Separately, the Interim Report on Constitutional Reforms submitted to the Constitutional Assembly (CA) by the Steering Committee on September 21 has proposed to change the composition of Constitutional Council (CC) to increase civil society representatives, reports Daily News on October 2. The Interim Report has suggested the CC should be constituted of three ex-officio MPs and seven non-MPs. The CC is now comprised of seven Members of Parliament and three civil society representatives. The ten-member CC, is an apex decision making body that makes recommendations with regard to the appointment of high ranking public and judicial officials such as the IGP, Attorney General, Auditor General, Secretary General of Parliament, Chief Justice and Judges of superior courts and members and chairmen of the independent commissions.

Meanwhile, Prime Minister Ranil Wickremesinghe addressing the House on October 3 said that political solution to the ethnic problem is paramount to achieve economic prosperity, reports Colombo Page. He said “Sri Lanka was a united nation in 1947 where all Sinhalese, Tamil, Muslim, Burgher and people of other races lived with the feeling that they were all Sri Lankans. But ethnic conflict erupted over 60 years and separatism sentiments extended to a war.” He also said that providing a political solution to the main national question, the ethnic problem is paramount to be able to achieve economic prosperity.

Wigneshwaran had issued a press notice informing that they are rejecting the report of the subcommittee of the steering committee appointed for drafting the New Constitution, reports Daily Mirror on October 4. The press notice states that the proposed New Constitution has been prepared with much alignment towards Sinhala Buddhist opinion, and the Government should clearly indicate its position in solving the problems faced by the Tamil People and include such decisions in the proposed Constitution.

Opposition Leader and the leader of the main Tamil party Tamil National Alliance (TNA) R. Sampanthan during his meeting with visiting UK Minister of State for Asia and the Pacific, Mark Field at the British High Commissioner's official residence, Westminster House in Colombo on October 4 highlighted the need for the Northern and Eastern Provinces to merge to function as one province as a majority of Tamil speaking people live in the two provinces, reports Colombo Page. During the meeting, the TNA leader stressed that that the majority Sinhala communities need not to be afraid of the merger as there will be a constitutional protection preventing any move towards separation. The power-sharing arrangements will be worked out within a United, Undivided and Indivisible Sri Lanka Mr. Sampanthan pointed out to the Minister.

Prime Minister Ranil Wickremesinghe at the 8th conference of the South Asian Association for Regional Cooperation (SAARC) Speakers held on October 4 at Hilton Hotel in Colombo assured to consult every stakeholder in the country during the drafting of a new constitution and changing the current constitution, reports Colombo Page. He reminded that an interim report on draft constitution has been presented to the constituent assembly and it is not the final draft of the constitution. He added that the Interim Report contains only the views of the sub committees and not the views of the Steering Committee. The interim report will be debated in parliament, he said.

The Human Rights Commission of Sri Lanka (HRCSL) presenting its observations on the International Convention for the Protection of All Persons from Enforced Disappearances Bill has requested the President Maithripala Sirisena to endure the bill is enacted, reports Colombo Page on October 6. The Commission presenting its observations on the bill in writing to the President said the proposed legislation is a positive step towards addressing the long history of disappearances in Sri Lanka and stemming impunity for gross violations of human rights. The HRCSL said the devastating impact of the enforced disappearances that have taken place in the Northern and Eastern as well as the Southern parts on the families cannot be denied.

A Hartal (General Strike) campaign was launched in the Northern Province on October 13 demanding the release of Tamil prisoners, reports Colombo Page. All regular daily activities have been hampered by the staging of the Hartal by the business community in the North and the Tamil civil organizations. All traders in Northern Province have closed their shops to support the Hartal. Education activities in all the Tamil schools in the North were crippled, and schools in Jaffna were closed. All transport services have come to a halt and only buses plying out of Northern Province are in operation. The Tamil People's Council (TPC) led by the Northern Province Chief Minister CV Wigneswaran and the convener of the National Movement for Release Political Prisoners Fr. M. Shakthivale have organized the Hartal. They demand the Government to release the prisoners being detained under the Prevention of Terrorism Act (PTA) without any court cases.

