Colombo High Court on November 1 sentenced Sellathurai Kirubakaran, a suspected Liberation Tigers of Tamil Eelam (LTTE) cadre to life imprisonment for the assassination of the Head of the Colombo-Dehiwala Police Intelligence Unit Inspector Sunil Thabrew on July 23, 2003, reports Colombo Page. It was reported at the time that suspect followed the Police officer when he returned to his barracks after visiting the Dehiwala police station and shot him. However, the counsel representing the accused requested the court to be lenient on his sentence since he was in remand for nearly 15 years.

Prime Minister Ranil Wickremesinghe launched the five-year national action plan to protect and promote human rights at a ceremony held at the parliamentary complex on November 1, reports Colombo Page. Speaking at the event, the Prime Minister said the time has come to reaffirm human rights in the country. He said the human rights were not respected and secured during the past regime. The National Action Plan for the Protection and Promotion of Human Rights 2017-2021 documents goal-oriented activities in Human Rights arena, aimed to strengthen the national processes and mechanisms for the protection and promotion of human rights through substantial constitutional, legislative, policy and administrative frameworks. Sri Lanka on May 26, 2016, expanded its commitment to human rights by ratifying the International Convention for the Protection of All Persons from Enforced Disappearance and the Convention on the Rights of Persons with Disabilities.

President Maithripala Sirisena, Commander-in-Chief of the Armed Forces, addressed a representative gathering of more than 350 Commanding Officers (Cos) at the Colombo Army Hospital auditorium on November 9 said that no war hero will be subject to foreign tribunals, reports Daily Mews. He said “As long as I remain the head of the country, I assure you that none of you would be allowed to testify before any war tribunals. Instead, such errant Army personnel, if any can be produced before Courts and tried according to the existing law of the country. Unlike the disgruntled politicians and some retired Army personnel allege saying that the War Heroes would be tried and punished, I, as the President of this country would not allow anyone be subjected to interrogations of foreign judges as such. Therefore you should not be misled by those baseless allegations and misleading statements.”

Sri Lanka's human rights record will be examined by the United Nations Human Rights Council (UNHRC)'s Universal Periodic Review (UPR) Working Group for the third time in a meeting that will be webcast live, reports Colombo Page on November 10. The review will take place on November15 from 2:30 - 6:00 p.m. (Geneva Time) in Room 20 at the Palais des Nations in Geneva. Sri Lanka is one of the 14 States to be reviewed by the UPR Working Group during its upcoming session taking place from November 6-17. Sri Lanka's first and second UPR reviews took place in May 2008 and November 2012, respectively. The documents on which the reviews are based are: 1) national report - information provided by the State under review; 2) information contained in the reports of independent human rights experts and groups, known as the Special Procedures, human rights treaty bodies, and other UN entities; 3) information provided by other stakeholders including national human rights institutions, regional organizations and civil society groups. The UPR is a unique process which involves a periodic review of the human rights records of all 193 UN Member States. Since its first meeting was held in April 2008, all 193 UN member States have been reviewed twice within the first and second UPR cycles. During the third UPR cycle, States are again expected to spell out steps they have taken to implement recommendations posed during their previous reviews which they committed to follow-up on, as well as to highlight recent human rights developments in the country.

Separately, Eelam People’s Evolutionary Liberation Front (EPRLF) Suresh Premachandran on November 10 said that a new political front is likely to be mooted against the Tamil National Alliance (TNA) in the Northern Province ahead of the elections to the local authorities, reports Daily Mirror. Mr. Premachandran told that his party was no longer prepared to contest elections under the Ilankai Tamil Arachu Katchchi (ITAK)’s House symbol, and it had notified the TNA leadership about the latest decision. He said the people gave a mandate to the ITAK to work out a political solution to the national question and secure the merger of the Northern and Eastern Provinces but the ITAK was only rubbing shoulders with the government with no solution in sight. Mr. Premachandran said his party would contest the local government elections on its own or under a new political front, which might be formed ahead of the elections. The TNA, made up of four political parties is facing an internal struggle after the EPRLF decided to quit the alliance. Since its inception in 2001, the EPRLF has contested elections under the 'House Symbol' of the ITAK, which is the TNA's main constituent party.

