The Assam Government on April 1 told the Legislative Assembly that 234 Islamist militants were currently lodged in different jails in the State, Indian Express reported. The 234 militants include as many as 150 belonging to the Muslim United Liberation Tigers of Assam (MULTA), 50 to the Harkat-ul-Mujahideen (HuM), and seven Inter-Services Intelligence (ISI) operatives. The ISI operatives, the Government said, include at least two who are citizens of Pakistan who had admitted during interrogation that they had sneaked into Assam from Bangladesh. Five of those currently in jail are also from Bangladesh. "These militants have been arrested over a period of seven to eight years, and several of them were involved in cases of sabotage and treason," Rockybul Hussain, the Minister for Forests and Environment, told the Assembly on behalf of Chief Minister Tarun Gogoi, who also holds the Home portfolio. Hussain said there was strong evidence that a number of these militants had been to Pakistan and Bangladesh and undergone training in arms. "The Government has information that these groups recruit young boys from the districts of Dhubri, Barpeta, Bongaigaon, Karimganj, Cachar, Hailakandi, Nalbari, Nagaon and Darrang and send them out for training in Bangladesh and Pakistan," the minister said. Hussain admitted that the banned Students Islamic Movement of India (SIMI) too was active in Assam, but added that no member of the group had been arrested so far in the State. "While the Government had banned SIMI in 2001, there is information that the group is still active in Assam," Hussain told the Assembly.

The report of the judicial inquiry headed by Justice (retd) R. K. Manisana Singh which was tabled in the Assam Legislative Assembly on April 2 stated that the All Adivasi National Liberation Army (AANLA) outfit incited a section of the protestors to assault residents and damage vehicles, roadside shops and houses in Beltola in Guwahati on November 24, according to Telegraph. The Manisana Singh report confirmed that some of the protestors came with weapons at the behest of the AANLA leadership. Witnesses were quoted as saying that an AANLA leader, Bikash Munda, gave INR 20,000 to a senior functionary of the All Adivasi Students’ Association of Assam to organise the rally for Scheduled Tribe status. "There was, prima facie, a case of conspiracy among some of the Adivasis at the instigation of the ANLA," Manisana Singh said in his report. The judicial inquiry revealed that administrative ineptness was also responsible for the November 24 Adivasi protest march turning into the worst instance of street rioting in Assam.

Engineers of the Manipur Public Works Department (PWD) on April 3 went on an indefinite cease-work demanding immediate arrest of militants allegedly involved in the killing of PWD Assistant Engineer Keisam Nabachandra on March 31, The Hindu reported. Sources in the PWD said there was no alternative but to go on the strike because engineers and other officials could not work properly in their offices because of frequent interference and demand for money from unidentified militants. The strike of the PWD engineers was being supported by engineers and officials of other departments such as Irrigation and Flood Control Department (IFCD) and Public Health, Engineering department (PHED) and Electricity Department (ED). Sources said the PWD, IFCD, PHED and ED had also submitted a joint memorandum to Governor S. S. Sidhu on April 2 demanding the arrest of militants involved in the killing of Nabachandra and for creating a 'secured environment' at their offices so that they could work properly.

Sentinel reports that the United Liberation Front of Asom (ULFA) has planned to execute a series of disruptive acts in the Dibrugarh district during its ‘foundation day’ on April 7. The report added that a group of 10 ULFA militants headed by hardcore militant Madhurjya Gohain are already moving around Tingkhong, Tengakhat, Khowang and Sasoni areas in the district and waiting for an appropriate situation to trigger bomb blasts and kill innocent persons. Militants have also reportedly intensified their extortion activities and have set a target of extorting around INR 50 00000 in the entire district.

Palam Raju said that as of now there is no move to impose President's Rule in Manipur. "The Centre may consider it if situation in the militancy-affected state worsens," he said, adding other options might also be considered. The Meghalaya Police on April 3 arrested six persons, including rangbah shnongs (members of the traditional local-self government institutions) and businessmen, from different parts of the Jaintia Hills district for their suspected links with the Hynniewtrep National Liberation Council (HNLC), reports Shillong Times. They were identified as Phon Syih, Welcome Dkhar, Lambha Dhar, Susil Dkhar, Pyntngen Bareh and Rangbahduh Khonglah. According to police sources, they were arrested following confession of the HNLC militants who were arrested during the recent encounter at Wahlymbong. They arrestees were accused of giving shelter, money and other goods to the HNLC cadres. Two arrested HNLC cadres, Willender Diengdoh Marngar and Riskin Phawa, had reportedly collected INR 50000 from them.

