Wendy Sherman, United States (US) Under Secretary of State for Political Affairs while meeting Foreign Minister Abul Hassan Mahmood Ali in Dhaka city after the fourth US-Bangladesh partnership dialogue on May 1 said that US Department of Justice is working on the process of signing the extradition treaty with Bangladesh. During the meeting, the Foreign Minister urged the Under Secretary to extend necessary support to repatriate the convicted killer of Bangabandhu Sheikh Mujibur Rahman who has made the US “a safe haven”. He also requested the Under Secretary to expedite signing the extradition treaty with Bangladesh. Sherman took note of the Minister’s request and informed that the US Department of Justice is working on it. According to a news agency, recently Rashed Chowdhury, one of the fugitive killers of Bangabandhu, has been spotted at a social gathering in California. He fled amid protests by expatriate Bangladeshis at the event.

A National Intelligence Agency (NIA) team on May 4 went to Dhaka (Bangladesh) on a four-day visit as part of a joint effort by Bangladesh and India to curb trans-boundary militancy and terrorism, reports Daily Star. Monirul Islam, Joint Commissioner of Dhaka Metropolitan Police, said the NIA team had been visiting to share information regarding the investigation of October 2, 2014 Bardhaman (West Bengal) blast case and about the alleged Bangladesh nationals charge-sheeted in the case. The Bangladeshi nationals named in the NIA charge sheet (of March 30, 2014) are Sheikh Rahamatullah alias Sajid alias Burhan Sekh, Talha Sheikh alias Talha Sekh, Kausar and Nasirullah alias Nasrulla alias Sahadat Seikh alias Sohail alias Hathkata. Of them, only Rahamatullah was arrested by the NIA and the other three have been absconding. The three-member NIA team, headed by Inspector General Sanjib Kumar Sinha, held a meeting with Bangladeshi Police officials on May 5. “During today’s meeting, the NIA team sought some evidence regarding fugitive accused from their Bangladesh counterparts,” said a senior un-named Police official.

International Crimes Tribunal-1 (ICT-1) on May 4 initiated contempt of court proceedings against two top leaders of Islami Chhatra Shibir (ICS), the student wing of Jamaat-e-Islami (JeI), for their joint media statement about a War Crimes verdict, reports The Daily Star. The Tribunal also asked Abdul Jabbar and Atiqur Rahman, President and Secretary General of ICS, to explain in three weeks as to why they should not be punished for making a derogatory statement that constitutes contempt of the Tribunal. On January 1, the prosecution brought contempt charges against five JeI-ICS leaders and the lawyer for separate statements following death sentence awarded to JeI Assistant Secretary General ATM Azharul Islam on December 30, 2014. Tajul Islam, who defended JeI leaders facing War Crimes charges, was exonerated and given an opportunity to rectify himself as he apologized unconditionally for his comment. JeI Acting Ameer (Chief) Maqbul Ahmad, Acting Secretary General Shafiqur Rahman and Nayeb-e-Ameer (Deputy Chief) Mujibur Rahman were exempted from the charges as their statements did not attack the Tribunal directly. But the Tribunal began the contempt proceedings against the ICS leaders as their joint statement, which was published in Daily Sangram on December 31, 2014, prima facie appears to be extremely derogatory to the independence and image of the Tribunal.

A team of India's National Intelligence Agency (NIA) met senior Police officials at Dhaka (Bangladesh) on May 5 and shared information on absconding Jama'atul Mujahideen Bangladesh (JMB) militants charge-sheeted in the October 2, 2014 Bardhaman (West Bengal) blast case, reports Daily Star. “We also shared evidence of the three fugitive JMB operatives' involvement in the blast,” said one of the Bangladeshi Police officials after the meeting. The official said the evidence was important for the NIA to prove the charges, pressed against the accused, in the court which would conduct the blast trial. The NIA officials reached Dhaka on May 2 on a four-day visit.

Police arrested a militant of Ansarullah Bangla Team (ABT) in connection with the Ashulia bank robbery from Daulatpur upazila (sub-District) in Manikganj District on May 5, reports New Nation. The arrested man was identified as Jasim Uddin alias Asad (22) of Chapainawabganj District. Police said that the militant organization wanted to rob the bank to collect money to support their activities. On April 21 Bangladesh Commerce Bank Limited (BCBL) of Ashulia District was robbed by armed militants. Eight people were dead in the incident.

Detectives on May 6 pressed murder charges against Bangladesh Nationalist Party (BNP) Chairperson Begum Khaleda Zia and 37 others for their alleged involvement in a petrol bomb attack on a bus in Dhaka city's Jatrabari area on January 23 in which one person was killed and 30 others were injured, reports The Daily Star. According to the charge sheet, Khaleda masterminded the arson attack on the passenger bus. This is the first time Khaleda, also a former Prime Minister, has been charged in a criminal case. Currently she stands accused in five corruption cases and three defamation suits. In addition, she is facing four other cases over recent blockade violence.

