Premachandran asked, “If the government is adamant that what they did was correct and is not willing to accept their mistakes, how can there be reconciliation in this country?" He explained that there are thousands of people still missing (or killed) and there could not be reconciliation without the truth being asserted.

Defence Secretary Gotabhaya Rajapaksa delivering the Keynote Address as Guest of Honour at the third annual Defence Seminar 2013 in Colombo on September 3 said "Despite the success of the Welfare camps, despite the speed of resettlement, and despite the far-reaching nature of the rehabilitation and reintegration programme, it is not easy to ensure speedy reconciliation," reports Colombo Page. He further said that speedy national reconciliation is not easy since for a very long period of time, most of the people in the North and parts of the East of the country lived under the total dominance of the Liberation Tigers of Tamil Eelam (LTTE). The Tamil National Alliance (TNA) called for the merger of the Northern and Eastern provinces in its manifesto presented on September 3 for the Northern Provincial Council (NPC) election, reports Daily Mirror. The manifesto also states that devolution of power should be on the basis of shared sovereignty, necessarily over land, law and order, socio-economic development including health and education, resources and fiscal powers. The TNA believes that the most effective Police force for the North-East would be those directed by the Provincial Council. Currently there is no trust between the people and Police service in the Northern Province. The People have no confidence in their police officers and are often afraid to approach the police with concerns about crime and conflict in their communities.

A Tamil refugee in Australia, Ranjini, on September 4 admitted to having trained child soldiers of LTTE during Sri Lanka's civil war to justify her indefinite detention in Australia, reports Daily Mirror. She also told Australian immigration officials she rose to the rank of ‘Lieutenant Colonel’ in the LTTE and fought two battles in the late 1990s against Sri Lankan forces. Ranjini is the most well-known of a group of 47 refugees held in immigration detention but not permitted a visa to live in Australia.

Economic Development Minister Basil Rajapaksa addressing a rally in Jaffna city of Jaffna District on September 8 said that the Tamil National Alliance (TNA) is trying to mislead the people in the Northern Province, reports Colombo Page. He said the TNA has prepared a manifesto to satisfy the expectations of the Diaspora to pave a path for another chaotic situation in the country. The Commissioner General of Rehabilitation, Major General Jagath Wijethilake in Colombo on September 8 said that 107 former Liberation Tigers of Tamil Eelam (LTTE) cadres who have successfully completed the rehabilitation program at the Maradamadu and Poonthottam rehabilitation centers in Vavuniya District will be released September 9 (today), reports Colombo Page. When the three-decade long war with the Tamil Tiger terrorists ended in May 2009, around 11,800 ex-LTTE cadres surrendered to the Security Forces (SFs). The former LTTE cadres undergoing rehabilitation receive vocational training during their rehabilitation program to learn skills that could find them employment once they are reintegrated into the society. The Government has introduced a scheme through a State Bank to provide loans up to a maximum of Rs.250, 000 to the 10,375 rehabilitated cadres for self-employment purposes.

110 rehabilitated former Liberation Tigers of Tamil Eelam (LTTE) cadres were released on September 9 from their respective rehabilitation centres at a ceremony in Colombo, reports Daily Mirror. 75 former carders who were rehabilitated at the Welikanda rehabilitation camp and 35 former carders rehabilitated at the Puththotam camp in Vavuniya District were among those who were released after completion of their programmes. Secretary to the Ministry of Prison and rehabilitation G.S. Vithanage said, “11, 651 former carders have been released thus far with only 339 former carders currently still under rehabilitation.”

