Addressing the inaugural ceremony of the National Advisory Council for Peace and Reconciliation (NACPR) in Colombo on October 4, President Chandrika Kumaratunga sought a commitment from the Liberation Tigers of Tamil Eelam (LTTE) that the Interim Administration as well as the final solution should be based on the Oslo Declaration signed by the Government of Sri Lanka and the LTTE in December 2002, which declared that a Federal solution should be sought within the framework of a united Sri Lanka. The President added that while her Government believed that peace has to be negotiated it did not believe in "peace at any cost".

Norway's Deputy Minister of Foreign Affairs, Vidar Helgesen, reportedly met with Thamilselvan, Head of the 'Political Wing' of the Liberation Tigers of Tamil Eelam (LTTE), in Geneva on October 4. Later, a press release from the Royal Norwegian Embassy stated that Helgesen communicated to the LTTE delegation Norway's growing concern regarding continuing breaches of the ceasefire agreement. Helgesen stated that Norway condemns the political killings taking place in Sri Lanka and appealed to the delegation that the LTTE does everything possible to stop such killings.

At a meeting on October 5 with a Liberation Tigers of Tamil Eelam (LTTE) delegation visiting Geneva, Amnesty International, Human Rights Watch and the International Commission of Jurists (ICJ) called on the outfit to end political killings and the recruitment of child soldiers, states a press release from the three organisations. "We appealed to the senior LTTE leaders to show the world that they are both willing and capable of respecting the lives and rights of all Sri Lankans," said Nicholas Howen, Secretary-General of the ICJ. "At a time when we should be moving back to peace talks the LTTE seems to have dramatically escalated the killing of perceived Tamil opponents and is still recruiting child soldiers," said Loubna Frelh, Geneva-based Director for Human Rights Watch.

Security forces based at Akkaraipattu in Amparai district shot dead an unidentified gunman suspected to be from the 'Colonel' Karuna faction of the Liberation Tigers of Tamil Eelam (LTTE) on October 9. The incident happened when two persons boarded a bus at Akkaraipattu bound to Pottuvil and shot dead a LTTE cadre, Jude, inside the bus. The driver of the bus too was seriously injured in the shooting. Security forces later combed Kanchakuda, a cleared area in Akkaraipattu and tracked down the gunman in a house and shot him dead. A pistol was recovered from his possession.

The Liberation Tigers of Tamil Eelam (LTTE) have recruited 1,424 children, out of which 45 have been abducted during the last 28-month truce period ending August 31, while 359 adults were abducted during the same period, a spokesperson of the Sri Lanka Monitoring Mission (SLMM) said on October 9, according to Daily News. Overall, from 4,903 total number of complaints against the LTTE and 961 against the government, 2,439 violations against the LTTE and 111 against the Government of Sri Lanka had gone on record, the SLMM added.

Announcing the launch of a political party, Tamileela Makkal Viduthalai Pulikal (TMVP), the former military 'commander' of the Liberation Tigers of Tamil Eelam (LTTE), Vinayagamoorthi Muralitharan alias 'Colonel' Karuna, on October 12, tendered his "apologies to the Tamil people" for past killings and asserted that he would "never leave the liberation struggle." Karuna also claimed that his former leader, V. Prabhakaran, was "solely responsible" for the Tamils not reaching the LTTE's goal of Tamil Eelam. According to him, "in fact, Tamil Eelam should have been achieved 15 years ago," but as "he [Prabhakaran] was a terrorist, other countries placed roadblocks and denied our reasonable aspiration for liberation." He added that India's support was lost due to the "atrocious act" of assassinating the former Prime Minister, Rajiv Gandhi, which he said "took place without consulting the important leaders of the outfit." While Muralitharan was named president of the TMVP, G.R. Gnanaraja, who is closely linked to the Eelam National Democratic Liberation Front, was designated as general secretary.

Speaking to the Daily News, Liberation Tigers of Tamil Eelam (LTTE) ‘Media Coordinator’ Daya Master stated that the two Home Guards arrested by the LTTE on August 10 in Trincomalee will be released soon as 10 LTTE cadres have been granted bail by the Court and were released on October 13 from Batticaloa prison. However, he was unable to give an exact date for releasing the two homeguards. The two home guards, D. Sarath Bandara and Chandana Piyasiri were abducted by the LTTE on August 10 in the Gonabendivewa area in Trincomalee along with two T 56 weapons and a magazine. Eight of the released LTTE cadres (four males and four females) were arrested on July 14, 2003 in Kalladi, Batticaloa and detained under the Offensive Weapons Ordinance. The two others were arrested by the Valachchenai Police on July 7, 2003.
