Against the backdrop of Hynniewtrep National Liberation Council (HNLC) withdrawing from peace talks with the state and central government, its interlocutor Sadon K Blah on January 8 said that the leaders of the outfit are ready to reconsider the decision with the condition that the state government will not be reluctant in dropping the cases against the leaders of the group and grant general amnesty to them, The Shillong Times reports. The outfit has set ‘amnesty’ as a condition for resumption of tripartite peace talks with the union and the state governments. HNLC’s demands included lifting of the ban on the outfit under the Unlawful Activities Prevention Act (UAPA) and the withdrawal of all pending cases against its cadres. They also demanded the release of jailed HNLC cadres and individuals suspected of association as well as the dropping of charges against all its leaders.

On January 10, Manipur Security Advisor, Kuldiep Singh ruled out any possibility of foreign hands behind the persistent attacks on the Security Forces (SFs) at Moreh township which lies on the Indo-Myanmar border on the Indian side in Manipur, reports Northeast Now. Singh further asserted that there is no evidence of Myanmar-based militants to be found, however, reports have been received that attacks on SFs at Moreh were carried out by Kuki village volunteers and suspected Kuki militants using highly sophisticated weapons that included rocket-propelled grenades.

On January 14, Lieutenant General Upendra Dwivedi, the General Officer Commanding-in-Chief of the Northern Command said the neighbouring country has orchestrated the recent terrorist attacks in the Poonch-Rajouri region as they did not like the ongoing development work here, reports Daily Excelsior. “There was prosperity and improvement in the lives of people in Poonch-Rajouri area. Investments were coming in and people were getting jobs. Our neighbouring country did not like this atmosphere of peace and prosperity. That’s why they have been promoting militancy in the area but we have launched counter operations,” he said, expressing confidence that they will control militant activities in the coming days. Lt Gen Dwivedi said the coordination among police, military and local people needs to be improved in the area. “The number of Police Stations is being increased while we are carrying out some reorientation as well. This will help us in controlling the situation,” he said. The Army Commander said 2023 has been declared as “zero-infiltration year” as no terrorist was able to come in through the Line of Control (LoC). “…But as you said many terrorists are coming. We have taken action…. If you see last year, only 21 terrorists killed were locals, the remaining 55 were foreigners. In 2022, 121 terrorist recruitments took place but in 2023 only 19 have taken place,” he told reporters.

On January 15 Chief of Army Staff General Manoj Pande said that the situation in Jammu and Kashmir is under control but there has been an uptick in terrorist activities in the southern region of Pir Panjal and Rajouri-Poonch over the last few months, reports Daily Excelsior. General Pande said, “The situation in Jammu and Kashmir is under control. But in the past few months, there has been an increase in terrorist activities in the southern region of Pir Panjal and Rajouri-Poonch.” He added, “There is a ceasefire along the Line of Control (LoC), but from the attempts made to infiltrate, it is clear that the terror infrastructure across the border is intact. Attempts to infiltrate have been foiled by the Army.” The Army chief underlined that the number of terror-related incidents has seen a significant drop in the interior areas of Jammu and Kashmir due to the continuous efforts of the security forces. “We are working with all the stakeholders in a committed manner to uproot the terror network from the country,” he further said.

You heard our Army Commander (Northern Army Commander Lt Gen Upendra Dwivedi) also speak about it. The Union Home Minister (UHM) Amit Shah, on January 21, asserted that the country will be free from the menace of Naxalism [Left Wing Extremism, LWE] in the next three years and directed to expedite development activities in remote areas affected by the ultras, reports news18.com. Reviewing the Naxal situation in Chhattisgarh, Shah also directed the Security Forces (SFs) to financially choke the ultras. He also directed the officials to prepare a blueprint to end Naxalism. Supporters of Naxalism have to be identified and completely choked financially, Shah added. The UHM said all kinds of help will be ensured to the SFs and agencies operating in Chhattisgarh. The SFs have to bring the plan to the ground and end Naxalism completely. He also stressed the need for expediting development in Naxal-affected areas. All welfare schemes of the central and state governments have to be implemented in these areas with renewed vigour. According to Union Ministry of Home Affairs (UMHA) estimates, incidents of Naxal violence have gone down by 52 per cent in the past 10 years, while deaths in these incidents declined by 70 per cent. The number of affected districts has come down from 96 to 45, and the number of LWE-hit Police Stations has declined from 495 to 176, the estimates showed. Last month, the UHM said that 199 new security force camps have been established in LWE-affected areas since 2019. “In the last 10 years of the Narendra Modi government, we have been able to win the battle in the hotspots of Jammu and Kashmir, Left Wing Extremism and insurgency in the northeast, and the security forces have been able to establish their domination in Jammu and Kashmir,” he said.

