A Naxalite (left-wing extremist) belonging to the Praja Pratighatana faction of the Communist Party of India-Marxist-Leninist (CPI-ML) was killed in an encounter with the Police at Mellamadgu village in the Bodu police station limits of Khammam district on June 1, reports The Hindu. Three others Naxalites, however, managed to escape. One 8-mm rifle was recovered from the slain extremist. Police sources said that the extremist dalam (squad) was camping at the site encounter for collecting money from contractors engaged in removal of overburden of Singareni opencast mines.

New Indian Express reports that the Kerala Government has represented its case in favour of continuing the proscription on the Students Islamic Movement of India (SIMI). The Unlawful Activities (Prevention) Tribunal appointed by the Union Government to review the ban on SIMI began a two-day sitting in capital Trivandrum on June 1. Representing the State Government, Inspector General of Police (Internal Security), N. C. Asthana, filed an affidavit before the tribunal stating that the SIMI was still carrying out unlawful activities in Kerala and hence the ban imposed on it shall be continued.

On June 1, four Communist Party of India-Maoist (CPI-Maoist) cadres, including a ‘sub-zonal commander’ and a woman extremist, were killed in an encounter with the police at Sundermahto village in the Hazaribag district, reports The Hindu. A tip off by an arrested Maoist, identified as Arjun Yadav, reportedly led to the encounter in which three Maoists and the former were killed. Police sources said that Arjun was killed while trying to escape. Police recovered two guns, one pistol and a landmine weighing 30-kilograms were recovered from the possession of the slain Maoists.

Police said the three people were abducted from Parasi village in Tamar block, around 70 kilometres from Ranchi, on June 1 and their bodies were recovered the next day from the forest area of Tamar. The Afghanistan Senate Speaker Sibghatullah Mojaddedi during his visit to India on June 1 accused Pakistan of being an "exporter of terrorism" to other parts of the world and blaming it for all problems in his country, reports The Hindu. Addressing the concluding session of an international conference on terrorism in New Delhi, he said, "Pakistan is exporting terrorism to different parts of the world. Eighty to 90 per cent of terror attacks around the world can be traced back to Pakistan. The ISI [Inter-Services Intelligence] is exporting terrorists trained in their terror camps," Mijaddedi said. Criticising the allied forces fighting the "war against terror" in Afghanistan of turning a blind eye to the terror camps operating in Pakistan, he said, "We are suffering because of the interference of ISI in our country; everyday we lose our people, young and old indiscriminately."

Kumawat took over charge in New Delhi on June 1. According to sources, "Gen Kulkarni has miserably failed to stop the inter-factional clashes and implement the agreed Ceasefire Ground Rules (CFGR) in the state, for which the MHA has replaced him by Mr Kumawat." Dantewada Superintendent of Police Rahul Sharma said that 50 armed Maoists stopped the buses travelling on the Raipur- Kirandul route, asked the passengers to alight and then torched the vehicles. Before fleeing under the cover of darkness, the Maoists also fired upon the Police, who had rushed to the area. At Bachali, 25-kilometres from Dantewada, a group of 40 Maoists burnt down the tippers engaged in civil works. The Jammu Police on June 4 arrested three militants of newly formed outfit ‘Panj Pardhani Group’ along with a large quantity of arms and ammunition from Dumi Malpur in the Kanachak area along Jammu-Akhnoor road and foiled their plot to kill two religious preachers of Punjab—Baba Gurmeet Ram Rahim Singh and Pyara Singh Baniyarawala, Daily Excelsior reported. Arms and ammunition recovered from their possession include one AK-56 rifle with two magazines and 150 rounds, five Chinese pistols with five magazines and 93 rounds. A large quantity of literature, written in Punjabi, including photographs of slain militant leader Jarnail Singh Bhindranwala, mobile telephones, diaries carrying telephone numbers of their contacts in different States and some other documents were also recovered from a car in which the three militants were travelling. They were identified as Malkeet Singh, Surjeet Singh and Harbans Singh. All three militants, who hailed from the Barnala district of Punjab, had collected a consignment of arms and ammunition from an unidentified smuggler at Akhnoor, who had received the consignment from across the border. The consignment of arms was reported to have been sent from Pakistan by Ranjeet Singh Neeta. Further, a ring leader of the Panj Pardhani Group, based in Barnala, has been identified by police on the basis of preliminary questioning of three militants.

