A media report said police, on January 1, 2003, arrested National Democratic Front of Boroland (NDFB) 'vice-president' Dhiren Boro from Tadung area in Gangtok, Sikkim's capital. Police also detained his wife and two children who were with him. Assam police Inspector General (IGP-Special Branch) Khagen Sarma reportedly confirmed the arrest. Assam police personnel suspect that the NDFB might have set-up a base in Sikkim and the 'vice-president' was there to supervise its alleged hideouts in 'Nepal or West Bengal'. The outfit may have been trying to do this with the help of the Maoist insurgents of Nepal and terrorists of the Kamtapur Liberation Organization (KLO). According to the IGP Sarma, "It is quite likely that the NDFB was setting up alternative bases in North Bengal or Nepal with the help of the Maoist rebels and the KLO". Report said it was for the first time that a terrorist leader from the Northeast was arrested in Sikkim.

According to a media report of January 1, 2003, at least 93 persons were killed in the year 2002 in Kokrajhar district of Assam in various terrorism-related incidents. According to police sources, those killed included 64 civilians, five Army personnel, 18 National Democratic Front of Bodoland (NDFB) terrorists and six United Liberation Front of Asom (ULFA) terrorists. A total of 47 persons were also injured in various incidents. Besides, terrorists also abducted eight persons. Arms recovered during the year included five pistols, eight rifles (303), two RDX consignments, two bombs, 12 grenades and 203 cartridges.

The sessions court in Gangtok remanded National Democratic Front of Bodoland (NDFB) 'vice president' Dhiren Boro to a 12-day police custody, on January 2. Police had arrested him along with his wife, two children and two associates identified as Prabin Basumatary and Babloo Swargiary the previous day. Sikkinm police said Dhiren Boro, his wife and associates have been booked under the Prevention of Terrorism Act (POTA). The NDFB leader reportedly told police during interrogation that no other NDFB cadre was in Sikkim. He also said he had been staying in Tadung locality, from where he was arrested, in a rented house for the past one year.

Media reports of January 3 said a four-member Assam Police-team led by an officer of the rank of Deputy Superintendent is leaving today, January 4, for Gangtok, Sikkim's capital, to interrogate National Democratic Front of Bodoland (NDFB) 'vice president' Dhiren Boro. At present the latter is being interrogated jointly by Sikkim Police, the Intelligence Bureau (IB) and Military Intelligence there. Reports indicated that he might be brought to Assam after the 12-day police remand in Sikkim is over, on January 14. The NDFB 'vice president' was arrested in Gangtok with his wife and two children, and two other associates on January 1.

According to a media report of January 5, security forces (SFs) in Assam unearthed links between the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, and the proscribed National Democratic Front of Bodoland (NDFB) following the arrest in Sikkim of the outfit’s vice chairman, Dhiren Boro in Gangtok. Official sources said, during interrogation Boro admitted that the NDFB had established contacts with the ISI through the National Socialist Council of Nagalim (NSCN) in the mid-1990s. A group of approximately 20 terrorists belonging to the outfit received training from the ISI in Pakistan in the late 1990s. Sources also said that the group was first taken to Dhaka in Bangladesh and then to Islamabad, before being taken to an undisclosed location in that country for training in arms, tactics and intelligence. However, no details of the present links between the NDFB and the ISI are known as yet. Sources also indicated the NDFB has a strong base in Nepal and that its publicity secretary B Erakdao is currently in Kathmandu. Boro has reportedly admitted that the NDFB prints most of its publicity material in Nepal to avoid detection by Indian SFs. Further, it was also revealed that the NDFB, which has two battalions of cadres, is planning to open a third battalion based in Bangladesh. The outfit already has strong bases in Bangladesh and its chairman Ranjan Daimary alias D R Nabla spends most of his time either in Dhaka or in Bangkok in Thailand.

Boro, arrested in Gangtok, Sikkim, on January 1, reportedly confessed that NDFB 'president' Rajan Daimary and 'publicity secretary' B Erakdao were presently in Bangladesh. He further said Daimary visited Pakistan in 1998. A Naga outfit (whose name he did not disclose) facilitated his visit and he allegedly received political and administrative training there from the Inter Services Intelligence (ISI), Pakistan's external intelligence agency. Boro further revealed that Daimary arranged for training 10 NDFB cadres, along with those of the Naga outfit, in 1999 in Pakistan. They used the Dhaka-Islamabad route to reach Pakistan and were trained in explosives and weapons.

According to a media report, Assam Chief Minister (CM) Tarun Gogoi said the Union government should initiate steps to establish contacts for peace talks with proscribed terrorist outfits in the State. Speaking to a Guwahati-based newspaper, on January 12, the CM said the Naga model of peace process could be followed in Assam, too, while initiating dialogue with the National Democratic Front of Bodoland (NDFB), United Liberation Front of Asom (ULFA) and other terrorist groups. He said, "Now that the NSCN-IM (National Socialist Council of Nagaland-Isak Muivah) leaders have come to New Delhi to push their peace process forward, the Government of India must start a serious initiative to get in touch and bring the rebel groups from Assam to the negotiating table on the lines of the Naga rebels." The CM also said the ULFA and NDFB have to be confronted inside Bhutan to curb terrorism in the State. He said, "Tackling the rebels operating out of our foreign neighbours is extremely important to put a halt to their violent hit-and-run offensives". He further informed, "The Special Services Bureau (SSB) will be deployed along the Bhutan border now, but along with that, the border roads must be improved or built, wherever they don’t exist, for an effective patrol of the stretch". Saying, "Violence can never lead to a solution", he added that the ULFA should shun this path and come forward for negotiations. He also said, "There is no point in announcing safe passage (for terrorist groups on the occasion of Bihu, a regional festival) unless there is some positive response from the rebels. It cannot be a one-way traffic".

Bhutan’s Ambassador in India Dago Tshering said, on January 21, his country wants terrorists of the United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB) to withdraw peacefully from the kingdom. However, it has also taken steps to restrain their activities. He said, "We want the insurgents from Assam to pull out of our country as soon as possible and we are putting pressure on them by choking the supply routes." Mohinder Singh, on January 24. The surrender was organized at the Red Horns Division’s headquarters, Rangia, in Assam's Kamrup district. The terrorists also handed over three rifles, 11 pistols, 13 grenades, two Improvised Explosive Devices (IEDs), 10kg of explosives, 30 9mm pistols and 100 bullets of AK-47 rifle. A surrendered terrorist, Bhaiti Patgiri said he had joined ULFA in 1999 and had also been to Afghanisthan on a fake Bangladeshi passport for training in arms. He also informed that ULFA terrorists are facing severe food crisis at camps in Bhutan. He also said, "During my stay in Bhutan, I had never seen a single face of the ULFA top brass." He further informed there are six ULFA camps in Bhutan where 200 to 250 cadres stay. The number of women cadres could be between 10 and 12, he added.