Two National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) militants, identified as ‘captain’ Wungreithan and ‘sgt.’ Peter, were abducted by the rival National Socialist Council of Nagaland-United (NSCN-U) cadres from the New Market area in Dimapur on April 3, according to Sangai Express. Five demand notes addressed to the villagers of Raishyabari village for paying INR 120 per house, INR 500 per rice mill tax and INR 5,000 vehicle tax per annum were handed over to them. He confessed that the HNLC has maintained links with the Tripura-based National Liberation Front of Tripura (NLFT) since 2001. He also said the strength of HNLC in the Bangladesh camp located under Baghachuri police station in the Rangamati district was about 100 in 2001. As many as 26 NLFT cadres also stayed in the HNLC camp at that time, he added. Meanwhile, Sentinel quoting Rynjah’s confession reports that since most of the cadres deserted the camp the strength has been reduced to 26, and the camp is left with one .303 rifle. He added that training was affected due to shortage of arms and ammunition. He said that he deserted the camp due to forced labour detention and ill treatment by the HNLC commanders. He mentioned that one of his colleagues, Bahdeng, died in the camp during training, while two others, identified as Stallion and Bahdit, deserted the camp.

Councilors of eight municipal councils and 18 nagar panchayats (third tier of the urban local body) in Manipur would tender mass resignation if their appeal to the militants for withdrawal of the demand for diversion of huge amounts from the schemes being undertaken by them is not heeded to. “We have no other choice other than tendering our resignation if their threat and harassment continues despite our appeal,” said S. Budhachandra, president of the All Manipur Municipal Council and Nagar Panchayat Joint Action Committee. “When no welfare works for the people can be carried out independently and sincerely and we are under pressure from the militants, it will be better to resign from the councillorship rather than remain as only nominal representatives of the people,” he said.

The Centre has confirmed that the United Liberation Front of Asom (ULFA) leaders are carrying out business activities in Bangladesh, Assam Tribune reported. The Union Minister of State for Home Affairs, Radhika V Selvi, informed the Rajya Sabha (Upper House of Parliament) on April 16 that inputs suggest that the ULFA has been using the territory of Bangladesh to procure and smuggle arms and explosives into India. The Minister was replying to a question on whether ULFA commanders have a vast network running seven hotels and six nursing homes, besides procuring weapons through the port city of Cox’s Bazaar in Bangladesh. The Minister, however, added that though India has taken up the issue of Indian insurgent groups, with Bangladesh Government, regularly, the latter has consistently maintained and assured that its territory would not be allowed to be used for activities inimical to India. However, information about specific action taken by the Bangladeshi authorities is not available with India, she added. In this connection, the Minister confirmed that India had handed over a revised list of 117 hideouts at the Director General level talks on April 9-11. According to information available with various agencies, a list of 141 hideouts of members of Indian insurgent groups living in Bangladeshi territory was given to Bangladeshi side in October 2007, Selvi added.

The outfit’s ‘general secretary’, Thuingaleng Muivah, held discussions with the head of the Group of Ministers, Oscar Fernandes, and Chief Interlocutor, K. Padmanabhaiah, on issues of a separate constitution for Nagalim (Greater Nagaland) and the formation of a new faction, the National Socialist Council of Nagaland-Unification (NSCN-U) in November 2007. An official source said the Government might take strong action against the new outfit. The NSCN-U, which is not in a cease-fire with the Centre, is accused of moving around with arms in civilian areas and indulging in anti-social activity. More than 85 abductions for extortion allegedly took place in 2007. The NSCN-U is made up of cadres, many of whom are from the Sema tribe and who defected from the NSCN-IM, Telegraph reported. A deputy kilonser (minister) for home of the NSCN-IM, Azeto Chophy, got together with the NSCN-K and formed the outfit to counter the Isak-Muivah faction.

