A Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an encounter with Security Forces (SFs) in a forest area near Bhandarpadar village under the Bhejji Police Station limits in Sukma District of Chhattisgarh on August 1, reports The Hindu. When a team of District Reserve Guard (DRG) was out on an anti-Naxal [Left Wing Extremism, LWE] operation, the patrolling team was challenged by the Maoists and the exchange of fire broke out between the two sides, Inspector General of Police (IGP), Bastar Range, Sundarraj P said. After the gunfight stopped, the body of an ultra was recovered from the spot, the IG said, adding that " prima facie the deceased cadre has been identified as Madvi Hadma, a divisional committee member (DVC) of Maoists". A search operation was under way in the nearby areas, he added.

A non-bailable warrant (NBW) pending against Communist Party of India-Marxist Leninist-Janashakti (CPI-ML-Janashakti) group leader Koora Rajanna in a local court in Rajanna Sircilla was executed by the Police by arresting him from his residence in Hyderabad on August 1, reports The Hindu. A local court issued the NBW against Rajanna for his failure to appear before the trial court in connection with a murder case pending against him, sources added. Rajanna was one of the accused in a former Sarpanch’s (head of the Panchayat, village level local self-Government institution) murder case in Konaraopeta Mandal (administrative sub division) dating back to 2013. Rajanna, a septuagenarian former ‘secretary’ of the CPI-ML-Janashakti Naxal [Left Wing Extremism, LWE] outfit, was brought to Rajanna Sircilla from the State capital and produced before the judge concerned on August 1 night, and was remanded in judicial custody and subsequently lodged in the District Jail in Karimnagar.

Around 25 armed cadres of Tritiya Sammelan Prastuti Committee (TSPC), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), created a ruckus in the Balram Stone Mines Pipradih compound operating in Olhe village in Bariatu Block (administrative sub division) under Balumath Police Station limits in Latehar District of Jharkhand on August 1, reports thenewssense.in. Kanhai Singh, the operator of Balram Stone Mines, was being continuously threatened by the militants for the demand of ‘levy’ (extortion money) for the last several days, and when the cadres did not get the ‘levy’ despite the threat, about 25 armed cadres reached the mines premises and took over the security personnel there. Later, the cadres broke the glass of a Poclain standing in the mines premises and punctured the tire by shooting a bullet into the tire of the tractor. Apart from this, about 4 to 5 firing was also done. During this, the cadres threatened the security personnel of dire consequences if the work started without their orders.

Security Forces (SFs) recovered huge cache of arms and ammunitions of the Communist Party of India-Maoist (CPI-Maoist) during a combing operation in a forest area in Koraput District of Odisha on August 1, reports odishabytes.com. On the basis of reliable information about presence of a Maoist camp, a team of District Voluntary Force (DVF), Koraput along with personnel of 151 Battalion, Border Security Forces (BSF), Ramagiri Company Operating Base (COB), launched the combing operation in forest areas of Ambagandili, Maliguda and Garampani villages under Boipariguda Police limits, and during the operation, the SFs came across a Maoist explosive dump in the forest area of Garampani on August 1. They recovered nine .303 ball ammunitions, 48 AK-47 ball ammunitions, 108 number of .22-inch ammunitions, two charger clips, 1.5 kilograms of splinters and 95 gelatin sticks from the dump, said Koraput Superintendent of Police (SP), Varun Guntupali said.

The Border Security Force (BSF) opened fire at a flying object near the International Border (IB) in Kanachak sector of Akhnoor tehsil in Jammu District at 9.35 pm on August 1, reports Daily Excelsior. The unidentified flying object with a blinking light was detected as it tried to intrude into the Indian Territory from across the border. The BSF troops opened fire and the blinking light was not observed thereafter. A search operation was launched in the area along with Police and other agencies, however, nothing has been recovered so far.

