May 2, 2022, marks the 24th day of a continuous protest in front of the Presidential Secretariat in Colombo demanding the resignation of the President Gotabaya Rajapaksa and the Government, reports Colombo Page. A large number of people from various parts of the island were present at the protest May 2 as well. Protesters carrying various placards and national flags and shouting slogans called for the resignation of the President and the government displayed placards with various slogans around the Presidential Secretariat building. The protest was attended by religious leaders, youths, civil activists, artists, university students, journalists, disabled war heroes, trade union representatives, scholars and people from all walks of life from various parts of the country. People, including small children, have joined the protest and protesters have set up libraries, first aid units and media units.

The Sri Lanka Podujana Permuna (SLPP) and the group of Members of Parliament (MPs) who became independent in Parliament recently have come to an agreement to form a National Unity Government on May 2, reports Daily News. The agreement was reached during the meeting both groups had with President Gotabaya Rajapaksa on May 2. General Secretary of the SLPP, MP Sagara Kariyawasam said that the SLPP expressed its agreement to the concept of a National Unity Government at this meeting. Sri Lanka’s main opposition party Samagi Jana Balawegaya (SJB) on May 3 handed over two no-confidence motions against the government and President Gotabaya Rajapaksa to the Speaker, the Chief Opposition Whip Lakshman Kiriella said, reports Colombo Page. The Leader of Opposition and SJB, Sajith Premadasa handed over the two no-confidence motions that were brought against the government and the President to the Speaker at the Speaker’s official residence. Handing over the two no-confidence motions to the Speaker, the Opposition Leader said a decisive step has been taken today for the victory demanded by the people of this country. The Leader of the Opposition stated that the SJB is functioning in line with aspirations of people and that people can now identify the people's representatives who do not sign and do not support the no-confidence motions that reflect public aspirations.

Main opposition Samagi Jana Balawegaya (SJB) says it will table the no-confidence motion against the Government in parliament on May 4, reports adaderana.lk. Member of Parliament (MP) Hesha Withanage stated this speaking to the media following a special meeting of SJB’s parliamentary group held at the office of the Opposition Leader on May 2. The no-confidence motion will be officially handed over to the Speaker of Parliament on that day (May 4), he said further. The SJB is ready to form an interim Government and hold an election soon, however, as long as President Gotabaya Rajapaksa is in power, the main opposition is not willing to support an interim Government, MP Withanage added.

President Gotabaya Rajapaksa has declared an island wide State of Emergency with effect from midnight on May 6, the President’s Media Division announced, reports Colombo Page. The Presidential Media Division further stated that the State of Emergency was imposed to protect the welfare of the country and to maintain essential services. The extraordinary gazette notification declaring the State of Emergency was issued by the Secretary to the President Gamini Senarath on the President’s command. The Gazette notification says the President is of opinion that by reason of a public emergency in Sri Lanka, it is expedient, so to declare emergency, in the interests of public security, the protection of public order and the maintenance of supplies and services essential to the life of the community. The President has declared the State of Emergency by virtue of the powers vested in him by Section 2 of the Public Security Ordinance (Chapter 40), as amended by Act, No. 8 of 1959, Law No. 6 of 1978 and Act, No. 28 of 1988. The provisions of Part II of that Ordinance, will come into operation throughout Sri Lanka with effect from May 6, 2022.

The Coordinating Center for Trade Unions states that more than 2,000 trade unions are participating in today’s (May 6) nationwide hartal and strike against the President, Prime Minister, and the Government, reports Colombo Page. Thousands of Sri Lankans are participating in a hartal campaign and unprecedented action trade union by the workers island wide has disrupted services in many sectors including health, postal, transport and education. The Ceylon Teachers’ Service Union (CTSU) stated that due to the strike school activities will not be held today. Its General Secretary Mahinda Jayasinghe said that teachers and principals will not come to schools on May 6. Protests had also begun in several areas. The entrance to the Katunayake Export Processing Zone has been blocked at Averywatta Junction due to a protest initiated by the employees of the Katunayake Free Trade Zone. Transport sector unions stated that they had stopped operating trains and private buses since midnight yesterday in support of the Hartal movement. However, the Chairman of the Sri Lanka Transport Board (SLTB) Kingsley Ranawaka said all SLTB buses are operating today (May 6). Trade Unions of banks, Ceylon Electricity Board (CEB), SLTB, as well as teachers and principals, are also set to participate in the hartal. All Ceylon Government Medical Officers’ Association also stated that they would support the hartal campaign to be held on Friday (May 6). Due to this all the doctors in their union working in all the hospitals and offices except the cancer, maternity and pediatric hospitals will go on strike on that day. Doctors from the Government Medical Officers’ Association (GMOA) will work but will wear black armbands to support the strike.