With security tightened in the coastal belts, persons supplying explosives and essential commodities to the Liberation Tigers of Tamil Eelam (LTTE) are using services of parcel offices to smuggle the contraband, an unnamed official of the Q-Branch, special wing dealing with militant activities, told PTI. The items are sent by parcel to Ramanathapuram from where it would be smuggled to the LTTE, the officer said. After interrogating three persons including a Sub-Inspector, the branch seized huge quantities of copper wires, rewinding machines and Nylon from a Parcel office at Paramakudi, about 40-km from Ramanathapuram, meant for the LTTE, he said. The seizure followed the arrest of the Sub-Inspector attached to the Armed Reserve Police, Tirunelveli, and two others in connection with the supply of country made pistols, bullets and illegal firearms to some persons, the official said. The Q-Branch Inspector said eight bundles of copper wire, 10 baskets of nylon materials, a motor rewinding machine, nine bundles of special wire for rewinding mini-motors, 1,000 battery cells and INR one lakh worth of cosmetics were seized. This is the first time that the police have come across smuggling goods for the LTTE through regular transport parcel service.

Two persons including a constable and a person lodged in the lock-were killed in that attack. Militants also decamped with two AK rifles from the incident site. Police suspected that the number of militants was between six to eight, with half of them being foreign mercenaries. The Lashkar-e-Toiba (LeT) reportedly has significant presence in the area. The Press Trust of India, however, reported that the killed personnel, including a Lt. Colonel and another officer belonged to the Border Roads Organisation (BRO). They had gone on a survey at the Symthan Pass and were fired upon by the militants when they were returning to Kishtwar. Security agencies from the Central and Tamil Nadu Governments are regularly confiscating ammunition and dual use goods that officials say are destined for the LTTE. Since the start of 2007 until now, Indian authorities have seized unusually large volumes of ball bearings that are used as shrapnel, aluminium bars, both ordinary and electronic detonators, boat building equipment, walkie-talkies, batteries and petroleum products. Also found hidden or abandoned have been chemicals, including sulphuric acid, high-speed outboard engines for boats, cycle spares, tyres for cycles and motorcycles, power generators, and surgical equipment including medicines. Some of the seizures run into tonnes and detonators in thousands. The quantity of chemicals totals hundreds of litres. A vast majority of the findings have been reported from the coastal district of Ramnad, which overlooks Mannar district in north-western Sri Lanka. Arrests of couriers have been few in relation to the materials seized. Some of the seized goods were found buried or in safe houses. Others were simply abandoned when the Police came too close to catching the messengers. Both Sri Lankan and Indian Tamils have been involved in the incidents.

The police seized INR 10 lakh worth of batteries, army uniforms, medicines and gloves from the boat around mid-night, the sources said, adding, there were 25 bundles, including 18,000 batteries, uniforms, medicines, 'beedies' (locally used cigars) and other items. The Hindu reports that on June 16, 2,400 detonators were seized from two civilians, identified as Ravikant Kumar and Shrawan Kumar belonging to Rohtas district, at Mughalsarai railway station. Police sources said that both persons were intercepted by the police when they alighted from the Gaya-Mughalsarai Passenger train at around 12-30 pm (IST). While Ravikant, who was carrying 1,400 detonators in a bag, was arrested by the police, the other person managed to escape leaving behind a consignment of 1,000 detonators. The detonators were manufactured by AP Explosive Private Limited, Nalgonda in Andhra Pradesh and Haryana Explosive Private Limited. Interrogation revealed that the two persons were carriers who had been given the consignment by an unidentified person at Dehri in Rohtas district. Ravikant told the police that twice before in May he had delivered two separate consignments of 1,000 and 700 detonators in Mirzapur. Previously, on the night of June 12-13, 3100 electronic detonators were seized by the police on Platform No. 3 of Mughalsarai station. Two persons carrying the consignment managed to flee after dropping the bag. These detonators were also made in the Nalgonda explosive manufacturing factory. Police sources said that the seizures indicate the possibility of a strike planned by the left-wing extremists in the region. In both the cases, the detonators were being taken to Mirzapur which along with Chandauli and Sonebhadra districts bordering Jharkhand and Bihar has been the base of extremist activities in Uttar Pradesh.

There are Naxals from the tribal areas of Jharkhand who have links with CPI (ML), a banned organisation operating in the state", he said while chairing the Goa Legislative Assembly ad hoc committee on home affairs. The issue attracted great concern during discussions. The issue of SIMI entering Goa was also discussed. IGP Kishan Kumar said, "We are fully aware of the sensitivity of the issue." Troops on June 19 foiled a major infiltration attempt on Line of Control (LoC) at Salhutri in the Krishna Ghati area of Poonch district killing five suspected Lashkar-e-Toiba (LeT) militants while two others managed to escape, reports Daily Excelsior. Official sources said troops of Krishna Ghati Brigade observed movement of a group of six to seven militants trying to intrude into Indian Territory from Rashid Post in Salhutri area at 12-noon. The militants, most of whom appeared to be foreign mercenaries, were asked to surrender but they started firing on the troops, who retaliated. Firing between two sides continued for more than three hours. Till the reports last came in, troops had killed five militants. Intermittent exchange of firing between militants and security forces continued till late night. Reports said Pakistan army was also reported to have fired some shots on Indian side. Sources said body of one of the slain militant was taken back to LoC by the militants while four other bodies were still lying close to LoC. Two AK rifles and a large quantity of ammunition, explosives and bags were lying near the bodies.

