On September 9, terming the situation in Afghanistan as “very fragile”, India has said it is important that the Taliban adheres to its commitment to not allow the use of the Afghan soil for terrorism, including from terror groups designated under Security Council Resolution 1267 that lists Pakistan-based outfits Lashkar-e-Taiba (LeT) and Jaish-e-Mohammed (JeM), reports The Hindu. India’s Permanent Representative to the UN Ambassador TS Tirumurti said at the UN Security Council Debate on Afghanistan that as Afghanistan’s neighbour, India was privileged to preside over the adoption of a substantial and forward-looking product of the Council during its presidency of the 15-nation UN body in August, 2021. The resolution on Afghanistan “took into account some of our collective concerns, in particular on terrorism, where it has noted the commitment of the Taliban not to allow the use of the Afghan soil for terrorism, including from terrorists and terrorist groups designated under Resolution 1267.

Principal District and Sessions Judge Dinesh Sharma awarded seven years of imprisonment on September 10 to 23-year-old Mohammad Amir, Lashkar-e-Toiba (LeT) terrorist, who was arrested by the National Investigation Agency (NIA) in 2017, reports Hindustan Times. The court ordered that he should be deported back to Pakistan as his sentence. “The country is relentlessly facing violence on account of terror activities. Thousands of innocent people are killed in such activities. The terrorist activities not only cause loss of lives of innocent public but it also de-stabilises the economy of the country. The terrorist activity is a cause of concern for the entire humanity. The present case involves extremely serious offence,” the judge said in his order of September 10. According to the agency, Amir, along with three others had illegally infiltrated into Indian Territory from Pakistan along with weapons, ammunition, and other war-like stores with an intention to carry out a terrorist attack at different locations in India on the directions of their handlers based in Pakistan. The charges were framed against the convict under Sections 120-B, 121-A of IPC. Sections 18, 20 & 38 of the Unlawful Activities (Prevention) Act- UAPA, Sections 7 read with Section 25(1-A) of Arms Act, Section 5 of the Explosive Substances Act, Section 14 of Foreigners Act and Section 6(1-A) Indian Wireless Telegraphy Act.

A special National Investigation Agency (NIA) court in New Delhi on September 10, sentenced a Lashkar-e-Taiba (LeT) militant, identified as Mohammad Amir from Pakistan to seven years of rigorous imprisonment for conspiring to carry out terror attacks at different locations in India on the directions of his handlers from across the border, reports tribuneindia.com. Amir of Karachi was sentenced under the Unlawful Activities (Prevention) Act (UAPA), the Arms Act, the Explosive Substances Act, the Foreigners Act, the Indian Wireless Telegraphy Act and relevant sections of the Indian Penal Code (IPC).

The National Investigation Agency (NIA), on September 21, conducted multiple raids in five Districts of the Union Territory (UT) including three in Kashmir division and two in Jammu region in connection with recovery of Improvised Explosive Device (IED) dropped using drone on the day two drones struck at Indian Air force (IAF) Station at Satwari injuring two officials and causing minor damage to the building, reports Daily Excelsior. An NIA statement issued said many digital devices and other incrimination material have been recovered from the premises of persons whose houses were raided today (September 21). Three militants, two of them hailing from Banihal tehsil (revenue unit) in Ramban District and another from Shopian have already been arrested in connection with recovery of the IED at Bhatindi under Trikuta Nagar Police Station in Jammu District including the one who had to plant the explosive device at a crowded place. The case was registered at Trikuta Nagar Police Station on June 27 this year while investigations were later handed over to the NIA which reregistered the case on July 19. The NIA raided the house of Jal Shakti Department official Ghulam Mohammad Dar (45), son of Abdul Gani Dar at Tendar Dothan Gaddatter village in Gundana area in Doda District. “The NIA team was looking for his son Javed Iqbal Dar, 31, who is reportedly MA B Ed as there were reports with the Agency that he might have been connected with militants in Pakistan through WhatsApp,” sources said, adding that the family, however, claimed that Javed Dar was putting up in Ladakh for the past few months. Sources said the NIA team might establish contact with Ladakh Police to trace Javed Dar. Information about Javed Dar’s links with the militants was reportedly given by three militants already arrested in connection with recovery of the IED. The NIA team also conducted searches in the house of an ex-serviceman of Territorial Army Talib Naik at Masjid Mohalla in Kishtwar. “During searches conducted today, many digital devices and other incriminating materials have been recovered from the premises of suspects,” an official statement issued by the NIA after completion of the raids, said. It said investigations into the case revealed that Pakistan based handlers of proscribed terror outfit of Lashkar-e-Toiba (LeT) and their associates based in Jammu and Kashmir are planning terror activities in the Union Territory using the pseudo-acronym The Resistance Front (TRF) so as to maintain plausible deniability and evade Law Enforcement agencies. Meanwhile, the NIA raided the residence of Mohammad Shafi Wani son of Abdul Gani, a resident of Lasjan on the outskirts of Srinagar. They searched the residence and seized the mobile phones of Mohammad Shafi and his son identified as Rayees Wani. Mohammad Shafi was detained and taken to Police Station Panta-Chowk for further questioning. The NIA also searched the residence of Waseem Ahmad Dar son of Nazir Ahmad Dar, a resident of Larm Ganjipora area of Kulgam District. In Anantnag District, searches were carried out in the residence of Bashir Ahmad Padder son of Ghulam Mohammad Padder, a resident of Bamnu Sadiwar, and in Baramulla District, a raid is being conducted in the house of Ghulam Mohiudin Wani son of Ghulam Mohammad Wani, a resident of Zandfaran Sheer who is an employee in Sericulture department.

