The Delhi Police Special Cell arrested Javed Mattoo, a wanted terrorist associated with Hizb-ul-Mujahideen (HM), in Delhi on January 4, reports Hindustan Times. Mattoo was held after a team of the National Investigation Agency (NIA) had launched a search operation for him. According to the Police, they seized a pistol, magazine, and a stolen vehicle from Mattoo. “With the coordination of Special Cell of Delhi Police and central agencies, Javed Mattoo, an A++ category terrorist who has a bounty of ₹10 lakh on him, was arrested today…After taking him into police custody remand, we will further action against him,” Special Commissioner of Delhi Police HGS Dhaliwal said. Mattoo, a resident of Jammu and Kashmir's Sopore District, was involved in five grenade attacks in the union territory. He was also responsible for the killing of five police personnel in different incidents. According to the police, Mattoo is one of the last surviving A++ designated terrorists from Jammu and Kashmir.

Two former Aligarh Muslim University (AMU) students carrying a reward of ₹25,000 each, identified as Amas alias Faraz Ahmed and Abdul Samad Malik were arrested by the Uttar Pradesh (UP) Anti-Terrorist Squad (ATS) on January 8, for their suspected links with Islamic State (IS), reports Hindustan Times. “According to ATS, the former was arrested from Aligarh District while latter was from Sambhal District. According to Police, Faraz had graduated in psychology from AMU in 2022 and took the entrance examination for MBA in 2023 while Abdul Samad Malik was pursuing Master’s in Social Work from AMU.

The National Investigation Agency (NIA) on January 10, arrested the key and last absconding accused, identified as Savad, in a 2010 case wherein a Malayalam professor’s palm was chopped off by operatives of Popular Front of India (PFI) in Kerala, reports Hindustan Times. Savad was arrested from Mattannur in Kannur District. He had a reward of INR 10,00,000 for his arrest. On July 4, 2010, TJ Joseph, a former head of Malayalam department of Newman College in Thodupuzha in Idukki District, was attacked by a group of PFI operatives in Muvattupuzha in Ernakulam District. According to investigators, Savad chopped off the professor’s palm with a machete. After the incident, he reportedly flew to Bengaluru and other parts of the country before escaping to the Middle East.

Kailash Khichan, a key operative of Pakistan-based terrorist Harvinder Rinda alias Rinda, who was supplying weapons to the associates of a terror outfit to carry out "sensational crimes" in Punjab, has been arrested from Lohawat village in Phalodi District of Rajasthan, Punjab Director General of Police (DGP) Gaurav Yadav said on January 12, reports NDTV. A Chinese-made pistol and eight live cartridges were seized following his arrest. He was also associated with United Sates based Harpreet Singh alias Happy Passia. Preliminary interrogation has revealed that on Rinda's directions, Khichan was supplying weapons to the associates of terrorist outfit Babbar Khalsa International (BKI) for carrying out sensational crimes in Punjab, the DGP added.

Uttar Pradesh (UP) Anti-Terror Squad (ATS) on January 17, arrested a student of Aligarh Muslim University (AMU), identified as Faizan Bakhtyar, from Aligarh, for being suspectedly involved in radicalizing youths through spreading Islamic State (IS) ideology to establish the rule of Islam in India, reports Hindustan Times. UP Police Director General (DG), law and order, Prashant Kumar said the arrested accused Bakhtyar, 24, presently stayed in AMU’s VM Hall, room number 9. He said Bakhtyar’s name surfaced after the arrest of Abdullah Arslan, Maaz bin Tariq and Wajihudeen in 2023, all linked to the same self-radicalized group. Thereafter, a reward of INR 25,000 was announced on his arrest, he added. He said the accused was pursuing Master of Social Work (MSW) from AMU.

On January 18, three persons were arrested by the UP Anti-Terror Squad (ATS) during the checking of the vehicle in front of Trimurti Hotel in Ayodhya District in Uttar Pradesh. The arrestees were identified as Rajasthan residents Shankar Dussad alias Shankar Jajod, Ajit Kumar Sharma and Pradeep Puniya. Police has found Khalistan links of three suspects, Police said on January 19. Dussad was in touch with Sikhs for Justice (SFJ) chief Gurpatwant Singh Pannun through another Canada-based arms smuggler Lakhbir Singh Sandhu alias Landa. Khalistan leaders had asked Dussad to visit Ayodhya and prepare a map of the site. Dussad revealed that he had brought along two of his associates to help him conduct a recce of Ayodhya and prepare a map.

Maharashtra Anti-Terrorism Squad (ATS) arrested a 30-year-old individual, identified as Hujaib Sheikh from Nashik District for suspectedly being involved in terror funding to the Islamic State (IS), on January 23, reports Hindustan Times. Hujaib was produced in Nashik court on January 24, the court has granted him Police custody for seven days till January 31, 2024. ATS officials said that the accused was in contact with a foreign individual who is associated with a banned terrorist organization. In recent years the accused were found to be radicalized and transferred substantial amounts of money and support to the IS.

On February 4, Delhi Police arrested a 40-year-old man, identified as Riyaz Ahmed, suspectedly an operative of Lashkar-e-Toiba (LeT) from New Delhi Railway Station, reports Hindustan Times. Officers said Riyaz Ahmed, is a resident of Kupwara in Jammu and Kashmir. Deputy Commissioner of Police (Railways) KPS Malhotra said Ahmed retired from the Indian Army in January 2023. He said the suspect was wanted as a part of the terror module neutralized by the J&K Police for smuggling arms and ammunition from across the border.