The Centre on January 29, extended the ban on terrorist organisation Students Islamic Movement of India (SIMI) for five years for its involvement in fomenting terrorism and disturbing peace and communal harmony in the country, reports The Indian Express. In a post on X, Union Home Minister (UHM) Amit Shah said that SIMI has been declared an “unlawful association” for five years under the UAPA, bolstering Prime Minister Narendra Modi’s vision of zero tolerance against terrorism. “The SIMI has been found involved in fomenting terrorism, disturbing peace and communal harmony to threaten the sovereignty, security and integrity of Bharat,” Shah said. The SIMI was first declared outlawed in 2001. Since then, the ban has been periodically extended. In a gazette notification, the Union Ministry of Home Affairs (UMHA) cited about 17 terror cases where SIMI activists were allegedly involved over the last few years and at least 27 SIMI members who were sentenced by courts in different cases.

The charge-sheet against the accused was filed in the NIA Special Court in Ranchi in Jharkhand, a NIA spokesperson said. The official said this is the first charge-sheet filed in the case relating to a criminal conspiracy by the proscribed organisation to expand, revive and propagate its violent ideology in Jharkhand, Bihar, Chhattisgarh and other states. The five charge-sheeted accused along with other top leaders of the CPI-Maoist were actively engaged in recruitment, raising funds for terrorist acts, procuring arms and ammunition, and providing training in weapons handling, field craft and Improvised Explosive Device (IED) fabrication, the spokesperson said. The official said the accused had also liaised with incarcerated CPI-Maoist members and overground workers to achieve their objectives. Out of the 63 missing cases, the CM disclosed that 26 individuals were discovered deceased, while nine were successfully located alive. However, 28 persons remain unaccounted for, despite efforts by central and state security forces to locate them amidst the challenging terrains of the interior areas in Manipur. The HNLC statement read, “We claim responsibility for the IED blast at Them Metor (Harijan Colony) on the night of March 9. The Budnar Shadow Squad (BSS), which operates as the special forces of the HNLC, was responsible for carrying out this blast.” The HNLC also demanded that the government should promptly withdraw the Central Reserve Police Force (CRPF) from the Colony to ensure the freedom of movement for the Hynniewtrep people. Previously, on October 5, 2023, MHA declared a ban on the JKDFP under the Unlawful Activities (Prevention) Act, 1967, for five years for its “anti-India” and “pro-Pakistan” activities. Kabirdham Superintendent of Police (SP) Abhishek Pallav said, "Those who will share the information regarding naxals will be rewarded with Rs 5 lakhs [INR 500,000]. The reward will be given by the government." He further said, "If one naxal is arrested or killed, up to five people will be provided jobs on constable posts." The District Police officials have also visited homes in the district and shared information about giving a reward of Rs. 5 lakhs to those helping to arrest the Naxalites. "This information has been circulated to 35,000 individuals in the last 3 days through pamphlets and WhatsApp. We are also forming civil defence groups in the villages to protect the villagers from the Naxalites," he added. He also said more than six Police camps were opened in the last three months in the Naxal-affected areas. "Police camps have been opened at a range of 7-8 km in naxal-hit areas of the state. We are also running schools for small children in nine highly sensitive areas. We have arranged various sports activities for the youth. "Our govt is holding discussions to bring major changes in the surrender policy for Maoists. We want to encourage more insurgents to give up violence, join the mainstream and avail benefits of the state's progress," he said, adding that it is mulling wiping out FIRs of those who surrender. In a significant development, the Ang Mai-led National Socialist Council of Nagaland-Khaplang (NSCN-K) announced its plans to initiate formal peace dialogues with both India and Myanmar, Northeast Now reports on May 24. The outfit stated that the decision was taken by the group from a desire for peace, prosperity, and development rather than any weakness. A statement signed by ‘chairman’ Ang Mai, ‘vice-chairman’ Nyeiton Konyak and ‘general secretary’ Kughalu Mulatonu said, “To ensure peace, prosperity, and development in the entire Naga inhabited areas, peace with India and Myanmar will be initiated formally.” The statement stated that the political dialogue with India will only focus on sovereignty or arrangements beyond the Indian Constitution. It further added, “In case of a temporary arrangement, it will be above the Framework and Agreed Position.”

Almost all major militant groups have surrendered and joined the mainstream to create a 'Viksit Assam' (Developed Assam),” reports India TodayNE. He said that the Assam government and the Central government signed four major peace accords with insurgent groups - the Karbi outfits -Karbi Longri North Cachar Hills Liberation Front (KLNLF), Karbi People's Liberation Tigers (KPLT), People's Democratic Council of Karbi-Longri (PDCK) and United People's Liberation Army (UPLA); Adivasi groups - Adivasi People's Army (APA), All Adivasi National Liberation Army (AANLA), Adivasi Cobra Military of Assam (ACMA), Birsa Commando Force (BCF) and Santhal Tiger Force (STF); Dimasa militant outfit Dimasa National Liberation Army (DNLA) and Pro-Talks faction of the United Liberation Front of Asom (ULFA-PTF).
