Addressing a media briefing in Batticaloa District on September 6, former Chief Minister of Eastern Province and the Leader of Tamileela Makkal Viduthalai Pulikal (TMVP) Sivanesathurai Chandrakanthan alias Pillayan said that an international investigation into the alleged crimes committed during the 30-year war is not needed, reports Colombo Page. Pillayan said a domestic mechanism is appropriate as there is a change in the governance. "LTTE has also committed serious war crimes. Wigneswaran at its meeting on September 11, reports Colombo Page on September 8. Wigneswaran, according to the TNA leadership, has taken an anti-party stance in the run up to the August 17, Sri Lankan parliamentary elections, New Indian Express reports. Senior leader of TNA, Mavai Senathiraja said that although the formal agenda does not say that the committee will discuss Wigneswaran's conduct, if the issue is raised the committee will discuss it.

The National Fisheries Solidarity (NAFSO) movement organised a roundtable in the Sri Lankan capital of Colombo on September 7, to discuss a report, titled “Let them come back to their places of origin in and with dignity”, the study centered on the situation in 38 refugee camps in 27 villages, reports Asia News. Completed in late August, the report indicated that about 35 camps have existed since the 1990s, but five of them were hitherto unknown. Some 1,536 families or 5,836 people live in the camps. However, about 30,000 people are still internally displaced on the Jaffna Peninsula. The island nation saw a brutal civil war between the government and Tamil Tigers [Liberation Tigers of Tamil Eelam, LTTE]. The latter sought to create an independent state in the predominantly Tamil provinces of northern and eastern Sri Lanka. These areas bore the brunt of 30 years of bloody civil war between the army and rebels, and the civil war ended with the rebels’ defeat. NAFSO coordinator Lavina Hasanthi told Asia News that the overall picture of the situation is still incomplete because many displaced people are not registered at refugee camps. Some in fact prefer to live in makeshift tents near their original home. NAFSO president Herman Kumara, a special guest from the World Forum for Fisher People (WFFP), told Asia News that 55 per cent of those living in the camps do not have electricity, and 70 per cent do not have access to clean water. He also noted that lavatories are almost non-existent, and where they do exist, they are off-limits at night. "As human rights activists, all we can hope for is for our fellow citizens to lead a life based on dignity,” he said. “We anticipate that displaced people will go back to a normal life, on their land, revive their culture so as to contribute to the country’s economy. Above all, we want to see them get out of their currently subhuman conditions and start to lead a decent living.”

The Tamil Eelam Liberation Organisation (TELO)’s national organiser and the Tamil National Alliance (TNA)’s member in the Northern Provincial Council (NPC), M.K. Shivajilingam, decided to take out a march from Killinochchi to Nallur in Jaffna on September 10, demanding an international mechanism to go into alleged war crimes, reports The Hindu. According to Crime Branch-Criminal Investigation Department (CB-CID) sources, Fake Indian Currency Note (FICN) printed in Pakistan are now pushed into India via Sri Lanka and the route for the fake currency printed in Bangladesh is through Malda District in West Bengal, The Hindu reports on September 18. Police have arrested about 50 suspects till now in 2015 for circulating FICN in Tamil Nadu and Chennai. “Around 25 cases have been registered and FICN worth INR 8,00,000 was seized from them,” said a Police source. Most of the suspects get the money in exchange for smuggling drugs, and sometimes even arms, into the country. “After this, they convert it into legal tender currency by buying goods,” a CB-CID officer said. “Only INR 52,000 was seized by us, but nearly INR 9,00,000 has already been circulated. What is worrying is that most of them are high-quality notes and it has been flowing into Tamil Nadu undetected through Sri Lanka for a long time. Such issues are being suppressed by different law enforcement agencies,” a Police source said. Apart from Sri Lanka, sources say that money exchangers outside Singapore and Malaysia airports are also pushing in some FICN into India, especially through Chennai. The Police have written to the Interpol seeking help to crack the network. “Some of the suspects said they had got currency from money exchangers outside the airport. We are coordinating with other agencies to collect details,” the officer added.

The independent Brussels-based International Crisis Group (ICG) says pursuing cases against former Liberation Tigers of Tamil Eelam (LTTE) leaders who worked closely with the Former president Mahinda Rajapaksa government will be important to address Sinhalese perceptions that accountability is biased against the military, reports Colombo Page. Releasing a statement on the Report of the United Nations (UN) Investigation on Sri Lanka on September 20, the ICG said it is important to pursue cases against LTTE leaders such as K. Pathmanathan ("KP") and V. Muralitharan ("Karuna"), and any other senior LTTE leaders who may be overseas to address the Sinhalese community's concerns on an investigation by the UN Human Rights Chief proposed "Hybrid Court". The Group said the report by the UN Office of the High Commissioner for Human Rights (OHCHR) on its Sri Lanka investigation (OISL) is a "compelling examination" of the abuses committed by all sides during the lengthy civil conflict and the steps required to pursue justice, accountability and reconciliation as part of democratic recovery.

Edirisinghe was addressing a seminar organized by Department of Politics and International Relations of International Islamic University (IIU) held at Faisal Masjid Campus of the varsity, the Pakistan Observer reported. In a statement to media, the former President and current parliamentarian said his government did not cooperate with the OHCHR investigation for many reasons, mostly because it was instituted outside the established procedure of the UN Human Rights Council (UNHRC). Rajapaksa elaborated that the usual procedure was for the President of the UNHRC to appoint a three-member independent panel to carry out the investigation after the relevant resolution is passed in the Council but the investigation on Sri Lanka was not carried out by an independent Commission of Inquiry but for the very first time, by the OHCHR.The report of the OHCHR investigation was presented to the UNHRC in Geneva by UN High Commissioner for Human Rights Zeid Ra'ad al Hussein on September 16th.

Sri Lanka's Prime Minister Ranil Wickremesinghe on September 22, reiterated that there will be no international mechanism to investigate the alleged war crimes and a tribunal should be carried out under a domestic system and not through a mechanism designed by an outside person or entity, reports Colombo Page. Giving a special statement in Parliament in Colombo, Wickremesinghe also reiterated that the local mechanism will not include any international partners or interference. It should cover a broad scope, encompassing all parties, he said. Wickremesinghe also stressed that steps will be taken to eliminate racism and religious differences in the local ruling mechanism. He said the present government is committed to serve all citizens and all communities without making any differences.

The Office of the United Nations High Commissioner for Human Rights (OHCHR) defended the findings of its report on alleged war crimes in Sri Lanka, which drew criticism from several quarters for its “silence” on genocide in the island nation, reports Colombo Page on September 22. Responding to a question sent by The Hindu in this regard, Ravina Shamdasani, spokesperson for the High Commissioner, stated via email: “This [the U.N. report] does not preclude such a finding [that genocide was committed] being made as a result of further criminal investigations, including by the hybrid court that we recommend.” “The crime of genocide requires specific objective and subjective elements. On the basis of the information we were able to gather, we did not come to the conclusion that these elements were met,” she said.