Intelligence agencies have issued a terror alert regarding the cross-border movement of Afghan origin militants along with Pakistan-based militants in the Jammu and Kashmir (J&K) region to execute militant activities in the country during the upcoming festive season, reports Daily Excelsior on September 23. According to Intelligence agencies, they have got the input regarding the movement of Lashkar-e-Toiba (LeT), Harkat ul-Ansar (HuA) and Hizb-ul-Mujahideen (HM). The Pakistan-based militant organisations are helping Afghan-origin militants to enter India. An official said, “After Taliban took over the government in Afghanistan, we have got the input regarding the movement of Afghanistan based terrorists entering India with the help of Pakistan-based terrorist organizations which are backed by ISI.” Agencies have got the input that around 40 such militants are stationed at a terror camp in the Nakyal sector in Pakistan near the Line of Control (LoC). They have been trained to enter Indian by crossing the Poonch River. They are trained to cross the river through tubes and snorkeling, added the official. “We have got the inputs that these terrorist are trained in making Tiffin bomb. The raw material will be provided to them through sleeper cells active in India. Acting on a specific lead, Police in Bandipora arrested one Asadullah Parray of Hajin, who was heading a recruitment module of LeT. Police said that Parray maintained a close contact with militancy handlers across the border and would do their bidding in recruiting young boys in militant ranks and arranging weapons and other logistics for them. “He was earlier associated with Jamaat-e-Islami (Jel) before shifting his allegiance to the Masarat Alam led Muslim League. The individual has about a dozen PSAs and FIRs lodged against him and spent a good part of the previous decade in custody”, Police said. “On the basis of leads provided by him, his nephew Naseer Ahmed Parray of Hajin, Haseena of Sheeri, Khursheed Ahmad of Naidkhai and others were part of the group, which was in continuous contact across the border and would receive detailed instructions for their day to day activities. Apart from recruiting individuals and arranging arms and ammunition for them, the group was also involved in motivating youth to carry out petrol bombs on Government buildings and protected persons and recce of potential targets”, Police said, adding, “A huge quantity of incendiary materials was recovered from them which was to be used for making petrol bombs.” On the disclosures made by them, Rafeeq of Naidkhai and Hilal Ahmed Shah of Shah Mohalla Hajin who were about to join militant ranks at the instance of this group have been detained and are being questioned.