Apart from other districts of Bangladesh, Maulvi Bazar has figured prominently in the revised list of 117 camps which Border Security Force (BSF) provided to the Bangladesh Rifles (BDR) during the recent border coordination conference of the two countries in New Delhi. Maulvi Bazaar - which is flanked by Assam and Tripura from two sides - comprises nearly one-fourth of the total camps located in Bangladesh. Main hideouts in Maulvi Bazar are reportedly at Narsurpunji, Ragichera, Rajki Tea Estate and Avalchera under Kulaura police station, Bagerhat under Dighinala police station, Puranbari, Kalengipunji and Dabalchera under Kamal Ganj police station, Dulubari under Srimangal police station, Segan Bagan under Sajek police station, and Nine Mile under Matiranga police station. The report added that Habibganj, Khagrachari, Rangamati, Chittagong and Sylhet are other districts where Indian intelligence agencies have pin-pointed locations of training camps - some of which are being run with the help of Pakistan's Inter Services Intelligence (ISI) to train the cadre of Harkat-ul-Jehad-al-Islami (HuJI). Referring to the latest list of training camps which has come down from 141 to 117 in the past two years, an unnamed senior official of the Union Ministry of Home Affairs said that though most of the camps were meant to provide training to Northeast militant groups – the United Liberation Front of Asom (ULFA), National Liberation Front of Tripura (NLFT), All Tripura Tiger Force (ATTF) and People's Liberation Army (PLA) - some of them in Maulvi Bazaar and Habibganj had been identified as main hideouts of the HuJI cadres. Militant groups like the United Liberation Front of Asom (ULFA) are reportedly setting up well-entrenched bases in the Tirap, Changlang, and Lohit districts. "The Unified Command that is likely to be initiated would be similar to the one currently operational in Assam," an unnamed senior official said. "The ULFA is not only setting up bases in the state but also using Arunachal Pradesh as a transit to Myanmar. We cannot allow our State to be used by militants from other states for anti-national activities," he stated. One police official said, "Extortion and kidnappings are common place in parts of Tirap and Changlang districts by the NSCN. The area is gradually becoming a lawless region." Meanwhile, Chief Minister Dorjee Khandu had earlier said that the National Socialist Council of Nagaland-Khaplang (NSCN-K) was on a recruitment drive in the State and abducted more than 50 local tribal youths to join the outfit. "These are serious issues and we cannot allow our peaceful state to be vitiated," he said. Manipur Chief Minister Okram Ibobi Singh while addressing a function at Khongjom War Memorial Complex in the Thoubal district on April 23 warned all ministers, legislators and officials against establishing links with militant groups, reports Telegraph. "The government has taken a firm decision. No one having links with militants, including ministers, MLAs and government officials, will be spared," he said. Reiterating his previous stand on militancy, Ibobi Singh said the Government was left with no other option but to kill the militants. "We appeal to parents, ministers, MLAs and officials to advise their wards and children to stay away from militants. Anyone having link with militants will face the music… And the Government should not be blamed for this," he warned. He alleged that the militant groups were snatching away rice, kerosene and other items under the public distribution system at gunpoint, thereby denying the poor their share. He accused the human rights groups of remaining silent even when militants kill innocent persons or deny the people their rights.

Prakash, General-officer-Commanding (GOC) Red Horns Division stated on April 25 that due to concerted counter-insurgency operations targeting the banned United Liberation Front of Asom (ULFA), the strength of the outfit has come down to hundred odd members in Lower Assam, according to Assam Tribune. The GOC informed the media at the headquarters of the Red Horns Division in Tamulpur under Baksa district, where 27 ULFA cadres, including a woman cadre, surrendered on April 25 that "The Red Horns Division, since the last many years, is trying to put consistent pressure on the ULFA, especially in the Lower Assam area, and this has helped in restoring peace." Of the 27 cadres, 19 were from the ULFA ‘709 battalion’ while the rest of them belonged to the outfit’s 27 and 109 battalions. Some of these cadres were reportedly trained in the ULFA camps in Bhutan and Bangladesh.

