Meanwhile, Eelam People's Democratic Party (EPDP), a Tamil ally of the governing party on October 2 called on the Government to allocate powers meant for the Northern Provincial Council (NPC), reports Colombo Page. EPDP said the Government should assign powers meant for the NPC without heeding to racial and religious extremists. EPDP organizer for Vadamarachchi in Jaffna District A. Sri Rangeswaran warned that the people in the North would commence a protest campaign if the Government fails to vest the rightful powers of the NPC with the Council. He has said there have been many sacrifices and losses on the part of the people in the North to finally achieve the power in the NPC. According to Rangeswaran, separatists in the South are propagating communal and religious disharmony through various forms of propaganda to achieve their political agenda.

Military on October 4 demolished an underground bunker of slain Liberation Tigers of Tamil Eelam (LTTE) leader Velupillai Prabhakaran in Pudukuduirippu town of Mullaittivu District, reports Colombo Page. Military Spokesperson, Brigadier Ruwan Wanigasooriya told that the bunker was detonated and destroyed as it is useless to keep LTTE monuments. The well-fortified bunker had four stories under the ground. The camouflaged bunker was discovered after the Army ended the offensive in 2009. It was built to keep the LTTE leader and other senior LTTE leaders protected from Government forces.

Tamil National Alliance (TNA) is in a crisis over the assignment of ministerial portfolios in the Northern Provincial Council (NPC) to the constituents of the alliance, reports Colombo Page. The four constituent parties of the TNA - People's Liberation Organisation of Tamil Eelam (PLOTE), Tamil Eelam Liberation Organization (TELO), Eelam People's Revolutionary Liberation Front (EPRLF) and Illankai Tamil Arasu Kachchi (ITAK) - have been requested to nominate suitable representatives for Ministerial positions of the Council. The leaders of the TNA coalition partners have expressed their displeasure over the decision arrived at a meeting between the TNA leader R. Sampanthan and the President on October 4. They have reportedly expressed disapproval that Sampanthan along with MP M. A. Sumanthiran and the Chief Minister-elect had taken a unanimous decision without consulting the party leaders. Member of TELO M. K. Sivajilingam has said that the Chief Minister and the elected councilors should take oaths before the TNA leader. The TNA Leader meanwhile has asked the coalition leaders to work in harmony with the Government in order to ensure successful functioning of the NPC.

Tamil National Alliance (TNA) Member of Parliament (MP) Mavai S. Senathiraja from Jaffna District in an interview to The Hindu on October 6 said that the first priority for the new Government should be to ensure that lands destroyed in the war be reclaimed and livelihood programmes for the people introduced, reports The Hindu. He said the international community has to put pressure on the Sri Lankan Government to rebuild the devastated areas. The second priority should be to pass laws to bring in money for the development of provincial councils. The local bodies, at present, were unable to access necessary funds for development, he said. The third thing, Mr. Senathiraja said, should be to give the people the right to self-rule, for which India’s support was necessary.

Meanwhile, the visiting Indian External Affairs Minister Salman Khurshid during his visit to Jaffna District on October 8 said "India remains committed to uplifting the lives of the people of the Northern Province through its efforts to restore the social, educational, economic and cultural infrastructure, which were devastated by the armed conflict", reports Colombo Page. He said India's assistance to Sri Lanka with a timely and phased approach has taken into account the ground situation and the immediate needs of the people at any given time. He further said the Housing Project in Sri Lanka is the largest grant assistance project undertaken by the Government of India in any part of the world. The project has completed 1,000 houses under the Pilot Phase and nearly 16,000 houses are under various stages of construction in the 2nd Phase of the project. The Minister said the target of completion of all 50,000 houses will be reached before the end of 2015.

President Mahinda Rajapaksa expressing his view to Indian External Affairs Minister Salman Khurshid when the latter called on him at President’s House in Colombo on October 8 said Parliament is the best forum to address the issue of implementation of the 13th Amendment, reports Daily News. He added that Parliamentary Select Committee (PSC) members should engage in dialogue and come up with a solution that is in line with ‘what the people want’. A number of issues of mutual interest were discussed during the meeting with the underlying objective of developing strategies for the two countries to coordinate more closely towards further strengthening relations.

Members of Eelam People’s Revolutionary Liberation Front (EPRLF) except its minister, People’s Liberation Organisation of Tamil Eelam (PLOTE) and Tamil Eelam Liberation Organization (TELO) boycotted the ceremony. At least eight of the 30 elected members to the Northern Provincial Council under the TNA banner had boycotted the ceremony. The TNA Council members and ministers took oaths before Northern Provincial Council Chief Minister C.V. Wigneswaran, who was recently sworn-in before President Mahinda Rajapaksa.

He said “The Sri Lankan Government has violated the norms of the Commonwealth and that is why we are against it. The ousting of the country’s Chief Justice is one of the instances where the Government had violated the basic foundations of the Commonwealth.” Hailing the decision of the Canadian Government to not participate in the summit, Sumanthiran said that the Indian Government should follow the example. “The Indian Government should look into the reasons as to why Canada decided against participating and make a decision accordingly” he said.

He has made this comment after attending a prayer at a mosque organized by the Muslims in the North. Wigneswaran has said that it is time now to cast aside religious differences and to make the people live together in harmony. The Military on October 18 strongly denied the allegations made by a right group that its troops are responsible for insecurity experienced by the women in the Northern and Eastern Provinces, reports Colombo Page. Army spokesman Brigadier Ruwan Wanigasooriya speaking to media said "In a majority of cases, the perpetrators had been close relatives or neighbors of the victim and had been of Tamil ethnicity," the spokesman told media. The spokesman vehemently denied a recent report released by the London-based Minority Rights Group (MRG) that the militarization of the north and east from 2009 has contributed to continued insecurity for minority women. The MRG recently released a report titled "Living with insecurity: Marginalization and sexual violence against women in north and east Sri Lanka". In its report the group says that Tamil and Muslim women in the North and East of Sri Lanka are increasingly marginalized and face chronic insecurity due to presence of security forces and government actions.

Convener of the organization, Mohammad Muzammil said that they would continue to urge the Government to resettle all those who were evicted from the North in their original homes.
