President Mahinda Rajapakse on June 1 told the visiting United States Undersecretary for South and Central Asia, Richard A. Boucher, that he would seek a "fresh outlook" on a negotiated political settlement for the continued ethnic conflict in the country. He said that he would ask an all-party conference, scheduled to be held on June 2, today, "to work out suitable proposals for devolution of power." He emphasised that the "failure of earlier proposals to solve this crisis was because they did not have the agreement of the LTTE, and it would not be practicable to impose any unilateral solution, without agreement with the LTTE." He added that there is the need "to seek a Sri Lankan solution and not be confined to the solutions in other countries." However, he "did not rule out the possibility of some of those solutions being suitable in the Sri Lankan context." The President also said the Liberation Tigers of Tamil Eelam (LTTE) has to be a part of the process of changing the constitution. He said, “It would not be useful to agree on any solution or introduce change to the power structure without their participation. First of all they will not accept such a solution. We have to involve them.” He reiterated that the Government would not opt for war. "I conveyed my stand that I will not opt for a military solution," Rajapakse told Associated Press. He also reiterated that there are no paramilitaries operating from Government-controlled areas and if there were, his Government would disarm them.

Tamilselvan, after his meeting with the head of Sri Lanka Monitoring Mission, Wolf Hendrikson, told the media that preparations for the talks are already underway. He stated, "Members of the Tamil Tiger delegation for Oslo will be announced within the next two days. Despite the EU ban the talks will go on." Meanwhile, the head of Government’s Peace Secretariat, Palitha Kohona, has been appointed to lead the Government delegation for talks in Oslo. "So far as we are concerned, we are ready for the talks," Kohona said after his appointment.

A unilateral communiqué issued by the outfit from Oslo on June 9 and released to the press on June 10 contained significant omissions from an earlier joint communiqué by the Government and LTTE in December 2002 after the third round of negotiations between the two parties. In that earlier statement, it was "agreed to explore a solution founded on the principle of internal self-determination in areas of historical habitation of the Tamil-speaking peoples, based on a federal structure within a united Sri Lanka." The departures from the 2002 document were the omission of the phrases "internal self-determination," and "federal structures" as the basis for a solution. The Government's spokesperson on security issues, Keheliya Rambukwella, blamed the Liberation Tigers of Tamil Eelam (LTTE) for the attack saying, "There is no iota of doubt that it is the LTTE." He also said, "There is no declaration of War, the peace agreement is on, but, we have to look at it very seriously", adding that the Government would not hesitate to take military action if needed, to safeguard the civilians. Subsequent to the attack, security forces (SFs) carried out an aerial attack in the LTTE-held Sampoor and Maullativu area and drooped bombs near the outfit headquarters of Kilinochchi on June 16, today. However, no casualties were reported in these incidents. Meanwhile, the LTTE denied its involvement and blamed the Government for the attack. One civilian among those who sought refuge in a church in the aftermath of the sudden flare-up was killed and several others were injured. According to official claims, eight of the 12 boats used by the LTTE in the offensive were destroyed and three were damaged. The Army has described the situation on the islet as "under control". The LTTE, however, claimed that 12 sailors and two of its cadres were killed in the offensive. While the Ceasefire Agreement (CFA) is a document signed by the government of Sri Lanka and LTTE, the agreement of treaty status relating to the establishment of the SLMM, the Status of Mission Agreement (SOMA), is between the Government of Sri Lanka and the Royal Norwegian Government."
