out strikes in the neighbouring Districts in the run-up to Independence Day. The sub-divisional Police Officer, Majuli, Amitabh Basumatary, said the consignment was buried in the courtyard of a villager at Morihuti under Jengraimukh Police Station, bordering Lakhimpur District. "The consignment was probably kept by Ulfa militant Rajib Bora who hails from Majuli. We suspect that more such consignments are being kept on the island," Basumatary said. Following his disclosure, an Improvised Explosive Device (IED) weighing around five kilograms was recovered and defused by the Security Force. There was one magazine filled with bolts, bearings, nails and explosive materials in the IED. Angouton confessed that the IED was handed over to him by one ‘sergeant’ Angamba of the outfit to plant and trigger a blast at a spot in between Nambol and Bishnupur. He had undergone military training of the outfit inside Myanmar and he was a bomb expert. Angouton was also involved in the blowing up of an excavator of the Loktak Development Authority (LDA) on January 21.

In a memorandum sent to the Prime Minister Manmohan Singh, the outfit resented that though its ‘commander-in-chief’ Niranjan Hojai led the surrender of the outfit’s leaders and 415 cadres on October 2, 2009, he was arrested on July 1, 2010. The National Investigation Agency (NIA) made the arrest and he has been sent to the jail custody. The militant outfit has regarded this incident as a great injustice to it and this act of the Government has hampered the peace process in the Dima Hasao (erstwhile North Cachar Hills) District.

"We are required to pay a commission ranging from two to five per cent of the total value of the project to the surrendered HNLC association for each and every contract allotted to us," a contractor said. The unemployed youths in the State allege that the Government is tilted towards the surrendered militants instead of encouraging educated youths for productive growth. Sources said that whenever any tenders are floated by NEHU the officers of the construction wing direct the youths to meet and seek permission from Julius Dorphang, the former self-styled HNLC ‘chairman’ and his associates. Incidentally Dorphang is also a seasoned businessman now. The missive issued this week also States that the Maoists, who had a base in North Bengal earlier, are trying to revive it. Besides, they are trying to establish fresh contact with several Naxalite groups that had so far been dormant. The MHA has pointed out that the Maoists are trying to rope in former members of Kamtapur Liberation Organisation (KLO) and use them as conduits. Already, two Maoist "linkmen" have been arrested from Kokrajhar with AK-47. The Maoists are now contacting militants in Assam and also looking for supply of arms, the MHA missive says. Maoist leader Kishanji recently proposed a three-month ceasefire, but senior Police Officers feels this is a ploy to buy time as the Maoists' arms stock is dwindling in Jangalmahal, West Bengal. Even after the shoot-at-sight order issued by the Government along the Assam-Arunachal border areas in Sivasagar District on August 24, the activities of National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) are going on in five Arunachali-dominated villages within Assam, reported Assam Tribune. Militants from across the inter-State border (Assam-Arunachal) set ablaze the house of one Putul Tirky at No. 2 Saraipung Salongamara Panikabasti in Sivasagar District on the same day, according to Sentinel. The militants reportedly have built dozens of bunkers in Naharani, Hasirusa, Kamko, Ashinbasti and Tanglungbasti and are guarding them with arms. Meanwhile, the talk between district administration and representatives of 12 organisations under the banner of All Assam Students Union (AASU) and Asom Jatiyatabadi Yuva Chatra Parishad (AJYCP) failed on August 25. The organisations have refused to withdraw the ongoing economic blockade until and unless NSCN cadres leave the area and restoration of peace and tranquillity in the border areas.

