For the fourth consecutive quarter, the size of Afghanistan’s National Defense and Security Forces (ANDSF) is reported at the lowest level it has been since the Resolute Support mission began in January 2015, a US watchdog said in a report, reports Tolo News on August 2. The drop in size of the ANDSF has occurred in the past few months due to changes in the way troops are counted and an effort to reduce the number of so-called “ghost” or nonexistent soldiers, the Special Inspector General for Afghanistan Reconstruction (SIGAR) said in a report to the US Congress on July 30. The report says that only those ANDSF personnel who have been biometrically validated in APPS are included in strength figures. This quarter’s ANDSF strength decreased by 41,777 personnel since approximately the same period in 2018, and by 50,277 compared to about the same period in 2017. According to the report, there are 180,869 Afghan National Army (ANA) and 91,596 Afghan National Police (ANP) personnel enrolled and accounted for in APPS as of May 25, 2019. This is roughly 10,000 ANA fewer and 25,000 ANP fewer than the numbers reported to SIGAR last quarter.80 This quarter’s strength of 272,465 puts the ANDSF at 77.4%, and 79,535 personnel short, of its goal strength of 352,000.81, the report added.

The Afghan Special Forces (SFs) killed four Taliban militants and destroyed three factories which were producing suicide bombing vests in Gomal District of Paktika province on August 1, reports The Khamma Press. The Special Operations Corps in a statement said the Special Forces discovered and destroyed the factories during an operation. Furthermore, the Special Operations Corps said the Special Forces also confiscated and detonated several suicide-bombing vests and various types of military kits.

She vowed complete withdrawal of all US troops from Afghanistan if elected president, accusing President Donald Trump of deceiving the American people in his pledge to quickly pull troops from Afghanistan. “We were all lied to. This is the betrayal. … The problem is that this current president continues to betray us,” Gabbard said. Gabbard further added that withdrawing from Afghanistan is “not about arbitrary deadlines, this is about leadership.” “The leadership I will bring to do the right thing to bring our troops home within the first year in office. The United States (US) Special Representative for Afghanistan’s Reconciliation, Zalmay Khalilzad, who has arrived in Doha for another round of talks with the Taliban, said on August 3 that the United States is ready for “a good agreement” with the Taliban, reports Tolo News. Khalilzad said in a tweet that the “Taliban are signaling they would like to conclude an agreement” but he reiterated that the US is pursuing a peace agreement, not a withdrawal agreement. A peace agreement that enables withdrawal, he added. The Washington Post reported that the number of US troops in Afghanistan would be reduced to between 8,000 and 9,000 from the current 14,000, citing US officials. The reports said that in exchange, the Taliban would reportedly have to begin negotiating a peace deal with the Afghan government; the deal would also involve a cease-fire and a Taliban renunciation of al Qaeda. Meanwhile Ambassador Zalmay Khalilzad tweeted that “Peace will require reliable assurances from #Afghanistan & #Pakistan that neither side’s territory is used to threaten the other. The statement further added that the ARG Palace continues to its ‘bare interventions’ in the absence of necessary reforms which were sought by Peace and Moderation team and other electoral teams in the framework of Presidential Candidates’ Coordination Council. Furthermore, Atmar’s electoral team stated that they and other electoral teams had also sought suspension of election campaigns for a period of one week. This comes as reports emerged earlier suggesting that the Peace and Moderation has not launched election campaigns due to differences among the members of the team. According to reports, the two key members of the team, Ata Mohammad Noor and Mohammad Younus Qanooni had agreed with Mr. Atmar to modify the constitution of Afghanistan and change the structure of the government from a centralized to a semi-centralized system. According to the Foreign Office, Pakistan also regretted twisting of facts by the Afghan Government regarding the recent incidents of firing along the Pakistan-Afghanistan border. “As a matter of policy, Pakistan does not fire across Pak-Afghan border,” it said, adding that cross-border attacks by terrorists on army and FC posts are responded to in self-defence only. The Foreign Office said Pakistan hopes that Afghanistan will do the needful in line with the mutual understanding on these issues.