The PLFI had earlier called for a 12-hour general strike in the area to protect against price rise, corruption and alleged police atrocities on extremists, the impact of which was most noticeable in Gumla, Simdega, Lohardaga, Chatra and Khunti districts. Long-distance busses remained off the roads and markets were closed in these districts. The Baptist Church had also organised a similar meeting in Atlanta, USA, in 1997, which was boycotted by Naga National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) top leadership. Some of the former Naga insurgent leaders and NSCN-IM chairman, Isak Chishi Swu are expected to attend the Chiang Mai meeting. An unmanned leader of the Khaplang group (NSCN-K), however, said that he does not have any information on whether his outfit is sending anyone to the meeting. Times of India reports that on June 20 the Hyderabad city Police Task Force busted an international fake currency racket and arrested Mohd Shaukat Ali of Sardha in Malda district of West Bengal and K Venkata Satyanarayana Reddy of Yanam, at a hotel in the city. Fake currency worth INR 3.6 millions in INR 500 and INR 1,000 denominations were recovered from them. Police suspect that these currency notes were printed in Pakistan and were brought into the state using the porous Indo-Bangladesh border. City Police Commissioner B. Prasada Rao, announcing the arrest said efforts were on to trace the links that enabled them to smuggle counterfeit currency into Andhra Pradesh. In a statement distributed earlier in the day at Chapakhowa in the Tinsukia district, reportedly after a meeting of the militants at Amarpur in Sadiya, said, "In the interest of a peace dialogue between ULFA and the government, we desire discussions to sort out the problems of Assam. To facilitate a congenial atmosphere for the talks, we are declaring a unilateral ceasefire from June 24, 2008, and we hope our gesture would result in reciprocation from the Assam government and the Government of India. Our decision of today follows a deep desire of the people of Assam for peace talks, and we would appeal to the ULFA Central Committee and the Government of India as well as the Government of Assam to initiate peace talks immediately." The Superintendent of Police of Special Branch of Aizawl district, K. Rozina, on June 29 said the truck was on its way to Cachar district in Assam from Champai district in Mizoram. The truck was captured and its driver and cleaner were detained for further interrogation. Sources said the arms were purchased at Chiang Mai, an arms market along the Thailand-Myanmar border. Sources suspected that the arms were meant for the Assam-based Black Widow (BW), by adding that the outfit is now using a large quantity of cash, collected in the last few months through extortion, to buy modern weapons from different places. The militant group is currently reported to be in Kathmandu to explore the possibility of buying arms from Nepal to south Assam. “We have held back our operation against the DHD (J) as it had given us indications about further extending the truce. The government is looking into the nitty-gritty of responding to its ceasefire offer. But the haul has forced us to take a fresh look at the situation,” a source in the home department said.

Times of India reports that 39 security force (SF) personnel including unspecified number of Greyhounds commandos from Andhra Pradesh were killed on June 29 in an attack carried out by the Communist Party of India-Maoist (CPI-Maoist) cadres on a 64-member joint Andhra Pradesh-Orissa police party in the Chitrakonda reservoir of Malkangiri district, close to the Andhra Pradesh border. The SF personnel were returning after conducting combing operations in the Sileru area, after getting information that the Maoists were holding a conclave there. Maoists reportedly fired rockets targeting the boat in which the SF personnel were travelling. The boat capsized drowning some SF personnel. Others who swam ashore were reportedly ambushed by the Maoists.

On June 30, a Deputy Superintendent of Police (DSP) and four constables were killed in a landmine blast triggered by suspected Communist Party of India-Maoist (CPI-Maoist) cadres at Pundigiri village in the Bundu area, 50-kilometres from State capital Ranchi, reports Times of India. While the DSP and two constables were killed on the spot, two others succumbed to injuries when they were being shifted to the hospital. Another critically injured police personnel has been admitted to the hospital. The police personnel were returning to the headquarters after conducting raids in the Bundu area. Jharkhand police Deputy Inspector General (DIG) RK Mallik said, "The Maoists had planted a landmine on the return route of the police party and set it off when the vehicle passed through that point."