Officials of National Investigation Agency (NIA) expressed concerns over the spread of banned militant outfit Jama’atul Mujahideen Bangladesh (JMB) in India's north-eastern states and their taking shelter crossing the porous border, Dhaka Tribune reports on May 7. During the meetings in Dhaka, Bangladesh the NIA officials also handed over to Bangladesh Police a list of Bangladeshi phone numbers, suspected to be used by JMB cadres. RAB’s Intelligence Wing Director, Lieutenant Colonel Abul Kalam Azad told that the NIA officials had discussed militant activities in both the countries. They also met with Colonel Ziaul Ahsan, Acting Director General of RAB. Sources say the NIA members also shared their findings with the Bangladeshi law enforcers about the JMB’s plans. They said the JMB had established stronghold not only in West Bengal, but also in some parts of north-east of India and also in Jharkhand. The Tribunal gave the directive to the Home Secretary and the Inspector General (IG) of Police as it found law enforcers' repeated failure to arrest the fugitives, especially those in four cases it had dealt with. The court mentioned four cases against Abdul Jabbar, Zahid Hossain Khokon, Syed Hasan Ali and Nasir Uddin Ahmed and four others that showed little success in arresting anyone concerned. Law enforcers have so far arrested only one among the eight accused.

The NIA fresh impetus comes after reports that a Bangladeshi had supplied bombs at Ketugram in Burdwan District before the municipal elections in West Bengal. According to NIA sources, they have submitted details of the accused through the Memorandum of Legal Agreement Treaty (MLAT). Accordingly, the BMP is to collect details of the nationality of wanted men like Talha Sheikh and Sheikh Suman and submit it to the Indian Ministry of External Affairs (MEA) through their Bangladeshi office. The NIA officials said that their arrest will not only make their subsequent Burdwan blast case stronger but also explain how the entire operations across six Districts were sponsored from Bangladesh. Mahidur and Chutu were active members of Muslim League (ML) who later turned into Peace Committee leaders and subsequently the leaders of Razakar. The tribunal found Mahidur and Chutu guilty on two of the three charges leveled against them. The tribunal awarded the duo imprisonment until death on the first charge. The verdict on the second charge sentenced them to a five-year prison term. The third charge was dropped as the duo had already been sentenced under the 1972 Collaborators Act on the same charge. The duo was arrested on September 16, 2014, in a criminal case. Later, they were shown arrested in the War Crimes case on November 24, 2014, and on December 11, 2014, they were indicted on three charges.

Police said that Mehmud confessed to them of being a member of ISI. Mehmud entered Bangladesh on November 7, 2014, with an e-visa for employment or service with three months validity. On November 19, 2014, he took a job at Sreepur's Unilance Textile of Gazipur District as an electric engineer. On February 15, 2015, he extended his visa which expired on May 6, 2015. Since then he had been staying in the country illegally. The Appellate Division of the Supreme Court (SC) on May 27 asked the defense to submit a concise statement before it within the next four weeks on an appeal filed by condemned War Criminal Jamaat-e-Islami (JeI) central executive committee member Mir Quasem Ali against his death sentence, reports New Age. On November 2, 2014, the International Crimes Tribunal-2 (ICT-2) had condemned Mir Quasem to death for his crimes against humanity during the Liberation War in 1971. On November 30, 2014, Mir Quasem had filed an appeal with the SC challenging the death penalty awarded by the ICT-2.

The Supreme Court (SC) on May 27 fixed June 16 to deliver its verdict on an appeal filed by War Criminal Jamaat-e-Islami (JeI) Secretary General Ali Ahsan Muhammad Mujahid challenging death penalty and other sentences handed down to him, reports The Daily Star. On July 17, 2013, the International Crimes Tribunal-2 (ICT-2) sentenced Mujahid to death for his role in crimes against humanity during Liberation War in 1971. He filed the appeal with the SC on August 11, 2013, seeking acquittal of all the charges against him.

Ananya on May 29 said: "I am no stranger to death threats and bloodshed. My father, author Humayun Azad, was attacked on the streets. But what shocked me was the nature of threat that I got on Facebook. It addressed my father as Nastiker Sardar (Leader of Atheists). It said being his son; I would meet a gruesome death. My throat would be slashed at Dhaka University's Raju Bhaskarjya. I feel lodging a Police complaint is pointless. Eleven years have passed and the cops haven't been able to do anything about my father's assassins." Today, Ananya wears a helmet even while walking the streets of Dhaka and moves around in a car with tinted glasses. Leaving Bangladesh is something he is considering after the threat.

Police on May 30 arrested Abdullah Al Galib (27), “Assistant Coordinator” of Islamic State (IS) in Bangladesh from Baridhara area of Dhaka city, reports The Daily Star. Police arrested Galib with hundreds of training videos for Islamist militants and also a large number of books translated into Bangla on al-Qaeda and Islamic State. Police said that Galib has also launched a new militant organization called “Jund At-Tawheed Wal Khilafah”. The new militant group had plans to smuggle arms into Bangladesh with the help of Islamic State and send their operatives to Iraq and Syria to join the jihad led by the global organisation. Before launching the new outfit, Galib was with banned outfits Hizb-ut-Tahrir (HuT) and Ansarullah Bangla Team (ABT).