President Gotabaya Rajapaksa has requested the Leader of the Opposition and Samagi Jana Balawegaya (SJB) Sajith Premadasa to assume the post of Prime Minister on May 7, reports Colombo Page. The President has telephoned the Leader of the Opposition on May 7 morning and asked him to assume the post of Prime Minister in the face of the current crisis in the country. However, the Leader of the Opposition has told the President that the group of opposition parliamentarians will meet and reach a final decision. The President has further instructed the Leader of the Opposition to pass a resolution signed by a majority in Parliament and inform him if needed to hold a parliamentary election.

A group of people surrounded the vehicle of MP Amarakeerthi when it was passing Nittambuwa and tried to assault him and there was a shooting during the attack, in which the MP and his driver were killed and six other persons sustained injuries. The President, addressing the Nation on May 11 evening in a televised speech said he is working to form a new government to control the current situation and to maintain the current state of affairs in order to prevent the country from becoming anarchic. “This week I am working to appoint a Prime Minister and a Cabinet of Ministers who will win the confidence of the majority in Parliament and can ensure the confidence of the people of the country,” he said. The President also said that after appointing the new Prime Minister and the cabinet he will work to move a constitutional amendment to re-enact the contents of the 19th Amendment in a manner that gives it more powers to the Parliament. “The new Prime Minister will be given the opportunity to present a new program and take the country forward,” he said. The violence saw arson attacks on the homes of several politicians, including the ancestral home of the Rajapaksas in Hambantota. Social activist Manuri Pabasari said that the people’s protest at Galle Face Green is a symbolic moment and has placed Sri Lanka on the world map. “Some claim that this struggle hasn’t gone to the outskirts of Colombo and that all people are not being represented here. But that’s not the case. We have discussed with member organizations and after a series of around eight meetings with around 60 other civil society organisations and after having debates and discussions with over 200 people we have listed a set of people-centric demands.” Some of the demands are as follows: 1.The Rajapaksa regime headed by President Gotabaya Rajapaksa must relinquish power immediately. Post resignation, the members of the regime should refrain from exerting any undue influence on the governance and rule of law in Sri Lanka. 2.An interim government must be established for a predetermined period (no greater than 18 months) to steer the nation onto the path of recovery. 3.Essential amendments to the Constitution to be enacted as soon as possible, such as the abolishment of the 20A. 4.The government must take urgent measures to manage the current crisis and all processes shall be transparent. The prevailing social, economic and political crises have transformed into a humanitarian crisis, therefore, short, medium, and long term solutions are required to resolve the prevailing crises at hand. 5.All elected and appointed officials should declare their assets and investigations should be carried out to apprehend and recover unlawfully acquired assets through lawful means. 6. Rule of law must be re-established immediately to respect the rights of all citizens and visitors to the country. 7. Include the right to life as a fundamental right of all citizens in the Constitution of Sri Lanka. (Follow the Indian Constitution and its clauses on the Right to Life) 8. Laws must be amended as necessary to allow free and fair elections after the dissolution of the interim government.

The PM has sent this letter in response to a letter sent by the two MPs stating that they would make a decision on supporting a future Government according to the action taken on eight demands, including the action to be taken inside and outside Parliament, to make Gota Go Gama demand of all the people a reality. Responding to each demand, the PM said regarding the resignation of President Gotabaya Rajapaksa, further action should be taken in consultation with the party leaders in this regard and he also agrees with the decision of the majority. The PM said he expects to create an executive that limits the powers of the executive presidency and accountable to parliament through the speedy adoption of the 21st Amendment to the Constitution. Colombo Fort Magistrate Thilina Gamage, on May 18, has remanded four suspects, including Sri Lanka Podujana Peramuna (SLPP) Member of Parliamentarians (MPs) Sanath Nishantha and Milan Jayatilake, who were arrested in connection with the recent attacks on Maina Go Gama near Temple Trees and Gota Go Gama at Galle Face in Colombo, until the 25th of this month, reports Colombo Page. The Magistrate further stated that the bail applications of Sanath and Milan will be rejected under the Bail Act as the investigation into the suspects has not been completed and if they are released on bail there could be a public disturbance. In addition, the Magistrate ordered that former Western Provincial Councilor Amal Silva and an employee of the Dehiwala Mount Lavinia Municipal Council who were arrested in connection with this incident be remanded until the 25th and produced before an identification parade on that day. Deputy Solicitor General Riyaz Bari, appearing for the Criminal Investigations Department (CID), said that investigations conducted by the CID had revealed that the two MPs Sanath and Milan, who are currently under arrest, had been actively involved in the recent attacks on Gota Go Gama and Maina Go Gama.