Mir Anaas Ali from Ambur was arrested by NIA on July 30, 2022. He was added to Telegram group of IS seeing his interest. He had downloaded membership forms and was planning to join the banned organisation, said a Police officer who was part of the interrogation team. A Communist Party of India-Maoist (CPI-Maoist) couple, identified as Salwam Mutta alias Sukku and his wife Salwam Gangi, involved in several deadly attacks and carrying a reward of INR 800,000 each on their heads surrendered to Security Forces (SFs) in Sukma District of Chhattisgarh on August 2, reports The Pioneer. Salwam was the South Bastar Battalion Number 1 and Platoon Number 1 ‘deputy commander’ and Section A ‘commander’ of the CPI-Maoist. According to information, Lashkar-e-Khalsa has been specially formed by the IS to carry out terror activities in India, and Afghan fighters are part of the new outfit. Giving a break up, ADGP Vijay Kumar said that as many as 284 people, including 174 SF personnel and 110 civilians, were killed in the terrorists’ related incidents in Kashmir since August 5, 2019. In a tweet, Vijay Kumar also gave a break up of these figures prior to abrogation. He said that 290 SF personnel and 191 civilians were killed during the period from August 5, 2016 to August 4, 2019. He said that there were 438 “law and order” incidents from August 5, 2019 to August 4, 2022. The number of such incidents during August 5, 2016 to August 4, 2019 was “3686.” Further, ADGP Vijay Kumar said on August 5 that hybrid terrorism was no longer a challenge for the Police, reports Greater Kashmir. “Now we identify and arrest them (hybrid terrorists),” ADGP told reporters during his visit to various city areas to take stock of security situation. “A year before it was a hard task but now it is no longer a challenge,” he said. Lakhisarai, Assistant Superintendent of Police (ASP), Syed Imran Masood confirmed that the arrested Maoist has been identified as Manashyam Das alias Sudesh alias Rahul alias Sudama, and he was allegedly into influencing students during the protests. Manashyam, a native of Banka, was staying at a rented house in Lakhisarai along with other suspects for the past three years, and he was arrested by the Police after an input from the Special Intelligence Bureau (SIB) of Telangana. Simultaneous raids are underway at nearly a dozen places at the premises of JeI office-bearers and members in different parts of the two Districts since early this morning, the officials said. Official said the raids are being carried out at Dhara-Gundana, Munshi Mohalla, Akramband, Nagri Nai Basti, Kharoti Bhagwah, Thalela and Malothi Bhalla in Doda District and Bhatindi in Jammu. Inspector General of Police (IGP), Bastar Range, Sundarraj P said, the operation, involving personnel from the Police’s District Reserve Guard (DRG), Special Task Force (STF) and Central Reserve Police Force (CRPF), was launched on August 7, following intelligence about the presence of the Maoists’ Madded Area Committee ‘divisional commander’ Nagesh in the area. After the gun-battle ended, an SLR (self-loading rifle) with 29 live cartridges, an INSAS (Indian Small Arms System) assault rifle with four live cartridges, a .303 rifle with six rounds, explosives, Maoist literature and materials of daily use were recovered from the spot, IGP, Sundarraj said, adding, “During the search of nearby areas, an injured male Naxalite was caught and a hand-grenade, a .12 bore gun with 10 rounds and five detonators were seized from his possession.” The identity of the arrested Maoist is yet to be established. The FIR was filed on the basis of a complaint that the nine people forged documents to pay lower taxes on a property in Mumbai. Qureshi, who also goes by the name Salim Fruit, was earlier arrested by the National Investigative Agency (NIA) and is currently in NIA custody. The forgery case against Qureshi was filed by Mohammad Rafique Tambe who owns a building in the Null Bazar area of South Mumbai. Following orders from Commander Parvesh Kumar Johri, members of the Central Reserve Police Force's (CRPF’s) 197th battalion stationed in the region for anti-Naxal [Left Wing Extremism, LWE] operations planned the gathering, and the rally began from Tholkobad, and travelled to Kiriburu-Meghahatuburu. It covered regions like Karampada and Jumbaiburu. Villagers were delighted to see the rally. According to one of the villagers, the Naxalites [left Wing extremists, LWEs] prevented them from hanging the Tricolour Flag in Saranda between the years 2001 and 2011, but ever since the CRPF arrived in Saranda, they have been doing so. One of the villagers remarked that it was the first time they had witnessed a sizable demonstration in the heart of the Naxalites’ stronghold, complete with the Tricolour.

