Speaking in the LTTE-held town of Kilinochchi after meeting the outfit’s political leadership, British peace envoy Paul Murphy, the architect of Irish peace talks, said, "We urge parties to keep the lines of communication open. Listen to views of all parties and take on all subjects for discussion. This ranges from human rights and humanitarian assistance to language issues and constitutional affairs. This was the case even during the worst times of conflict in Northern Ireland.” He added, "There are striking similarities between Northern Ireland and the Sri Lanka conflict. Firstly and primarily is the loss of life — 3,500 people died in Northern Ireland. In Sri Lanka, 65,000 people have died. Discrimination and human right issues were prevalent during the Northern Ireland conflict, and remain so in the conflict in Sri Lanka. The war absolutely cannot be won by either side."

The Sri Lanka Monitoring Mission (SLMM) stated that Sri Lankan troops opened fire on a group of agriculture students at close range in Vavuniya district on November 18, killing five, after a deadly LTTE ambush on Government forces. The SLMM spokesperson Helen Olafsdottir told Reuters, "These soldiers fired indiscriminately at a group of students who had thrown themselves on the ground seeking safety after an LTTE (Tamil Tiger) Claymore mine blast nearby. Witnesses say that soldiers jumped over the fence, into the agricultural school premises, and opened fire. They shot from close range, five of the students were killed and at least 10 others were injured." Meanwhile, a Military spokesperson said ground troops told him the civilians were killed in crossfire after a LTTE blast which killed five soldiers and that Police were investigating. As reported earlier, an explosion targeting a military truck killed four soldiers and four students from a nearby agriculture institute in Vavuniya. However, Tamil Net maintained that Sri Lanka Army soldiers manning a check-post close to the Thandikulam Agriculture Farm School in Vavuniya entered the school premises, lined up the uniformed hostel students and fired at them, killing four and wounding eight.

The Sri Lanka Air Force (SLAF) Kfir jets on November 21 attacked a major LTTE Sea-Tiger training base north of Puthukudirippu in Mullaitivu district, destroying it after the target was confirmed. Military spokesperson Brigadier Prasad Samarasinghe said, “These targets had been previously identified as training bases of the Sea Tigers and had been used as launching pads to attack the Navy and ground forces in the east during the recent past.” A day earlier, SLAF carried out aerial attacks on identified LTTE targets in Kiranchi, north of Mannar, destroying a logistic base of the Sea-Tigers. The Sri Lanka Government said there is no change in its stand on permanently reopening the A-9 highway to Jaffna. Government Defence spokesperson, Minister Keheliya Rambukwella, told the media that the Government stands by the five conditions forwarded to the LTTE to permanently reopen the A-9 road. Meanwhile, the LTTE rejected a Government request for a guarantee that a convoy of essential items to be sent to the northern Jaffna peninsula by road would be allowed to pass safely through the LTTE-held territory. “We reject the government plans to send a on-off aid convoy. Our demand is for the road to be permanently opened,” said LTTE spokesperson Daya Master. Rambukwella told Reuters that Nordic truce monitors and a U.N. envoy have misled Sri Lanka's main financial donors about cease-fire violations by the Military. He said, "The co-chairs would have been influenced by Allan Rock and the SLMM (Sri Lanka Monitoring Mission) and that is misleading… Obviously on the basis of national security, we have to react on certain issues. That can be ... systematic erosion or violation of the ceasefire. But this becomes inevitable unless the LTTE change their stance of terror." He was commenting on the co-chairs earlier statement in which they said, "The co-chairs view with alarm the rising level of violence in Sri Lanka that has led to significant loss of life and widespread human rights violations. The co-chairs condemn the continued and systematic ceasefire violations by government of Sri Lanka and LTTE. The co-chairs particularly condemn the LTTE for initiating hostilities from heavily populated areas and the government of Sri Lanka for firing into such vulnerable areas and killing and wounding innocent civilians."