Kapila Gamage, the convener of the Sri Lanka Lawyers' Guild said the TNA manifesto was against the Constitution of the country. He said that the proclamation of self-rule in the manifesto is a violation of the Sri Lanka Constitution. Janatha Vimukthi Peramuna (JVP) General Secretary Tilvin Silva on September 10 (today) said that the Tamil National Alliance (TNA) with its election manifesto has not addressed the issues faced by the Tamil people, but has instead provided the Mahinda Rajapaksa government another topic to be used during its election campaign, reports Colombo Page. The JVP General Secretary added, "We believe the present government uses communalism, encourages it and sponsors groups that spread communalism and religious differences to maintain its power and undermine the opposition. The party fielding former Supreme Court judge C.V. Wigneswaran as the Chief Minister candidate for the Northern Provincial Council won all five Districts in the Province with a clear majority and secured 30 of the 38 seats (28 direct and 2 bonus seats) while ruling United People's Freedom Front (UPFA) got seven seats and the Sri Lanka Muslim Congress (SLMC) won one seat. In the Jaffna District, the Ilankai Tamil Arasu Kadchi (ITAK) the party representing the TNA won 84.37 percent of the votes while the UPFA came in second with 14.20 percent of the votes. Voter turnaround in Jaffna was 64 percent. In the former Liberation Tigers of Tamil Eelam (LTTE) stronghold of Kilinochchi District ITAK won 81.57 percent of the total votes while the UPFA received 17.37 percent of the votes. In Mannar District ITAK won 62.22 percent, UPFA received 28.38 percent and SLMC 8.59 percent of the votes. Prosecutors in the United States (U.S.) asked a Canadian man to serve the maximum sentence of 15 years after he admitted to helping Liberation Tigers of Tamil Eelam (LTTE) in Sri Lanka, reports Daily Mirror on September 27. Suresh Sriskandarajah, who earned university degrees in Waterloo, Canada, pleaded guilty in July in New York, U.S., to conspiring to provide material support to the LTTE. He was arrested in 2006 and freed on bail three years later before his extradition to the U.S. in 2012. While in Canada, Sriskandarajah helped research and acquire aviation equipment, submarine and warship design software, night vision equipment and communications technology for the LTTE.

Supreme Court in a ruling on September 26 stated that the land powers in Sri Lanka were vested with the Central Government and not with the Provincial Councils (PCs), reports Colombo Page. Despite the three-judge bench delivering independent decisions on the case, the bench agreed that according to the 13th Amendment the land powers were vested with the Central Government. A three-member Supreme Court bench comprising Chief Justice Mohan Peiris, Justice Eva Wanasundera and Justice Sri Pavan gave the ruling when an appeal filed by the Minister of Plantation Industries was taken up.

Campaign for a Free and Fair Election (CaFFE), the local election monitoring group issued a statement saying that "frequency and gravity" of post-election violence have increased in the last few days, reports Colombo Page on September 28 (today). The monitoring group said that the highest number of incidents have been recorded from the Kurunegala District in North Western Province. According to CaFFE five incidents have been reported from the Kurunegala District of which four incidents involved supporters of governing party members Dayasiri Jayasekara and Johan Fernando. CaFFE said there were reports of intimidation and violence against Jayasekara's supporters from Fernando's supporters in several areas. The election monitors called on the law enforcement authorities and leaders of political parties to take the necessary steps to prevent the incidents of violence.

The Supreme Court issued notice on September 27 on Tamil National Alliance (TNA) Secretary General Mavai Senadhirajah to appear in court on October 2 to show cause in respect of the TNA election manifesto circulated during the recently concluded Provincial Council elections, reports Daily News. The Supreme Court issued the notice after considering an application filed in Court against the TNA manifesto by Attorney at Law Unawatuna Thotawattege Aruna Laksiri Handapangoda. The respondent cited in the petition is TNA Secretary General Mavai Senathirajah. The petitioner had sought a court declaration that the TNA manifesto seeks to promote ‘self government’ with the end view of dividing the country.

EPDP Leader, Minister of Traditional Industries and Small Enterprise Development Douglas Devananda asked the Government to appoint an EPDP candidate as the opposition leader of the Council. Kandasami Kamalendran of the EPDP contesting under the ruling United People's Freedom Alliance (UPFA) gained the highest number of preferential votes among the UPFA candidates at the Northern Provincial Council election.