An Assistant Inspector General (AIG)-level meeting was held by Government Railway Police (GRP) on August 11 with regards to security arrangements at railway stations. AIG GRP Harmeet Hundal issued directions to all officials to keep strict vigil and patrol the railway tracks and key areas under the railways’ jurisdiction. These directions have been issued after a video of National Flag being burnt on tracks in Manawala near Amritsar came to fore recently. Pannun had threatened to take off National Flags installed at railway stations and Government offices and hoist Khalistani flags. “Jalandhar, Amritsar and Ludhiana are the most vulnerable places as National Flags are installed here and moreover these are among the busiest railway stations in Punjab,” said a senior Police officer, privy to the development. The Supreme Court, on August 12, agreed to examine an appeal filed by the Kerala Government challenging an order of the Kerala High Court which quashed charges under the Unlawful Activities Prevention Act (UAPA) against a member of the Communist Party of India-Maoist (CPI-Maoist) as the sanction granted for his prosecution was delayed, reports Devdiscourse. A bench of Justices M R Shah and B V Nagarathna issued notice to the accused -- Roopesh -- on the appeal filed by the State Government. ''Issue notice,'' the bench said while posting the matter for hearing on September 19. The Kerala Government had moved the High Court challenging the March 17, 2022 order of the high court which held that the time limit prescribed under the UAPA for sanction is ''mandatory and sacrosanct'' while quashing three cases -- of sedition and for being part of a banned organisation -- against a member of the CPI-Maoist as the sanction for prosecution was delayed. The High Court had said the sanction for prosecution under the UAPA was given six months after receiving a recommendation for the same and it was also ''bereft of any application of mind''. It had also said that there was no application of mind even concerning the sanction granted for the prosecution of the accused for the offence of sedition under the Indian Penal Code (IPC). The order by the High Court came on a criminal revision petition moved by the accused -- Roopesh -- challenging a Special Court's order rejecting his pleas for discharge on the ground that the sanction was delayed. In the instant case, the high court had said the sanction under the UAPA was granted after six months from the date of receipt of the recommendation of the authority and was, therefore, not valid. Maoist leader Roopesh, head of Western Ghats Zonal Committee (WGZC) of CPI-Maoist, and four others, including his wife Shyna, were arrested near Karumathampatti in Coimbatore in May 4, 2015.

