Government Defence spokesperson, Keheliya Rambukwella, stated that the Government will assist LTTE cadres deserting its ranks and surrendering to the SFs by offering them foreign employment after they are provided a few months of rehabilitation and vocational training. He said, "The Commissioner General of Rehabilitation will conduct a rehabilitation programme for the surrenderers who will be provided with jobs with the coordination of the Skills Development Ministry. They will be offered jobs in countries like Korea and Malaysia." According to Army statistics, more than 500 LTTE cadres have surrendered to the SFs following the signing of the cease-fire agreement in 2002.

Security forces (SFs) said that the Liberation Tigers of Tamil Eelam (LTTE) was preparing a major offensive towards SFs defences in the Batticaloa, following reports they received about a massive military build up in the Vakarai, from LTTE cadres who surrendered to the troops. Military spokesperson, Brigadier Prasad Samarasinghe, told Daily News on November 1 that LTTE cadres who surrendered to the Kajuwatta Army camp on October 31 revealed that there was a massive military build up in Verugal in the uncleared areas (area not under Government control) of Batticaloa, adding, that the LTTE had intensified their artillery and mortar attacks towards the SFs defences in Kajuwatta and Mankerni from October 30-evening compelling the troops to retaliate. He added, "The Air Force carried out aerial attacks on identified LTTE artillery positions in Kaddumuruippu to neutralise artillery and mortar attacks towards Security Forces, defences. The LTTE is continuing their sporadic artillery and mortar attacks towards Security Forces' defences in Kajuwatta and Mankerni."

SLAF jets also bombed a Sea-Tiger base north of Mannar after intelligence confirmed that several weapon-laden boats were about to leave the base for a major offensive against the security forces (SFs). However, no casualties were reported in this attack. Military spokesperson Brigadier Prasad Samarasinghe said that they had targeted two LTTE targets it viewed as threats to national security, adding, "We have taken two targets. One is a Sea Tiger base in Mannar (in the northwest), and the other is a military training camp 10 km southeast of Kilinochchi." A spate of intensified LTTE attacks on Mankerni and Kadjuwatte Army camps beginning on October 6 have deprived the Army of one Officer and 12 soldiers and injured at least 35 troopers to-date. Retaliatory fire of the SFs killed at least 60 outfit cadres in a battle on October 18 and injured a similar number. Attacks persisted on the 6th, 18th, 23rd, 30th, and 31st October until the SLAF jets bombed LTTE targets on November 1.

Any Government, through an arbitrary decision or any armed group through its power of weapons cannot decide the destiny of the people living in the North and East. That has to be decided by the people at a referendum." He added, “The Supreme Court gave a verdict last month to hold a referendum in the East on the merger of the two provinces because the amalgamation was a violation of the Constitution. Unless special provisions are enacted in Parliament there is no provision for any Government to merge two or three provinces and continue it as one administrative structure."

The Sri Lanka Monitoring Mission (SLMM) spokeswoman Hellen Ollafsdottir told Daily News that monitors who visited the incident site had counted 23 bodies at hospitals where also 135 injured were treated. "The exact number of people killed in the incident is not yet known", Ollafsdottir said. However, the LTTE claimed that 50 to 100 civilians were killed when "indiscriminate fire" by the military hit a school building where the displaced are housed. Meanwhile, pro-LTTE website Tamil Net said, "Five thousand internally displaced people had sought refuge at the school. So far, around 40 dead bodies have been recovered."

Government defence spokesperson, Keheliya Rambukwella, said, “While we regret this whole episode, we also must say that national security is uppermost in our minds and actions by the defence authorities were inevitable. The LTTE is using humans as shields to cover their operations. He warned that if the eight MPs belonging to the Tamil National Alliance (ITAK) from the Eastern Province did not resign by the 27th of November 2006, all eight MPs will end up receiving the ‘Maamanithar’ (Great Human Being) award posthumously as all eight MPs would be killed. According to copies of his speech made available to the media, Prabhakaran said, “Both our liberation movement and our people never preferred war to a peaceful resolution. We have always preferred a peaceful approach to win the political rights of our people. We have never hesitated to follow the peaceful path to win our political rights.
