We want a Constitution which would abolish the Executive Presidency and introduce a new electoral system,” Minister Senaratne said. Senaratne stressed that the Government would go ahead with the referendum. He said “Only certain people in the SLFP did not want it and they were not with the President when he came to power. We have given certain promises in our manifesto and we will keep to it.”

He said "Two weeks ago the UN Human Rights High Commissioner in his report on Sri Lanka called for a probe by foreign judges. Within 24 hours, I rejected it saying I am not ready to bring foreign judges here. There can be people without a backbone. But I am not ready to go forward with those without a backbone. I will go forward with only those with a backbone," he said.

Tamil National Alliance (TNA) welcomed the report of the United Nations High Commissioner for Human Rights on the implementation of the 2015 Human Rights Council resolution, and its recommendations, reports Colombo Page on March 4. In a statement, the TNA said "We have continued to express our concern about the lack of progress on the issue of accountability, and have called on the government to present a time-bound action plan to implement its own commitments. The systemic failure to make progress on emblematic cases in the regular courts highlights the need for a special court with robust international participation in keeping with the government's commitments. We welcome the High Commissioner's recommendation echoing this demand. We also call on the government to operationalise the Office on Missing Persons forthwith. The inexplicable delay in doing so unconscionably prolongs the agony of the families of the disappeared. We therefore welcome the High Commissioner's call that the Human Rights Council sustain its close engagement with the Government of Sri Lanka and ensure monitoring of developments in the country."

President Maithripala Sirisena participating at the opening ceremony of the first regional office of the "Tell the President" program at Northern Province Governor's office on March 4 said a new initiative through a new strategy will be implemented for the development of the Northern Province, reports Colombo Page. The President said he has instructed all Ministers to visit the Northern Province in every month or every two months to review the progress of the development works of the respective ministries and present a time frame in this regard to the Cabinet. The President added that he will visit the Northern province once in every month in the future with the relevant MPs and Ministers and the state officials to look into the steps to be taken to expedite the development program.

The draft legislation will be presented in Parliament shortly. The Government decided to set up the OMP in 2016 through an Act of Parliament but it is not operational as yet. The move to amend the Act comes in the wake of the UNHRC calling for speedy action in ensuring transitional justice. The OMP is one of them.

Gampaha District High Court has ordered to further detain two Liberation Tigers of Tamil Eelam (LTTE) cadres for bombing of a military aircraft in 2000, reports Colombo Page on March 6. The Gampaha District High Court Judge Khema Swarnadhipathy ordered to detain the suspected former cadres Jegan alias Kulawan and Vallami alias Sinnathilakan of the Missile Brigade of the LTTE till March 21.On March 30, 2000, an Antonov-34 aircraft flying from Palaly to Ratmalana over Anuradhapura was shot down killing at least 40 people including four Russians. According to the Police, the two LTTE suspects arrested in 2012 in Kilinochchi had revealed that the rebels had fired missiles towards the aircraft from Wilpattu jungles. The Police had recovered parts of the missiles used in the attack.

Swaminathan said that his ministry has constructed over 11,000 houses in war affected areas, reports Colombo Page on March 28. According to the Minister, 11,253 houses in war affected areas in Northern and Eastern Provinces and in border villages in Puttalam, Anuradhapura, and Polonnaruwa Districts have been constructed in 2016. In addition, the Ministry has renovated 2,170 partly damaged houses, 171 roads, 41 pre-schools, 29 schools, and 23 hospitals. It has also granted provisions for 104 free domestic electricity connections, 3,371 water supply connections, 47 RO water purification plants and livelihood facilities for 12,050 families providing Rs.100,000 for each family. About 7,598 toilets, 1,202 common wells, and 29 community water projects have also been constructed for the affected people by the Ministry, he added.