The Cabinet took the decision to distribute copies of the amendment, to be discussed on May 27, amongst the Parliament Party Leaders for their observations. Following this, the amendment will be sent back to Cabinet for final approval, Prime Minister Ranil Wickremesinghe said in a statement. The 21st Amendment is expected to annul the 20A which gave unlimited powers to President Gotabaya Rajapaksa after abolishing the 19th Amendment. Minister of Justice, Prisons and Constitutional Reforms, Wijeyadasa Rajapakshe, said the 21 Amendment includes clauses that reduce the powers of the executive presidency and prevent people with dual citizenship from holding parliamentary seats.

The Colombo High Court, on May 25, ordered the release on bail of millionaire businessman Mohamed Ibrahim, the father of suicide bombers Mohamed Ilham and Mohamed Inshaf in the Easter Sunday attack, and another suspect, identified as Mohamed Hijaz, on a Rs.200,000 cash bail and three surety bails of Rs.1 million each, reports Colombo Page. The judge granted bail on the grounds that the accused had been remanded for nearly three years and considering their health condition. The Attorney General had filed the case under the Prevention of Terrorism Act against three suspects, including Mohamed Ibrahim, for allegedly concealing information from the Police despite having knowledge of a terrorist attack on Easter Sunday. Court ordered the defendants to be banned from traveling abroad and to report to the Criminal Investigations Department (CID) on the first and last Sunday of each month. The petitions seek the apex court to rule that some of the provisions contained in the private resolutions of the 21st and 22nd Amendments to the Constitution presented to Parliament by the General Secretary of the Samagi Jana Balawegaya (SJB) Ranjith Madduma Bandara and Minister Wijeyadasa Rajapakshe are unconstitutional and must be approved by a two-thirds majority in Parliament and a public referendum. In a special Statement by the Prime Minister Ranil Wickremesinghe, he said, “Today, the main issues in our country are not limited to the economic sphere. There are also two major issues in the political sphere. The re-introduction of the 19th Amendment is one of these issues. We, as party leaders, are now preparing the 21st Amendment in this regard. The second issue is to work towards the abolition of the Executive Presidency. The timing and methodology must be decided by the Party Leaders. The functioning of the Parliament has been paralyzed due to the weakening of the Parliamentary powers by the 20th Amendment. The Executive has been given more powers. The main allegation today is that the Parliament has not acted to prevent the economic crisis. There is an allegation that even though the ruling party had a majority in Parliament they neglected the work of the Parliament. Everything was systematically controlled by the Cabinet Ministers.” He further said, “Now we need to change the structure of Parliament and create a new system by combining the existing system of Parliament or the Westminster system and the system of State Councils. In those cases, Parliament can participate in governing the country”.

Sri Lanka’s Prime Minister (PM) Ranil Wickremesinghe says as young people of the country are calling for a change in the existing political system, he proposes to appoint youth representatives to the parliamentary committees advising the government, reports Colombo Page. PM Wickremesinghe said he proposes to appoint four youth representatives to each of the 15 Committees of Parliament and the youth organizations can decide how to choose these representatives. “Through this work, young people will be able to learn about problems and provide solutions to them on their own. They will be able to contest elections if they wish to do so,” the Prime Minister said. Meanwhile, United National Party (UNP) General Secretary Palitha Rangebandara says that success cannot be achieved without winning over the youth community. He points out that whenever the confidence of the youth could not be won, there were political and social breakdowns in the country. Rangebandara said the youth are by nature protesters and their behavior could not be described as unjust and unfair. "Currently, there is a comprehensive program in place to strengthen Parliament. The Prime Minister's aim is to build that structure by passing the 21st Amendment. This is not a person's process. This is a comprehensive program for the country. However, in this process about 15 Committees will be established in Parliament. The Prime Minister has proposed to give youth representation to these committees. The Prime Minister has embarked on this important course of action as a leader who gives priority to youth ideas,” Rangebandara said.

The Criminal Investigation Department (CID) has arrested six more suspects including a woman into custody over the unrest that unfolded on the May 9 at the Galle Face Green and in Kollupitiya, reports Ada Derana. Among the latest arrestees are the son of Moratuwa Mayor, three urban council employees, a member of Colombo Municipal Council and a 56-year-old retired female teacher. The suspects will be produced before the court tomorrow on June 1, the Police spokesperson said.