A senior army commander, on September 28, said the army averted a militant attack by killing a Pakistani infiltrator and captured another alive along the Line of Control (LoC) in Uri sector in Baramulla District of Jammu and Kashmir (J&K), reports brighterkashmir.com. The army commander said during a week, Army killed seven militants and recovered seven AK rifles, nine pistols and revolvers, and more than 80 grenades of various kinds besides Pakistani and Indian currency near the LoC. General Officer Commanding (GOC) of Baramulla based- Army’s 19 Infantry Division, Major General Virendra Vats said that army launched the operation on September 18 after the Army noticed suspicious movement along the LoC in Salamabad, Uri. “An encounter took place when the infiltrators -- believed to be six -- were challenged. While four of them ran back towards the other side of the fence due to dense foliage and darkness, two sneaked into this side of the LoC,” he said. “We zeroed-in on the Salamabad Nallah, approximately 800 m inside the LoC, on September 25 and in the ensuing encounter, one militant was killed the next morning,” Maj Gen Vats said adding, “Another militant pleaded that his life be spared. As is the ethos of the Indian Army, after taking due precautions, he was taken into custody alive”. The arrested infiltrator was identified as Ali Babar Parra (19), resident of Okara District in Punjab province of Pakistan. Major General Vats said the slain militant was identified as Atiq ur Rehman alias Qari Anas (33), belonging to Attock District in Punjab of Pakistan. “The arrested militant has admitted to be a member of Lashkar-e-Toiba [LeT] and was trained in Muzaffarabad," GoC 19 Infantry Brigade said. “He has revealed that he was trained for three weeks at Khyber camp, Ghadiwala in Muzaffarabad in 2019”. “He was recalled this year for some important task and was told by his handlers that he has to drop supplies at Pattan. But when we went through the recoveries and modus operandi, it shows that they had come here for some kind of a strike which went beyond the drop of supplies,” he said. Maj Gen Vats said the infiltration attempt was made along the Salamabad Nala, which was the same route used for the 2016 suicide attack on the Uri garrison in which 19 army men were killed and many others injured. He said the infiltrating militants was supported by the Pakistani side with three porters bringing supplies till the LoC. “The movement of such a large number of people cannot take place without active complicity of the Pakistan Army deployed on the other side,” he said. Major General Vats said there has been an increased movement at the launch pad across the LoC. "This shows the desperation of Pakistan that when they see peace in Kashmir, they send militants to disturb peace by sensational strike”. He also said seven militants have been killed in as many days while one has been arrested alive. “Indian Army recovered seven AK rifles, nine pistols and revolvers, and more than 80 grenades of various kinds besides Pakistani and Indian currency,” he added.

Security Forces (SFs) arrested two Over Ground Workers (OGWs) of the Lashkar-e-Toiba (LeT) in Pulwama District of Jammu and Kashmir (J&K) on September 28, reports Daily Excelsior. On a tip off Special Operation Group (SOG) of Jammu and Kashmir Police (JKP) with the assistance of Pulwama Police and 50 Rashtriya Rifles (RR) arrested the two OGWs at Pulwama, whose identities are yet to be ascertained. During their interrogation they revealed that a LeT ‘commander’ Reyaz had asked them to build a hideout in Rajouri Kadal in the down town Srinagar, Police said. Later, based on the disclosure of OGWs, a Cordon and Search Operation (CASO) was launched at Rajouri and the particular house was searched, the Police said, adding the hideout was unearthed but it was found to be empty. The house owner was being questioned, the Police said adding further investigation is going on.