As many as 1,526 Naxalites [Left Wing Extremists, LWEs] have been arrested over the past three years in Jharkhand during anti-Naxal operations, Director General of Police (DGP), Neeraj Sinha said addressing Police personnel at Police headquarters in Ranchi on August 15, reports outlookindia.com. At least 51 Naxalites have been killed in various encounters, DGP, Sinha said, adding, "The Jharkhand Police is continuously running effective campaigns against Naxalites, as a result of which a total of 1,526 Naxalites have been arrested between 2019 and 2022... In addition, a total of 51 Naxalites has been killed in various encounters." The arrested Naxalites include one ‘politburo’ member, one ‘central committee (CC)’ member, three ‘special area committee (SAC)’ members, one ‘regional committee’ member, 12 ‘zonal commanders’, 30 ‘sub-zonal commanders’ and 61 ‘area commanders’, he said. A huge cache of arms and ammunition and about INR 15.9 million, collected as ‘levy’ (extortion money) by the Naxalites, were also seized, the top official stated, adding, "The arms and ammunition recovered include 136 police weapons, 40 regular weapons, 590 country-made weapons including 74 police weapons... 37,541 cartridges, 1,048 IEDs and 9,616 detonators ....". According to Police, Manik Lal Shende, a resident of Kandari village under Sitagaon Police Station limits, was returning home from his farm, when three Maoists arrived and shot at him. However, Shende after being injured reached Kohka Police Station eight kilometres away escaping from the Maoists. The unidentified Maoists fled after committing the crime. While confirming the Additional Superintendent of Police (ASP), Puplesh Patre of Manpur Naxal Operation said that the incident is of village Kandari under Sitagaon Police Station area. Accordingly, he was brought before the court on production from Kot Bhalwal jail and subsequently police remand was taken. During his sustained questioning, the accused admitted his role in the Arnia weapon drop case and also disclosed two locations where the arms and ammunition dropped by drone had been buried or concealed, ADGP said. Based on reliable input about the Maoist camp in a forest area under Gochhapada Police Station, a joint team of Special Operation Group (SOG) and District Voluntary Force (DVF) carried out the joint combing operation, and during the course of operation, the team found some Maoist articles which were dumped in a cave near Sumangi village under Gochhapada Police limits on August 17. The recovered Maoist articles included four gelatine sticks, three bundles of electric wire, safety fuse, black tape, box-sealing tape and screw which are suspected to be used in making bombs. However, the criminal sections in these cases need to be inquired in District Court, hence, all the seven cases were ordered to be transferred to the District Court. B G Krishnamurthy submitted a written appeal to the court and requested to keep him in prison of Karnataka. In his appeal, Krishnamurthy stated that out of the four cases in Kerala, he has secured bail in one and he can go for inquiry from Karnataka for the remaining three cases. The National Investigation Agency (NIA), on August 18, has filed a supplementary chargesheet against an explosive supplier in a case related to the killing of five Police personnel in a Communist Party of India-Maoist (CPI-Maoist) attack in Jharkhand three years ago, reports The Print. The supplementary chargesheet was filed before the NIA special court in Ranchi against Abraham Tuti alias Sukram, an over-ground worker of the CPI-Maoist on August 18, a spokesperson for the federal anti-terror agency said. Earlier, the NIA had charge-sheeted 25 accused on April 15, 2021 and August 3, 2021 in the case which was registered following the deadly attack on a Police patrol by CPI-Maoist cadres on June 14, 2019, at Kukru Haat in Seraikela Kharsawan District of Jharkhand, in which five Police personnel were killed and their arms and ammunition were looted by the attackers. The spokesperson said investigations have revealed that the Tuti was part of a criminal conspiracy hatched by the local commanders of CPI-Maoist, and was involved in providing logistic support and raising funds besides procuring explosive materials for commission of the terrorist acts.

Earlier this year, Dharmaraja Police in Maharashtra booked over 10 cases against the 23-year-old for supplying parts for bombs to Maoist outfits and he escaped from the area. Earlier this month, a special team of Police following his case, received a tip-off that Setta was hiding in Tamil Nadu and after tracing his phone, they found that he was hiding in Pappambadi village, and with the help of the special team of A Pallipatti Police, found him hiding in his relative’s farm and arrested the youth. Later, the A Pallipatti Police handed him over to the Maharashtra Police, who will be transporting the 23-year-old to Maharashtra for further inquiry.

Bhadradri Kothagudem and Mulugu District Police have noticed the movements of Maoists and found some items including essential commodities and tents in the forest area in both the Districts yesterday (August 20) which were suspected to have been left behind by the ultras. The Intelligence Department has reportedly warned the Police of the heightened activity of the Maoists. Significantly, he had earlier also infiltrated into Rajouri from the same sector in April 2016 and was repatriated after completion of sentence. Troops observed movement along the LoC at Sher Makri in Nowshera sector this morning and became alert. They opened firing after intruder refused to surrender. He was hit by 3-4 shots in his legs and was captured in injured condition. During investigations, identity of injured intruder was established as Tabarak Hussain (26), son of Mistri Malik, a resident of village Sabzkot in Kotli District of Pakistan occupied Jammu Kashmir (PoJK). Sources recalled that on April 25, 2016, Tabarak Hussain and his 15-year-old brother Haroon Ali were captured by Jhangar battalion in Nowshera sector when they were trying to infiltrate into the Indian Territory in a group of three. The third infiltrator had managed to escape back. Interrogation of Tabarak and Haroon had revealed that Tabarak was cultivated by Pakistan army and Inter-Services Intelligence (ISI) and had worked for their Intelligence Unit for two years during which he was trained to acquire enemy information and establishing cover story in case he is apprehended. He had also undergone six weeks training as a guide at Lashkar-e-Toiba (LeT) training camp at LoC at Bhimber in PoJK. Tabarak and Haroon along with their associates were launched from Kaldio, Sabzkot in PoJK. They were carrying Improvised Explosive Devices (IEDs) with them for planting on forward posts of the Indian Army. However, after their arrest, both underwent 26 months sentence. After completion of jail term, they were repatriated to Pakistan via Attari-Wagah border in Amritsar. Tabarak’s younger brother Mohammad Sayeed was also apprehended by the Indian Army in Sher Makri area of Nowshera sector on December 16, 2019 where Tabarak was nabbed today in injured condition.

