The Liberation Tigers of Tamil Eelam (LTTE) stated that they have agreed to unconditional peace talks with the Sri Lankan Government but warned that they would pull out of the 2002 cease-fire agreement (CFA) altogether if the Government continues with its military campaign. After a meeting between the Norwegian peace envoy Jon Hanssen-Bauer and LTTE political wing leader S.P. Tamilselvan on October 3 in Kilinochchi, LTTE spokesperson Daya Master said, "We have said that we are ready for talks. We have not placed any conditions and neither has the government. We have informed the Norwegian facilitators that we would totally pull out of the Ceasefire if the government continues to attack us.” An unnamed source told Reuters, "The Tigers have agreed to go to Oslo for talks on October 28-30.”

Five Sri Lanka Army (SLA) soldiers were killed and four others sustained injuries when cadres of the Liberation Tigers of Tamil Eelam (LTTE) launched an artillery and mortar attack towards troops in the Muhamalai area of Jaffna district on October 8. Troops retaliated with artillery and mortar and repulsed the attack. The outfit’s military spokesperson, Rasiah Ilanthirayan, told BBC Sandeshaya that they launched an attack on a reconnaissance team of the SLA who tried to enter the outfit-held territory through Muhamalai and claimed that there were no LTTE casualties, adding, “We believe the military is gathering intelligence in preparation for a bigger offensive in the north.” Denying LTTE accusation, military spokesperson, Brigadier Prasad Samarasinghe, told BBC Sandeshaya that the LTTE launched artillery attacks on SLA positions near Muhamalai Forward Defense Line (FDL), adding, “We don’t need to enter LTTE-held territories. We only retaliated when they attacked our position.”

At least 50 Sri Lanka Army (SLA) personnel, including seven officers, were killed and another 214 were injured in continued fighting between Government troops and Liberation Tigers of Tamil Eelam (LTTE) at the Muhamale and Kilaly Forward Defence Lines (FDLs) of security forces (SFs) since October 10-night, according to SLA reports. The Defence Ministry said, "Troops are consolidating their positions after fierce gun battles that lasted for over five hours. Intermittent fighting however still rages on. Ground troops confirmed that a large number of terrorist dead bodies were also found scattered around their forward defence lines. Troops were compelled to launch those defensive measures as a result of the increased bout of LTTE violence against members of the Security Forces, disrupting the regular opening of the A-9 Highway." A senior military officer told The Hindu, "The number of soldiers killed is higher but we are not updating the casualty figure at the moment. The military has suffered high casualties because it did not anticipate such resistance from the Tigers."

The Sri Lanka Navy (SLN) destroyed a Liberation Tigers of Tamil Eelam (LTTE) trawler, transporting weapons, ammunition and explosives, about 35 nautical miles in the seas off Arippu West in the Mannar district, killing six of the outfit cadres on October 15. Three SLN personnel sustained injuries in the incident. The Government Media Center said that the SLN after detecting a suspicious trawler fired warning shots, adding, “Instead of heeding the warning shots, the trawler fired back, injuring three fishermen in the former trawler and also compelled the Dvora to fire back, resulting in the trawler exploding.” Military spokesperson Brigadier Prasad Samarasinghe said, "We suspect the destroyed vessel was transporting a large cache of arms since there were huge blasts from inside the vessel before it blew up. The trawler was heading towards the Silavathura area in Mannar," adding, "Six on board the suspicious vessel were reportedly killed and three sailors sustained injuries in the encounter."