Wigneswaran at a special meeting of the Tamil People's Council (TPC) held at the Jaffna Library auditorium, on November 11 urged Tamil leaders, who were over 60 years, to move aside and allow the younger generation to take up politics, reports Daily Mirror. Earlier, Minister of Industry and Commerce Rishad Bathiudeen on November 14 addressing the opening ceremony of the first factory in the Menik Farm villagein Mullaitivu District as part of the 150 Mini Apparel Factories Program initiated by his Ministry said Menik Farm village will converted to an apparel village, reports Colombo Page. "We want these 150 factories to form their own apparel companies or cooperatives one day and share their profits among them. Reconciliation would be a distant dream without provision of livelihood to war affected families," the Minister said. He said 73 of the 150 factories are dedicated for conflict affected families. Of the 73 mini factories in North and East, 38 will be in the Northern Province while 35 will be in East. The SLR 287 million (US $ 1.87 million) project aims at setting up 150 Mini Apparel Factories across the country in support of National Unity Government's one million new employments program. Already 135 centers have commenced training and after six months, these centers will become mini apparel factories, each employing 22 persons.

Jaffna High Court on November 15 summoned Army Commander Lieutenant General Mahesh Senanayake to appear in Court on January 18, 2018, over the disappearance of 24 Tamils since their arrest in 1996 by security forces during the internal conflict with the Liberation Tigers of Tamil Eelam (LTTE), reports Colombo Page. Jaffna High Court Judge M. Illancheliyan issued the order when he considered a petition filed by parents and relatives of the 24 missing persons on November 15. The petitioners have alleged that the youths arrested by the then Commandant of the Nawakkuliya Army camp in Jaffna in September 1996 had disappeared. The Army Commander, the Attorney General and the then Commandant of the Nawakkuliya Army camp have been cited as respondents in the petition. The magistrate ordered all three respondents to appear in Court on January18, 2018.

Meanwhile, United Nation Human Rights Council (UNHRC) on November 17 adopted the outcome of the third Universal Periodic Review (UPR) on Sri Lanka at the 28th session of the UPR in Geneva, reports Colombo Page. Joaquín Alexander Maza Martelli, President of the Human Rights Council (Adoption) proposed the working group to adopt the recommendation section of the draft report and the UPR of Sri Lanka and declared the section of the report is adopted. Sri Lanka accepted 177 out of the 230 recommendations made by the third UPR and noted 53. Sri Lanka has also undertaken 12 voluntary pledges. Sri Lanka's special envoy to the Session, Deputy Minister Dr. Harsha de Silva delivering final remarks at the session said all the recommendations made are constructive and useful to Sri Lanka and each and every one of them is extremely meaningful.

At present, a large number of projects which were implemented jointly with the Ministry of Health to improve the health facilities for the people in the North have successfully been completed with the labor provided by Army troops. Those projects were launched under the supervision of the Army Commander Lieutenant General Mahesh Senanayake. Under this initiative, development activities including the construction of Out Patients Department (OPD) and ward complex of the Maruthankerney Rural Hospital, Kayts District Hospital, Vaddukoddai Rural Hospital, Velanai Rural Hospital, Chankanai Peripheral Unit and Kodikamam Central Dispensary and Maternity Home of Jaffna District, have been completed. Furthermore, at present the construction of Out Patients Department (OPD) of the Mallavi Base Hospital, Mankulam Base Hospital and Kilinochchi District General Hospital, have been completed as well as the construction of Out Patients Department (OPD) of the Sampathnuwara District Hospital of the Mullaitivu District. The development work of Vavuniya General Hospital which is under Vanni division and the building of the residencies for medical officers of Manthei Eastern Rural Hospital have been successfully completed. Sri Lanka Army has taken actions to hand over all completed projects to the Ministry of Health.

Sridharan had allocated SLR 4 million out of his decentralized budget to renovate the Mahaviru Mausoleum where the bodies of dead Liberation Tigers of Tamil Eelam (LTTE) members are buried in Kanakapuram in Kilinochchi District, reports Daily Mirror on November 24. This sum is to be taken out of the decentralized allocations made to the MP for development work of the Kilinochchi District. MP Sridharan, during an observation visit to the site, had informed the media that he intends using this money to renovate the graves of the LTTE members that had been there since 2009 and also to construct a protective wall around the cemetery. A decision was taken at the last meeting of the Kilinochchi District Development Committee to allow a group headed by MP Sridharan to begin renovation work on this cemetery.

Sritharan has allocated SLR 4 million of his decentralized budget to rebuild the cemeteries for dead LTTE fighters, reports Colombo Page on November 27. State Minister of National Policies and Economic Affairs Niroshan Perera reportedly said that an investigation into the matter has been ordered. The Prime Minister has instructed the State Minister to order the Kilinochchi Pradeshiya Sabha to stop the work immediately if reconstruction has started. The Minister has said that if the funds from the decentralized budget have been used for the renovation work of the LTTE mausoleum in Kilinochchi then the work will be stopped immediately since certain guidelines have to be followed for using funds from the decentralized budget.
