President Gotabaya Rajapaksa has appointed a Presidential Commission of Inquiry to investigate and report on all types of violent incidents including arson, looting, property damage, and homicide in several parts of the island between 21st of March and the 15th of May 2022, reports Colombo Page. The President’s Media Division said Supreme Court Justice President’s Counsel B. P. Aluvihare has been appointed as the Chairman of the Commission, while former Senior DIG S.M. Wickramasinghe and Additional Chief Valuer N.A.S Wasantha Kumara have been appointed as the other members of the Commission. Additional Secretary to the President Buwaneka Herath will function as the Secretary. Letters of appointment to the members of the Commission were handed over by the President at the President’s House, Colombo on June 1.

The weekly Cabinet meeting is scheduled to be held on June 6 (today) chaired by President Gotabaya Rajapaksa, to present several special proposals of which the most important is the 21st Amendment to the Constitution, reports Colombo Page. Minister of Justice Wijeyadasa Rajapakshe will present the draft to the Cabinet. Minister Wijeyadasa, on June 5, said the draft bill pertaining to the 21st Amendment to the Constitution is expected to be presented to the Cabinet of Ministers for approval on June 6. The Minister pointed out that the views and suggestions obtained from the party leaders will be included in the 21st Amendment Draft Bill, which has already been submitted to the Cabinet. Accordingly, the relevant amendment is to be discussed in the Cabinet and approved today.

However, it has not been approved and the Cabinet has proposed to include the amendments submitted by the political parties and organizations and submit to the next Cabinet meeting.

The Tamil National Alliance (TNA) unanimously decided, on June 8, to support the draft 21st Amendment to the Constitution which was presented as a Private Member’s Bill by Samagi Jana Balawegaya (SJB) Member of Parliament (MP), Ranjith Madduma Bandara, TNA Parliamentarian, M.A. Sumanthiran said, reports Daily News. Parliamentarian, Sumanthiran said, “There is only one ‘21st Amendment’ and that’s the ‘one” which gets our party’s support.” Parliament received copies of five petitions filed at the Supreme Court in respect of the Private Member’s Bill titled ‘Twenty First Amendment to the Constitution’ and copies of four petitions filed against the Private Member’s Bill titled ‘Twenty Second Amendment to the Constitution’.

The Janatha Vimukthi Peramuna-led National People’s Power (NPP) has presented a set of proposals to be considered for the 21st Amendment to the Constitution, reports Daily News on June 9. NPP, Member of Parliament (MP), Vijitha Herath has written to Justice Minister Dr. Wijeyadasa Rajapakshe explaining the Party’s 9-point proposal. Under these proposals, Parliamentarians will be unseated from their seats if they leave the Party they were elected to Parliament. The NPP has also underlined that the President should not hold any Cabinet portfolio and that Cabinet should be limited to 25. The number of Deputy Ministers should also be 25, and there should not be any other ministerial portfolios, including State Ministries. The number of Cabinet Ministers should not be increased when a National Government is formed. The portfolios of the Ministries and their subjects should be included in the Constitution. There should be provisions to create new Ministries based on contemporary and future requirements. The NPP has also fixed a maximum age of 70 for candidates contesting the Parliamentary Election. It has stated that the Ninth Parliament should be dissolved within six months of the enforcement of the 21st Amendment.

A Gazette Extraordinary has been issued creating a new portfolio titled Minister of Technology and Investment Promotion and Minister of Women, Child Affairs & Social Empowerment, and was announced in a communiqué published by President Gotabaya Rajapaksa, on June 9, amending a previous gazette notification issued by him on the 27th of May, by virtue of the powers vested in him under paragraph (1) (a) of Article 44 of the Constitution, reports Ada Derana. Through the amended gazette notification, several duties, functions, departments, statutory institutions and public corporations under the purview of the Minister of Defence. Thereby, the Department of Immigration and Emigration, Telecommunication Regulatory Commission of Sri Lanka (TRCSL), Department of Registration of Persons and Board of Investment, which were listed under the Defence Ministry have now been assigned to the Ministry of Technology and Investment Promotion.

Ambassadors and High Commissioners of the Middle East, China and India called on President Gotabaya Rajapaksa at the President’s House, Colombo. President Rajapaksa briefed the Ambassadors and High Commissioners on the current economic, social and political situation in Sri Lanka. President Rajapaksa requested the diplomats to extend all possible assistance for Sri Lanka in resolving the existing situation. Police Headquarters, on June 12, say during Police raids in the last 24 hours 21 suspects have been arrested in connection with the May 9 violent incidents, reports Colombo Page. The Police carry out daily operations to arrest suspects engaged in riots and violent incidents. Accordingly, 21 suspects were arrested within the 24-hour period ending this morning (June 12). Meanwhile, 22 suspects arrested earlier were released on bail yesterday and the court ordered the remand of 8 suspects. According to the Police 2,725 suspects have been arrested in connection with 857 incidents reported so far and 1,083 of them have been remanded.

