An election monitoring group in Sri Lanka, Campaign for Free and Fair Elections (CaFFE) says it will deploy 7500 observers to monitor the upcoming Presidential Election, reports Colombo Page on October 8. CaFFE says the large number of observers will be deployed to monitor the anticipated situations as a record number of candidates are contesting the Presidential Election. CaFFE's Acting Executive Director Ahmed Manas said there have been reports of violence and violations of election laws at every election after the nominations were handed over. He said that therefore, the candidates and the party leaders should take action to properly direct their supporters in this election.

Dr. R.H.S. Samaratunga, Secretary to the Treasury at the Ministry of Finance and Tung-Lai Margue, Ambassador of the Delegation of the EU to Sri Lanka and the Maldives, signed the financing agreement. "Good governance and the participation of communities are important to ensure that a country's growth reaches everyone. Local government structures must be responsive to people's needs. These are key elements in ensuring effective governance on the ground which help address causes of conflict. With STRIDE, the EU contributes to long-term peace, security, and development in Sri Lanka," the EU Ambassador said.

A former Liberation Tigers of Tamil Eelam (LTTE) cadre identified as Joseph Peter Robinson was arrested along with a T-56 rifle from Serunuwara area in Trincomalee District of Eastern Province in Sri Lanka on October 11, reports Colombo Page. After interrogating the arrestee, as reported in Island, Kilinochchi Police conducted search operation at the former’s home in Ambalkulam of Kilinochchi District at Northern Province. A huge stock of arms and ammunition were seized from the former LTTE cadre’s home in Kilinochchi. Three SFG 87 hand grenades, two Arges hand grenades, a small amount of C4, 62 9 -mm ammo, 9 7-mm ammo, one T-56 weapon, 154 T-56 live ammunition, one Long Range Semi-automatic Rifle, one magazine, two detonator cords, 62 different types of detonators, five MGM live ammo, one knife, a GPS, a Sony Camera, binoculars, a Laptop, a Dongle, an Antenna, a mobile phone, 4 tee-shirts with Prabhakaran's picture and a black mask were recovered from the house. Both the wife and sister of the former LTTE cadre were arrested in this concern.

Five Tamil political parties have agreed to submit a 13-point proposal to the candidates contesting the presidential election, reports Colombo Page on October 15. Representatives of Tamil political parties stated that the agreement was reached during a discussion held in Jaffna. Ilangai Thamil Arasu Katchi (ITAK) Party leader Mavai Senathirajah, Tamil People's Front leader CV Wigneswaran, Tamil Eelam Liberation Organization (TELO) leader Selvam Adaikalanathan, Eelam People's Revolutionary Liberation Front (EPRLF) leader Suresh Premachandran, People's Liberation Organisation of Tamil Eelam (PLOTE) leader Dharmalingam Siddharthan and Tamil People's Council leader Gajendra Kumar Ponnambavan were present. Gajendra Kumar Ponnambalam did not agree with the proposal and withdrew from the discussion while the other parties agreed on the proposal and was decided to present it to the Presidential candidates. The five parties decided to support Presidential candidates based on their response to the stipulated set of proposals.

On October 16, Chairman of the Elections Commission (EC) Mahinda Deshapriya in a press conference stated that the reference of war or war crimes cannot used by any party or group during the Presidential Election campaign, reports Colombo Page. He said that the parties have already been warned regarding its usage prior. Referring to an advertisement published in a newspaper by the Sri Lanka Podujana Peramuna (SLPP) presidential candidate Gotabhaya Rajapaksa using a statement from the current Army commander Lieutenant General Shavendra Silva, Deshapriya condemned the use of Lt. Gen. Shavendra Silva's image and endorsement in the advertisement. He warned further action would be taken against the army commander for violating election law if the latter did not clarify his stance on the issue.

CaFFE stated that on October 16 rumours regarding bomb blasts emerged at three separate places causing a threat to national security. The Election Commission (EC) has received a total of 851 complaints in between October 8 and October 17 regarding the election law violations and violent activities, reports Daily Mirror on October 18. Eight violent activities had been reported to the National Election Complaint Management Centre and District Election Complaint Management Centres while 814 election law violations were reported to the respective centres. 29 other cases had also been reported. The cases were registered in the complaint offices established by EC in collaboration with the Police at the Elections Secretariat in Rajagiriya and all district offices.

The President's Secretary says that he has received reports that some parties are sending letters misinterpreting and misusing the facts in the circular to unnecessarily frighten some state institutions and the public. The security forces have taken all possible measures to ensure the safety of the state institutions, institutions of national importance and the public. The Colombo Magistrate’s Court has re-remanded former Defense Secretary Hemasiri Fernando and suspended IGP Pujith Jayasundara until November 06, reports Colombo Page on October 23. The two former officials have been remanded on charges of criminal negligence and murder for their failure to prevent the Easter Sunday Attack despite prior knowledge. The Deputy Solicitor General Dileepa Peiris informed the court that further investigations related both to the incident and the bank account of the suspects are going on. At this, the court ordered to further remand the suspects till November 6 and also to report the progress of the investigations on that day.

In a brief interview with the Daily Mirror, Deputy Chief Observer DimitraIoannou said one of the issues in the 2015 report was on a regulatory framework on campaign financing, but it not evident at this election as well. On October 23, the final report of the Parliamentary Select Committee (PSC) on Easter Sunday Attack was presented in the Parliament, reports Colombo Page. The 272-page report submitted in three languages – Sinhala, Tamil and English has been made online for public display. Through the report, PSC has blamed the State Intelligence Service (SIS) for its failure in preventing the Easter Attack. The report, as highlighted in Daily Mirror, has also named the President, the Prime Minister and the State Minister of Defence as ‘culpable’ persons who can be blamed for the tragedy to some extent. PSC chairman and present Deputy Speaker Ananda Kumarasiri stated that PSC in its report has made eight recommendations that includes taking action to ban Wahabism in Sri Lanka, reorganising the defence sectors including the intelligence services, setting up of financial investigation unit, Reorganising the Attorney General’s Department and the Judiciary, monitoring media in order to stop publishing of false reports, change the education system to avoid teaching of extremism.

A fresh excavation in the residence National Tawheed Jamaat (NTJ) leader Zahran Hashim at Wanathawilluwa in Puttalam District of North Western Province has led the Criminal Investigation Department (CID), backed by the Government Analyst (GA) to investigate the matter, reports Daily Mirror on October 31. On January 16 a large stock of explosives had been seized by CID along with four suspects who were in charge of the house at Lactowatta. On October 29, the team had visited the place to inspect. Campaign for Free and Fair Elections (CaFFE), an election monitoring organization denounced the threat issued by Government Medical Officers Association (GMOA) against election monitoring organizations, reports Colombo Page on November 1. The Secretary Dr. Haritha Aluthge and Dr. Naveen de Zoysa GMOA, the state doctors’ trade union had publicly criticized election monitoring organizations in a press conference. Criticizing the GMOA’s statement, CaFFE's acting executive director Ahmed Manas Makeen in a press conference stated that election monitoring organizations recognized by Election Commission (EC) are working impartially to ensure a free and fair election by reporting election violations. Makeen further stated that GMOA President Dr. Anuruddha Padeniya had violated electoral conduct as government official when he attended the launch of the Sri Lanka Podujana Peramuna (SLPP) candidate Gotabhaya Rajapaksa's election. Likewise, other GMOA members as well as other government officials including the governors from all over the country had taken part in the election campaigns violating the EC norms that prohibits active government officials from campaigning for the presidential candidates.
