Out of the 613 acres, 474 acres belong to Kilinochchi District and 139 acres belong to Mullaitivu District. The lands were being used earlier by tri-services under the Security Force Headquarters - Kilinochchi (SFHQ-KLN) and Security Force Headquarters - Mullaitivu (SFHQ-MLT) for security purposes as the fight against terrorism was intensifying before May 2009.

Chief Minister (CM) of Northern Province C.V. Wigneswaran in a letter addressed to the President Maithripala Sirisena has asked to grant amnesty to Tamil political prisoners still detained in jails six year after ending the war. Wigneswaran said that authorities either should file indictments without delay if there are any credible charges against those detained or should take immediate steps to release them. The CM expressed concern over the prisoners staging a fast to register their protest at their prolonged imprisonment as the protests may be dealt with violently by the prison authorities as happened in the past.

Ex-Liberation Tigers of Tamil Eelam (LTTE) cadres detained at the Magazine Prison in Colombo launched a hunger strike on October 12 urging the authorities to release them. Prisons Commissioner General Rohana Pushpakumara said that there were 201 ex-LTTE cadres detained at the prison and nearly 150 of them were refusing to take their food and were remaining inside their cells. He said he had received a letter signed by the inmates to be handed over to President Maitripala Sirisena asking that they be released. Mr. Pushpakumara said he would hand it over it to the President.

Justice Minister Wijeyadasa Rajapakshe said there are no political prisoners held in any of Sri Lanka's prisons and it is up to the Government to take a decision regarding the prisoners engaged in a hunger strike demanding their release, reports Colombo Page. He further said that there are 225 Liberation Tigers of Tamil Eelam (LTTE) suspects held in the prisons currently. Some of them are already serving sentences and others are awaiting court action, according to the Minister. He added that the all these suspects have charges against them relating to bombings and killings.

The President has given this assurance when National Dialogue Minister Mano Ganesan raised the issue at the cabinet meeting. The President has said that Prime Minister Ranil Wickremesinghe, Law and Order Minister Thilak Marapana and Minister Ganesan should meet the Attorney General and discuss the issue and submit a report to the President. The President has said that he would arrive at a decision after perusing the report.

Maxwell Paranagama Commission tabled in Parliament on October 20 found that the principal reason for the loss of civilian life during the final phase of the war was the hostage taking and use of human shields by the LTTE, reports Daily News. The Commission has also found out that it was the LTTE who killed majority of Tamil civilians during the last 12 hours of the final stage of the war. The Commission rejected the suggestion that civilians were either targeted directly or indiscriminately by the Army as a part of an alleged genocidal plan.

The N K Udalagama Commission, which inquired into seven cases of grave violation of human rights at the beginning of Eelam War IV, has accused the Special Task Force (STF) of the Sri Lankan Police in the case relating to the killing of six Tamil students at the Trincomalee beach in the Eastern Province on January 2, 2006, reports The New Indian Express on October 24. In the case relating to the killing of 16 Tamils and 1 Muslim staff member of the French non-governmental organization (NGO) Action Centre La Faim (ACF) at Mutur in Trincomalee District on August 4, 2006, it blamed the Liberation Tigers of Tamil Eelam (LTTE). On the killing of the students, all between 20 and 21, it said: “There are strong grounds to surmise the involvement of uniformed personnel in the commission of the crime.” The report, which was tabled in Parliament on October 20, does not explicitly say that the STF had killed the students, but the narration of events clearly indicates the STF’s hand, possibly in collusion with the other armed forces personnel stationed in the highly guarded area.

The Sri Lankan Prime Minister (PM) Ranil Wickremesinghe has said that only the local extremists and Liberation Tigers of Tamil Eelam (LTTE) sympathizers are against the domestic mechanism proposed in the United Nations (UN) resolution on Sri Lanka adopted at the UN Human Rights Council (UNHRC) in Geneva last month (September), reports, colombopage.com on October 23. Participating in the parliamentary debate on the Geneva proposals, the PM said the initiatives, commenced by the Government, aim to unify all communities and heal broken hearts. The Government's programme strives to propagate love and compassion in place of anger and hatred and also aim to consolidate democracy in the country, he added.

Former president Mahinda Rajapaksa on October 25 said that his Government had built a safety bunker under President’s House to shield VIPs from potential Liberation Tigers of Tamil Eelam (LTTE) air strikes, reports Daily Mirror. Mr. Rajapaksa said even the LTTE leader built and lived inside a massive bunker complex during the war to protect him from the military offensives. Therefore we also did the same thing to protect ourselves from terrorist attacks. This is not a new thing; Temple Tree also has an underground bunker for security reasons, he said.

Paranagama said that an investigation team of the Commission will be conducting an independent, impartial inquiry into the alleged extra-judicial executions of surrendering top level members of the LTTE during the last stages of the conflict, reports Daily News on October 27. Paranagama told that the investigation arm of the Commission will conduct a thorough investigation into these allegations, after gathering evidence from parties concerned and taking to account present evidence in hand. The report is scheduled to be submitted early 2016, most probably by February.

Attorney General on October 28 filed four reports with the Court of Appeal on the activities of former Liberation Tigers of Tamil Eelam (LTTE) leader, Kumaran Pathmanathan alias KP, reports Colombo Page. The court was informed of the reports filed by the Attorney General when a petition filed by Janatha Vimukthi Peramuna (JVP) Member of Parliament, Vijitha Herath was taken to consideration by the Appeals Court. Herath has filed a suit in the Court of Appeal seeking the issuance of a Writ of Mandamus for the arrest of Pathmanathan allegedly for his role as an LTTE arms dealer and in the killing of Rajiv Gandhi.

The President proposed to set up a committee representing all religions to overcome the existing challenges and agreed to set up an All Religious Committee comprising 25 members. Law and Order and Prison Reforms Minister Tilak Marapana while addressing a ceremony near the Pannai lagoon in Jaffna District on October 31 said that the Liberation Tigers of Tamil Eelam (LTTE) detainees could be released before the Deepavali festival on November 10, reports Daily Mirror. He said that the country’s prisons had about 18,000 detainees, but most of them were not those who should have been detained. Several of them had been put in the jail for minor offences or for want of legal aid. He stressed the need to focus special attention on them.