On February 10, National Investigation Agency (NIA) arrested four persons, identified as Jameel Basha, Maulvi Hussain Faizy, Irshath and Syed Abdur Rahman Umari from Tamil Nadu in connection with Islamic State (IS) radicalisation and recruitment case, reports The Free Press Journal. The searches led to the seizure of a large number of electronic devices, material objects and documents. These included six laptops, 25 mobile phones, 34 SIM cards, six SD cards, three hard discs. Raids were conducted at 11 locations associated with Madras Arabic College / Kovai Arabic College in connection with the radicalisation case, which involved individuals engaged in clandestine radicalisation of gullible youth in the garb of Arabic language classes through preaching of radical ideologies and promotion of violent Jihad at their Regional Study Centres in Tamil Nadu. Besides the Arabic classes, the radicalisation took place online, through social media platforms and mobile applications, such as WhatsApp and Telegram. The IS operatives were using the classes and the social media to impart radical sermons to propagate Khilafat and IS ideologies inimical to India’s constitutionally established principles of secularism, democracy etc.

Bheemantavida, was wanted in a case registered in 2022 related to a conspiracy by the proscribed organisation to establish Islamic rule in the country by 2047. Reportedly he is the 59th accused to be arrested in the case in which the NIA has so far charge-sheeted 60 persons. “He was suspected to be a PFI master trainer, engaged in imparting weapons training to PFI cadres to prepare them to operate as members of Service Team/ Hit squads of the organisation. He is an expert in making bombs using material collected from local markets, said officials. Javed made the bombs on the direction of a woman, Imrana, of Shamli District, after receiving an advance of INR 10,000 of the total INR 50,000 that she promised to pay him at the time of delivery, said officials. Imrana is wife of one Azad, a resident of Bantikheda village under Babri Police Station limits of Shamli. Javed told Police that his job was to make bombs and Imrana might know where these were to be used.

On February 23, the Anti-Gangster Task Force team of the Rajasthan Police arrested one terrorist identified as Mohammad Merajuddin from Gangapur city in Sawai Madhopur District of Rajasthan, who was wanted in connection to terrorist activities and was carrying a reward of INR 25,000, reports The Hindustan Times. Additional Director General of Police (DGP) Anti-Gangster Task Force and Crime, Dinesh MN said that in 2014, there was a plan by sleeper cells to carry out terrorist activities in various parts of India. In this case, a total of 13 terrorists from Sikar, Jodhpur, and Jaipur Districts were arrested. Out of them, 12 have been sentenced to life imprisonment by the court. The arrested terrorist was on the run since the time of the incident and a reward of INR 25,000 was announced by the Anti-Terror Squad-Special Operations Group (ATS-SOG) on January 24, 2018.

Rudresh, reports NIA. Nayazi was arrested by an NIA team at the Mumbai International Airport in Maharshtra on his arrival from Dar e Salaam, Tanzania. Rudresh, a prominent RSS leader of Shivajinagar, Bengaluru, was hacked to death by four cadres of PFI, on October 16, 2016. NIA investigations into the case revealed that the murder was part of a larger conspiracy hatched by Ghouse and another cadre identified as Asim Sheriff. The duo had motivated the other four accused to kill Rudresh with an intention to strike terror among the members of RSS and the society.

Abdul Saleem, the State Secretary for the PFI Telangana North, is the 15th accused to be arrested in the case, originally registered by the State Police at Nizamabad Police Station in July 2022 and taken over by the NIA in August 2022. An integral part of the conspiracy of the PFI and its cadres was to make India into an Islamic nation by2047, Abdul Saleem has been on the run since the case came to light and NIA had subsequently declared a reward of INR 2,000,00 for his arrest. The duo came under the radar of security agencies in 2020, when they were accused in the Islamic State (IS)-inspired Al Hind module case busted in Bengaluru. On May 15, National Investigation Agency (NIA) arrested a proclaimed offender, identified as Nuruddin alias Rafi, related to the Hyderabad espionage case involving a Sri Lankan and a Pakistani national at Rajiv Nagar area of Mysuru in Karnataka, says NIA. Several incriminating materials, including mobile phones, laptop, pen drives, Drone, etc., were recovered from the offender. NIA reported that the offender was declared a proclaimed offender (PO) on May 7, 2024 after being released on bail in August, 2023 despite issuing a non-bailable warrant. The Espionage Case was related to a terror conspiracy of carrying out explosions at the US Consulate in Chennai (Tamil Nadu) and Israel Embassy in Bengaluru (Karnataka) in 2014 involving a Sri Lankan national Muhammed Sakir Hussaien and a Pakistani National, Amir Zubair Siddique. He returned to India from abroad on the directions of an accused absconder, Abdul Rahman. Riyaz along with Mansoor Pasha, another accused in the case, was involved in providing logistic support and a safe hideout to Mustafa Paichar, who is the ‘secretary’ of Popular Front of India (PFI), Puttur District service team, and a chief conspirator in the case. Both Mustafa Paichar and Mansoor Pasha were earlier arrested by NIA on May 10, 2024, from Sakleshpura in Hassan District of Karnataka. Since NIA took over the case on August 4, 2022, it has charge-sheeted against 21 accused persons and taken 19 into custody.