It is learnt that the standing counsel for Kerala Government will intimate the decision to the Supreme Court bench chaired by justice MR Shah, when the court takes up the matter. The surrendered Maoists were identified as Deva alias Sandeep (25), a ‘section commander’, and Madvi Pojja (23), a ‘militia’ (people’s army of Maoists), member from Bijapur District of Chhattisgarh. Deva had joined the banned outfit as a member of Pamed Local Organising Squad (LOS) in 2015 and later worked in west Bastar division as a member of the Maoist LOS. He was made ‘section commander’ in the same squad in 2021. He was reportedly active in Maddedu, Bhairamgarh and Gangaluru in Dandakaranya forest region and also allegedly took part in four separate incidents of exchange of fire with the Police in the west Bastar division, Police said. According to Police, the two Maoists turned themselves in before the SP and the Central Reserve Police Force (CRPF) officials in Bhadradri Kothagudem as both of them were disillusioned with Maoist ideology. Meanwhile, the District Police have taken up a poster campaign in agency villages across the Bhadradri Kothagudem District against the Communist Party of India-Maoist (CPI-Maoist) party, reports Telangana Today on August 24. The Kothagudem Police released posters for getting information of most wanted Maoists in the District, and the posters were being put up at all public places with an appeal to people to give information about certain naxals whose photos were printed on the posters. Police also offered prize money ranging from INR 500,000 to INR 2 million in return for the information about the Naxals’ [Left Wing Extremist, LWE] whereabouts. The Police stated that Maoists have been hindering the growth of people living in agency villages. If any person was found to be helping the Maoists legal action would be taken against such person, Police warned. The District Police wanted public support to eradicate the Naxalite system and to lay the foundation for a golden future of people in agency villages. At a meeting of the unified command at the New Circuit House, the CM urged that the development work in Left Wing Extremism (LWE)-hit areas be expedited. "The government's three-pronged strategy of trust, development and security has resulted in a decline in Naxalite activities," an official release mentioned the CM as saying in the meeting. The Chhattisgarh CM, according to the release, said that improved coordination between State Police and Central Forces has expedited anti-Maoist operations and development in these areas, which has increased people's confidence in the Government. He also said that the setting up of Police camps in core areas to curb the menace has helped in providing facilities such as road infrastructure, culverts, schools, electricity and Public Distribution Stores (PDS) in the interiors of Jagargunda, Kistaram and Bheji (Sukma District), Pamed, Basaguda and Tarrem (Bijapur). The CM also announced the reopening of the Palli (Narayanpur)-Barsoor (Dantewada) state highway number 5, which links Narayanpur, Kondagaon and Bastar. "Carry out anti-Maoist operations by taking locals into confidence and at the same time complete ongoing infrastructure works within the stipulated time," he instructed the officials. General Officer Commanding (GoC) of the Army’s 19th Infantry Division Major General Ajay Chandpuri told reporters during a press conference in Baramulla that Pakistan is desperate and frustrated, and will continue to try to infiltrate militants and send in arms and ammunition despite a robust anti-infiltration grid in place. “The LoC is over 740 km which includes very difficult terrain and then there were spells of inclement weather. So, despite the vigilance, there are gaps from where they try and infiltrate terrorists and war-like stores,” he said. Major General Chandpuri said based on multiple inputs “there were close to 100-120 terrorists attempting to infiltrate and present in 15-20 launch pads which are close to the LoC”, opposite this sector alone. He said that despite ceasefire holding, attempts to infiltrate militants into Kashmir are on. “So, while the ceasefire understanding is largely holding good for the benefit of the people on the both sides, the presence of terrorists on the launch pads and their continuous attempts to infiltrate are on,” he added.