Pakistan is home to at least 12 groups designated as ‘foreign terrorist organisations’, including five of them being India-centric like Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM), according to a latest Congressional report on terrorism, reports Daily Excelsior on September 29. US officials have identified Pakistan as a base of operations or target for numerous armed and non-state militant groups, some of which have existed since the 1980s, the independent Congressional Research Service (CRS) said in the report. The report released by the bipartisan research wing of US Congress on the eve of the historic Quad summit in Washington on September 24, said that these groups operating in Pakistan can be broadly categorised into five types — globally-oriented, Afghanistan oriented, India- and Kashmir-oriented, domestically oriented, and Sectarian (anti-Shia). The LeT was formed in the late 1980s in Pakistan and designated as a Foreign Terrorist Organisation (FTO) in 2001. “LeT was responsible for major 2008 attacks in Mumbai, India, as well as numerous other high-profile attacks,” the CRS said. JeM was founded in 2000 by Kashmiri militant leader Masood Azhar and was designated as an FTO in 2001. Along with LeT, it was responsible for the 2001 attack on the Indian Parliament, among other attacks, it said. Harakat-ul Jihad Islami (HUJI) was formed in 1980 in Afghanistan to fight the Soviet army and was designated as an FTO in 2010. After 1989, it redirected its efforts toward India, although it did supply fighters to the Afghan Taliban. “With an unknown strength, HuJI today operates in Afghanistan, Pakistan, Bangladesh and India, and seeks annexation of Kashmir into Pakistan,” the report said, adding that HuM was designated as an FTO in 1997 and operates mainly from Pak-occupied Kashmir and from some Pakistani cities. Finally, Hizb-ul Mujahideen (HM) was formed in 1989— reportedly as the militant wing of Pakistan’s largest Islamist political party—and designated as an FTO in 2017. It is one of the largest and oldest militant groups operating in Jammu and Kashmir (J&K). Among other terrorist groups operating from Pakistan are Al Qaeda, CRS said, adding that it has operated primarily from the former Federally Administered Tribal Areas (FATA) and in the megacity of Karachi, as well as in Afghanistan. It has since 2011 been led by Ayman al-Zawahiri and reportedly maintains supportive ties with many of the groups inside the country. CRS said according to the US State Department’s Country Reports on Terrorism 2019, Pakistan has “continued to serve as a safe haven for certain regionally focused terrorist groups,” and has “allowed groups targeting Afghanistan … As well as groups targeting India …To operate from its territory”. The Department also noted “modest steps” taken by Pakistan’s Government to counter terrorism financing and to “restrain” some India-focused militant groups following an early 2019 terrorist attack in Jammu and Kashmir. It assessed, however, that “Islamabad has yet to take decisive actions against India- and Afghanistan-focused militants,” and that “progress on the most difficult aspects of its 2015 National Action Plan to counter terrorism remains unfulfilled—specifically its pledge to dismantle all terrorist organisations without delay and discrimination”. On the topic of “terrorist safe havens,” the Department concluded that Pakistan’s government and military “acted inconsistently with respect to terrorist safe havens throughout the country. Authorities did not take sufficient action to stop certain terrorist groups and individuals from openly operating in the country”. Other terrorist groups inside Pakistan are Al Qaeda in the Indian Subcontinent (AQIS), Islamic State-Khorasan Province (IS-KP or IS-K); the Afghan Taliban, the Haqqani network, Tehrik-i-Taliban Pakistan (TTP), Balochistan Liberation Army (BLA), Jundallah (aka Jaysh al-Adl), Sipah-e-Sahaba Pakistan (SSP), and Lashkar-e-Jhangvi (LEJ).

The Pakistani militant who was captured by Army while infiltrating along the Line of Control (LoC) in Uri sector in Baramulla District of Jammu and Kashmir (J&K), said that the Pakistan army helped them in infiltration and they were tasked to conduct a major strike in Kashmir, reports Daily Excelsior on September 30. Ali Babar Parra (19), was captured during an operation launched by the Army along the LoC in Uri sector on September 28, while his colleague [Atiq ur Rehman alias Qari Anas (33)] was killed in the gun battle. Parra told interrogators that the Pakistan army was helping militants to infiltrate into J&K for violence and their personal benefits by spreading misinformation and brainwashing the youth. In a video that was released by the Army, he said: “Whatever we were told about Kashmir by LeT [Lashkar-e-Toiba] and ISI [Inter-Services Intelligence] is wrong. When I was being taken in a vehicle, I saw hustle-bustle in the markets and people seemed happy, there seemed peace in the environment”. Parra said that Pakistan army, ISI and LeT are doing propaganda in the name of Kashmir that people here are being killed, that there is bloodshed going on in Kashmir, but the reality is opposite to that. “I went to work in a factory in Sialkot where I met Anas. He has been tasked to gather men for LeT and ISI. Keeping in view my condition, I went with him and he gave me Rs 20,000 and promised Rs 30,000 more. He handed me over to ISI, and ISI further handed me over to Pakistan army. Pakistan army trained me at Camp Khyber Deli Habibullah. We were taught how to operate AK-47. After training, details were sent to the LeT area commander who selected me”, he said, adding, “We were made to draw the map of Baramulla/ Pattan and then we were taken to Pakistan army’s Sher Camp where were given AK-47 rifles, grenades and other ammunition.” Parra also shared the details of the weapons training he underwent with the Pakistan Army and the ISI at Camp Khyber Deli Habibullah.