Chidambaram on August 25 said that while the year 2009 was a distinct improvement on the year 2008, it is in the 2010 that we have seen a dramatic decline in the number of incidents and in the number of casualties in the Northeast, according to Assam Tribune. There have been only 464 incidents until August 15, as against 1,297 and 1,561 for the whole year in 2009 and 2008 respectively. He pointed out: “Only 52 civilians have been killed, as against 264 and 466 respectively, and we have lost only 15 men of the security forces. Nevertheless, I must admit with regret that Manipur and Assam have been affected by long-duration blockades and bandhs and by intermittent violence.” About political dialogue with militant outfits and their ‘core demand of sovereignty’, Chidambaram without taking names, spoke of solutions within the constitution: “I am confident that solutions can be found within the Constitution of India to the demands of various groups for recognition of their identity, history, culture and desire for self-government.” The Union Minister said that it is a matter of great satisfaction that a number of groups are engaged in talks with the Government of India. Among them are National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), pro-talk faction of the National Democratic Front of Bodoland (NDFB), Nunisa faction of the Dima Halim Daogah (DHD), Black Widow (BW), United People's Democratic Solidarity (UPDS), Achik National Volunteer Council (ANVC), Karbi Longri North Cachar Hills Liberation Front (KLNLF), Kuki National Organization (KNO) and United Peoples Front (UPF), he said. H further added, “We have appointed two Interlocutors: RS Pandey to talk to the NSCN (IM) and PC Haldar to talk to NDFB (PT), DHD (Nunisa), DHD (J), KLNLF, UPDS and ANVC, besides ULFA [United Liberation Front of Asom].” Chidambaram called on the groups – or factions of groups – that have stayed away from talks to give up violence and accept the offer of the Governments to hold talks. “It is my hope that ULFA will also formally come forward to begin talks with the Government of India and the Government of Assam. "The delivery power of the banned outfit has decreased so much that it is borrowing arms from others to carry out operations," said S.K. Jain, Additional Director General of Police (ADGP), Special Branch. "We had inputs about the outfit borrowing arms from Silchar ahead of the Independence Day, but the sources could not be specified," he added. The fact was revealed after the arrest an HNLC cadre, identified as Aibor alias Saddam Hussein, from Pynthorsale village in Jaintia Hills District. He confessed that the outfit borrowed some weapons including six AK-47 rifles, four revolvers and two grenades during that time. Two of the borrowed sophisticated rifles were seized from Aibor. The HNLC maintains an on-and-off relationship with the National Socialist Council of Nagaland- Isak-Muivah (NSCN-IM), National Democratic Front of Bodoland (NDFB) and National Liberation Front of Tripura (NLFT), according to the ADGP who also said the outfit's nexus with ULFA is not yet ascertained. At present, the HNLC has around 50 active cadres, but each one of them does not have arms and ammunitions. "The figure might not be accurate as it is based on our assessment on sightings and technical intercepts," Jain said. The outfit has its camps at Maulvi Bazar, Sylhet and Chittagong Hill Tract of Bangladesh. Many of its leaders are into betel nut plantations and own stone quarries in the neighbouring country.

The growing links between the Communist Party of India-Maoist (CPI-Maoist) and some of the militant outfits of the Northeast region was discussed in greater detail in the conference of the Directors General of Police (DGPs) and Inspectors General of Police (IGPs) of all the States held in New Delhi on August 25, according to Assam Tribune. Official sources said that though the CPI-Maoist is yet to have strong presence in the Northeast States, the group is trying to maintain close links with some of the militant outfits of the region. Sources said that it is now an established fact that the CPI-Maoist has established strong links with Manipur based People’s Liberation Army (PLA) and leaders of the PLA had meetings with CPI-Maoists in Jharkhand. Sources said that senior Maoist leaders also visited Manipur in 2009 and it is believed that both the groups would be benefited from mutual understanding and the PLA cadres are in a position to provide training to the Maoist cadres.

Sources said that the security agencies have definite information of NSCN-IM leaders attending a meeting of the Maoist groups in Dandakaryana in Chattisgarh and the Ministry of Home Affairs (MHA) has taken serious note of the situation and the matter was taken up with the NSCN-IM leaders. Sources said that the CPI-Maoist has openly supported all the “nationality struggles” including the struggle of the United Liberation Front of Asom (ULFA). The report adds that Maoists have started issuing statements supporting the cause of the ULFA and CPI-Maoist leader Koteshwar Rao alias Kishenji recently openly extended support to the ULFA in an interview.

Three cadres belonging to the Noyon faction of the Kangleipak Communist Party (KCP) asked all the teaching staffs of the Johnstone Higher Secondary School in capital Imphal to pay monetary amount of INR 5000 per teacher on August 30, reports Imphal Free Press. They also demanded some amount from the scholarship amount sanctioned to the school meant for distribution to Scheduled Tribe / Scheduled Caste and Other Backward Class students. The teachers were confined to one room of the school for several hours. Most of the teachers failed to attend classes. Subsequently a mob of students chased the suspected militants. Two of the three suspected militants managed to escape from the school premises while one of them was caught and later handed over to the Police. The person was identified as R. K. Bobby of Kwakeithel Thokchom Leikai. On August 31, students, teachers and non-teaching staffs of the school demonstrated in protest against threats and intimidations meted out to teachers of the school by militants. They demanded for a free zone in education sector and for maintaining peace and normalcy in academic institutions.

The National Liberation Front of Tripura (NLFT) has abducted five tribal villagers from remote Shukraichari area under Gandacherra sub-division of Dhalai District on August 30, reports Tripurainfo. The militants sent a demand note to the village chief on August 31. Reportedly, the militants were asking for INR 1000 a year from each of the 250 families of the village. The militants said they would release the hostages the villagers agree to their extortion demand. Police officials said that militants had been facing severe financial hardship due to security action and development activities in villages. They neither can recruit new cadres nor extort money from the villages.

They were identified as Takhelchangbam Omita alias Chanchal Devi (29) and R.K. Ongbi Helena Devi. Two cellular phones were recovered from Omita. During interrogation, Omita disclosed that she joined the outfit in June 2009 and Helena revealed that she joined in March 2010 through one self styled finance secretary Nong-drenkhomba and they are presently operating under his ‘command’.