MP Harsha came out with this idea at a press conference in response to a questioned raised by journalists on holding a general election in March next year. "We are not insisting that an election should be held but it should be considered if that is the only option available," Harsha said. "Some people hold a wrong idea about finding funds for a general election. However, Vérité Research Pvt Ltd has revealed that only Rs 5.7 billion has been spent for the 2020 general election even with the COVID 19 safety protocol. However, a sum of Rs 19.1 billion has been allocated for ministry of defence construction projects in 2022 while Rs.12 billion is allocated for Defense Headquarters in 2022. These funds could be used if an election is held," he added. "We propose forming of a proper multi party government for a short period and then one could hold a general election. International and local trust could be built this way," he stressed.

The relevant proposal was presented to the Cabinet by the Minister of Justice, Prison Reforms and Constitutional Affairs, Dr. Wijeyadasa Rajapakshe, and accordingly, the Cabinet has decided to present the relevant draft Bill to Parliament expeditiously. The 21st Amendment is expected to annul the 20A which gave unlimited powers to President Gotabaya Rajapaksa after abolishing the 19th Amendment. The new bill will enforce the 19th Amendment and remove the unfavorable clauses of the 20th Amendment.

A three-judge bench of the Colombo High Court trial-at-bar, on June 20, ordered that a pre-trial hearing be held on August 4 against 25 suspects, including Naufer Moulavi, on charges including conspiracy to commit, aiding and abetting the suicide bombing on Easter Sunday, reports Colombo Page. The case was taken up before a three-judge bench comprising Damith Thotawatte, Amal Ranaraja and Navaratne Marasinghe, and the suspects including Naufer who were remanded at that time were also produced before the court. The bench directed that a preliminary hearing be held on August 4. The three-judge bench also directed the lawyers of the accused to file their bail applications two weeks before the next hearing. The case has been filed by the Attorney General against 25 accused including Naufer Moulavi, Sajeed Moulavi, Mohammad Milhan, Sadiq Abdullah, Adam Lebbe, Alias Gouper Uncle, Mohammad Sanas Deen, and Mohammad Rizwan on 23,270 charges including conspiracy to carry out terrorist attack aiding and abetting the attack on Easter Sunday.

The delegation members pointed out that a firm message about the future plans of building the country’s economy will certainly pave the way for the international community to assist Sri Lanka. Nearly 90 per cent of the country's population lives in rural areas, and 75 per cent of those people depend on agriculture. The President said that by providing them with the required fertilizer and fuel, many problems as well as the issues related to the supply of food could be solved. Steps have been taken to provide uncultivated Government lands to those interested in agriculture as a solution to the land issue. President Rajapaksa explained the initiatives launched by the Government to provide a lasting solution considering the humanitarian situation that has arisen after the war as well as the fair manner maintained in the process of enforcing law without any party affiliation and interfering to the Ambassadors. Earlier this week, the Cabinet of Ministers approved the proposal presented by the Minister of Justice, Prison Affairs and Constitutional Reforms, to publish the 22nd Constitutional Amendment Bill in the Government Gazette. The Attorney General has informed that the bill is in accordance with the Constitution. The Bill published in the Gazette will be presented to Parliament for approval. The new legislation sets out a broad definition of the issues to be considered and met in the appointment of the President, the powers of the Prime Minister and the nature of the post, the new commissions and how the Cabinet will be collectively accountable.

Whilst ruling out a new multiparty government, Leader of Opposition Sajith Premadasa, on June 30, pledged to form a Samagi Jana Balawegaya (SJB) administration with a fresh mandate, reports Daily Mirror. “We will form our own SJB government comprising 113 SJB MPs [Members of Parliament] with a fresh mandate. Do not show us carrots in the form of Premiership, state and deputy ministers as we will not accept any of these. We will form our own government with 113 of our own MPs after a fresh mandate,” Sajith said, adding, “Be ready to chase the Rajapaksa's and others who robbed public funds away from this country and to grab all the properties they have stolen from the public.” He also said, “We will also bring all those who robbed public property to book.” The protest began opposite Fort Railway station while a section of the crowd walked towards President’s House down Lotus Road.