A group of around 15 armed Maoists stormed Khadkarao village located on Odisha-Chhattisgarh border late on August 26 night and barged into the house of the victim, identified as Ramlal Podai, and dragged him out of his house and took him to a place on the outskirt of the village where they slit his throat, Police said, adding that the assailants also left some poster and a hand-written letter near the body of the young man. The letter recovered from the site accused Podai of functioning as an informer for the Police and said he was punished for passing on information about the activities of the Maoists in the area. The ultras, in their letter issued by the East Bastar division of the CPI-Maoist, also warned the Police officials of Forestgaon Police Station.

Following this development, teams of Police have fanned and combing operations have been taken up in Adilabad, Komaram Bheem and Nirmal district forest areas. The Police are taking no chance as the information received points that the group of Maoists belonging to Bhaskar Dalam (armed squad) entered the forest areas. The Bhaskar alias Mylarapu Adellu escaped from the Police on an earlier occasion. This has further made the Police leave no stone unturned sounding a high alert to take on the Maoists. According to the Adilabad Police, each of the members of the Bhaskar Dalam has a prize on their head from INR 500,000 to INR 2 million. The entry of the Dalam is suspected to be meant to conduct new recruitments into its fold from the local people. The order for the detention of Mohammad Amin Wani, a resident of Bankoot village of Banihal, under PSA was issued by Ramban District Magistrate on August 25, stating that his activities are “prejudical to maintenance of public order”. As per the dossier prepared by Senior Superintendent of Police, Ramban, Mohita Sharma, Wani is reportedly involved in “anti-national/anti-social” activities and creating law and order problems in Banihal tehsil. “Wani is a surrendered militant, who had joined militancy in December, 1999 and crossed (exfiltrated) illegally across the border via Saban (Poonch) for arms training in Pakistan, from where he went to Afghanistan (Rishkoor Place) for further training,” the dossier said.

The total number of attacks by extremist, insurgents and terrorists was 550, claimed the data. While the number of civilian deaths in terror attacks, by jihadists and others, was 35 in 2021, the number of deaths in attacks by “jihadi” terrorists has come down since 2017, when the term was first introduced in the NCRB report. Meanwhile, 53 people were killed by left-wing extremists (LWE) and three by “North-East insurgents”. Further, 254 mobile sets, 12 radio sets and 80 literatures were recovered from extremists, insurgents and terrorists, according to the data. The report added that recoveries from extremists, insurgents and terrorists accounted for only for 195 kg of a total of 1,42,914 kg of explosives recovered in the country in 2021.

While in 2016, FICN worth INR 15.92 crore was seized, the seizures in 2017, 2018, 2019, 2020 and 2021 stood at INR 28.10 crore, INR 17.95 crore, INR 25.39 crore, INR 92.17 crore and INR 20.39 crore, respectively. The state of West Bengal has reported the highest number of Fake Indian Currency Note (FICN) cases in the country, as per the latest data released from the National Crime Records Bureau (NCRB), Business Today reports on August 30. The report highlighted that as West Bengal shares its border with Bangladesh and Nepal, the number of FICN cases in the past has always been high. It reported 208 cases of counterfeit bank and currency notes in 2019, whereas, in 2020, 109 cases were recorded. The data shows that West Bengal recorded 82 cases in 2021, followed by Assam with 75 such cases and Tamil Nadu was at the third spot with 62 cases. Overall, India reported 639 cases of counterfeit bank and currency notes in 2021. Other states with notable cases were Maharashtra with 55 cases, Rajasthan with 54 cases, and Uttar Pradesh with 42 cases.
