Thamilselvan, reportedly rejected the Swedish special envoy, Anders Oljelund’s demand of accepting the continuance of European Union (EU) members as Sri Lanka Monitoring Mission (SLMM) officials, during his meeting with the special envoy at Kilinochchi on July 21. He reiterated that the deadline issued by the outfit till September 1, 2006 with regard to the removal of the three officials from the EU countries from the SLMM would remain unchanged. He also called for the Sri Lankan Government to remove all armed forces from civilian areas and begin ‘to fully implement the cease-fire agreement (CFA)”. The peace process and the CFA are based on the parties having parity of status and the international community could make “genuine efforts” in moving the peace process forward, stated Thamilselvan. He claimed that the All Party Conference created by the Government was “merely a strategy using delaying tactics to mislead the international community”.

"We had intelligence that the LTTE is trying to make an airstrip. Therefore the decision was taken to target it," said military spokesperson Brig. Prasad Samarasinghe. The Media Centre for National Security stated, “This morning the security forces conducted a limited air operation against this air facility. The operation was conducted to prevent the construction of this unauthorized air facility which poses a grave security threat not only to the sovereignty of Sri Lanka but to the entire region.” The outfit sources confirmed the air attack but made no mention of the airstrip being bombed, claiming that bombs were dropped “from high altitude near a civilian settlement”.

The Sri Lanka Air Force carried out four air strikes on LTTE targets in Pudukuruppu, Mullaitivu, Verugal and one other LTTE-controlled area and subsequently the troops were clearing the areas till the reports last came in. The Sri Lankan defence spokesperson, Minister Keheliya Rambukwella, said air force jets pounded outfit positions in the area to weaken the insurgents, adding, "There is a plan designed by the military to achieve the target, which is to supply water to the civilians.” He reiterated that air and land strikes will continue until the Mavil Aru sluice is saved from the outfit. Further, according to reports the LTTE cadres in un-cleared areas (area not under government control) of Mavil Aru opened fire towards a school compound and two villages in the Kallar area in an attempt to stop the Government’s efforts to reopen the sluice gates kept closed by the outfit blocking water supply along the Mavil Aru since July 20.