The arrest came following the earlier detention of three PULF cadres from a rented accommodation at Dispur area, The Sangai Express reported. Additional Superintendent of Police Debojit Deuri said, "During the interrogation of the three PULF cadres on Sunday, our team raided a house in Chasal and could nab Farooq today." Kazi had been hiding in the city for a long time, he added. "The arrest of the PULF cadres from states like Assam, Karnataka [In Mysore on April 27] and other places made it clear that the cadres of the outfit had been on the run from its own state Manipur," Deuri said and added that interrogation is underway to trace more clues regarding the outfit's base in Guwahati. "We have however, no confirmed information whether the outfit was conducting any recruitment in the state," Deuri said. The PULF militants who were arrested on April 27 from Guwahati were identified as Mohammad Zakria Khan , Mohammad Altaf and Firoze Khan, police added.

India was among the countries worst affected by terrorism with militant attacks in Jammu and Kashmir and in the Northeast, attacks by Naxalites and attacks elsewhere in the country taking a toll of more than 2,300 lives in 2007, the US State Department said, according to PTI. The State Department, in its annual report on terrorism, said terrorist activities along the Line of Control in Jammu and Kashmir are on the decline but Pakistan-based militant outfits like the Lashkar-e-Toiba (LeT) and other terrorist groups continue to plan attacks in the Valley. "Pakistan-based Lashkar-e-Toiba and other Kashmir-focused groups continued regional attack planning. In 2007, Kashmir-focused groups continued to support attacks in Afghanistan, and operatives trained by the groups continued to feature in Al-Qaeda transnational attack planning," it said. The report said Indian Government’s counter terrorism efforts remained hampered by outdated and overburdened law enforcement and legal systems. "The Indian court system was slow, laborious, and prone to corruption. Terrorism trials can take years to complete. Many of India’s local police forces were poorly staffed, lacked training, and were ill-equipped to combat terrorism effectively," the report said. Noting about the attack on Samjhauta Express in February 2007, the report said it was carried out by extremists who tried to incite anger among the Hindus and Muslims. "These attacks, which killed and injured both Muslims and Hindus, were probably conducted by extremists hoping to incite anger between the Hindu and Muslim communities. "Indian officials claim that the perpetrators of these attacks have links to groups based in Pakistan and Bangladesh, particularly Lashkar-e-Toiba, Jaish-e-Mohammad, and Harkat-ul-Jihad Islami, among others," the report said. The report also took note of the US-India Joint Working Group on Terrorism (CTJWG) which has so far met nine times since its formation in 2000. India participated in CTJWGS with 15 other countries, and in multilateral CTJWGS with the EU and with the Bay of Bengal initiative for multi-sectoral technical and economic cooperation, an organisation that promotes economic cooperation among Bangladesh, India, Myanmar, Sri Lanka, Thailand, Bhutan and Nepal.

A joint statement of the two outfits signed by ‘deputy secretary organizations’, UNLF, N Ibochou, and ‘secretary publicity and research’ of the KYKL, Langamba Mangang, said they planned to make available kerosene at the control rate of INR 14 per litre through the SK Oil agents. The outfits have also said that except the authorized agents, no one else could sell kerosene in the markets. Anybody found selling in ‘black’ will be severely dealt with without warning, it added. During an investigation into the increasing price of kerosene by the two outfits, the statement said, it was revealed that some of the quotas of the kerosene were taken by the militants. But it was also true that before the outfits took the same, the Chief Minister and other ministers and their close associates had been siphoning the same, they alleged.

An unnamed senior police officer said this camp was frequently used by the ULFA, National Democratic Front of Bodoland (NDFB) and Kamtapur Liberation Organisation (KLO) militants, since they have some common areas of operation and used this vital transit camp not only for shelter but also for ammunition supply. Ten rounds of live ammunition of 12 bore pistols, seven rounds of 12 bore fired cases, eight live and five spent rounds of ammunition of AK-47 rifles, 18 live and seven spent rounds of .22 pistols, two blank detonators, 500 grams of explosive, one improvised explosive device (IED), wires, one 7.62-mm magazine of LMG and one rotating block of AK-56 were seized from the camp. A Global Positioning System device, a digital diary, two blank extortion notes signed by the ‘commandant of 709 battalion’ of the ULFA, Hira Saraniya, a Chinese camera, 20 kilograms of rice and one kilogram of Bengal gram were also recovered.