President Maithripala Sirisena, who was visiting Jaffna on October 14 told the black flags waving protesters in the North to take flags of peace and try to resolve conflicts through discussions, reports Colombo Page. A small group of people demanding the transfer of three Tamil prisoners who have been sent from the Vavuniya Prison to the Anuradhapura Prison, back to Vavuniya Prison staged a protest along the road waving black flags. President Sirisena, who was on his way to the Hindu College in Jaffna alighted from his vehicle and went to the protesters to meet them. Talking briefly to protesters, the President told them that he is ready to discuss with anyone who have issues siting at one table, whether they are from South or North.

Tamil National Alliance (TNA) will move an adjournment motion seeking the immediate release of those held under the Prevention of Terrorism Act (PTA), reports Daily Mirror on October 17. Opposition and TNA Leader R. Sampanthan, who is expected to move the motion, said Sri Lanka had accepted both domestically and internationally that the Prevention of Terrorism Law is draconian, obnoxious and should therefore be regarded as obsolete. “The Sri Lankan State has made several commitments both domestically and internationally that the said Law will be repealed, and that a new Law will be enacted in keeping with acceptable domestic and international norms. Shivajilingam held a discussion with President Maithripala Sirisena on October 19 at the Presidential Secretariat regarding the Tamil prisoners, reports Colombo Page. The group including councilor K. Shivajilingam staged a protest demonstration carrying black flags when President Sirisena was visiting Jaffna on October 14. A small group of people demanding the transfer of three Tamil prisoners who have been sent from the Vavuniya Prison to the Anuradhapura Prison, back to Vavuniya Prison staged a protest along the road waving black flags. On the concluding ceremony of the Nila Mehewara - President's People Service- National Programme-2017 held at Saivapragasa Ladies' College in Vavuniya District, President Maithripala Sirisena and Prime Minister Ranil Wickremesinghe on October 21 visited Vavuniya District in the North to resolve the problems of the public, reports Colombo Page. The Tamil National Alliance (TNA) MP MA Sumanthiran, TNA Vanni District MPs and provincial councilors were also present at the reception to welcome the President and the Prime Minister. Nearly 5,000 people in Vavuniya were present at the event. At the event, the President symbolically handed over 5000, land deeds to the people of the North. The Nila Mehewara - President's People Service- National Programme-2017 was launched in Vavuniya in March. For over six months Ministers and Secretaries from time to time visited Vavuniya under the program to provide solutions to the unresolved problems of the people.

Tamil National Alliance (TNA) Spokesman and Parliamentarian M.A. Sumanthiran on October 23 disclosed that the case of three former Liberation Tigers of Tamil Eelam (LTTE) cadres scheduled to be taken up for hearing in the Vavuniya High Court (Northern Province) has been transferred to Anuradhapura High Court (North Central Province) upon their request, reports Colombo Page. MP Sumanthiran said the case has been shifted to Anuradhapura High Court in accordance with the requirement of the witnesses. The case has been transferred to Anuradhapura High Court on the orders of the Attorney General as the state's witnesses, who were also former cadres of LTTE, were refused to testify in the Tamil dominated Vavuniya High Court for fear of their lives. He said the Attorney General has taken this decision as the witnesses of the case is legally entitled to make a request to transfer the case to another court if he has any outside pressure.The three former LTTE fighters, Mathiyarasan Sulakshan, Rasathurai Thiruvarul and Ganeshan Tharshan are accused of executing 18 Navy and eight Army personnel taken as prisoners and burning their bodies in January 2009 when the LTTE is retreating from Kilinochchi in Kilinochchi District of Northern Province. Witnesses have made statements that they fear to give evidence in Tamil-populated area and they have no objection to do so as they feel safe in the Sinhalese-dominated Anuradhapura.Meanwhile, hundreds of people staged a demonstration opposite the Justice Ministry on October 23 demanding to transfer the case to Vavuniya High Court.

Applications have been called from persons with previous experience in; fact finding or investigation, human rights law, international humanitarian law, humanitarian response, or possess other qualifications relevant to the carrying out the functions of the OMP. The applications should be sent along with the curriculum vitae to reach Acting Secretary General of the Constitutional Council, Parliament of Sri Lanka, Sri Jayewardenepura Kotte on or before November 6, 2017. The OMP, which became operational on September 15, is one of Sri Lanka's four transitional justice mechanisms. The others are Office to handle reparations, a truth and reconciliation commission and a judicial mechanism to address allegations of wartime abuses.

Vigneswaran said the university administration had decided to close the Arts, Science and Management Studies and Commerce faculties with immediate effect until further notice.
