Polonnaruwa High Court on July 3 sentenced Sivaraja Jenivan alias Mohommadu Sulthan Cader Mohideen, a former Liberation Tigers of Tamil Eelam (LTTE) cadre to a 10 year prison term for his involvement in an assassination attempt on President Maithripala Sirisena in 2006, reports Colombo Page. Jenivan was charged with setting up a claymore mine in an attempt to assassinate President Sirisena when he was the Minister of Mahaweli Development. He was arrested while travelling in a bus from Polonnaruwa to Batticaloa on April 23, 2006.

The Government has recruited 3,600 rehabilitated former combatants of Liberation Tigers of Tamil Eelam (LTTE) to the Civil Defence Force, reports Colombo Page on July 5. They have been appointed to permanent positions in the Civil Defense Force and as such, entitled to pension schemes of the Government. The newly recruited personnel will be appointed to provide services to preschools and farm houses in the northern areas. The Force has nearly 40,000 personnel in permanent and pensionable Government service. They are deployed in major cities and towns to assist the police in maintaining public security.

Tamil National Alliance (TNA) has barred former members of the terrorist organization Liberation Tigers of Tamil Eelam (LTTE) from contesting parliamentary elections next month, reports Colombo Page. Several ex-LTTE members had reportedly applied to be nominated from the former battle zone Districts in the north and eastern provinces for the August 17 polls. The party has even rejected a bid to contest by Ananthi Sasitharan, wife of Elilan, a senior LTTE member from the eastern province in Trincomalee District. Sasitharan is one of TNA's elected members in the Northern Provincial Council. The TNA said rehabilitated former LTTE members will be considered for selection at future elections.

N.Vithyatharan coordinator of Crusaders for Democracy (CFD), an organization of ex-Liberation Tigers of Tamil Eelam (LTTE) cadre and their supporters on July 11 said that CFD will be putting up ten former LTTE militants in the Jaffna-Kilinochchi electoral District for the August 17 Parliamentary elections as Independents, reports Indian Express. In its update to the 2014 Human Rights and Democracy Report, the United Kingdom (UK) Foreign and Commonwealth Office (FCO) said that following the election of President Maithripala Sirisena in January and the appointment of a new Government, the human rights situation in Sri Lanka improved during the first half of 2015, although some concerns remain, reports Colombo Page on July 16. The report said during the first half of 2015, Sri Lanka took a number of positive steps to address human rights and democracy concerns, including establishing new institutions and undertaking legal reforms. The FCO also noted that among others, freedom of expression improved, with exiled journalists invited to return to the country and a number of banned websites unblocked. The democratic space has opened up with travel bans on foreign nationals visiting the north lifted, and the NGO Secretariat moved from the Ministry of Defence to the Ministry of Policy Planning and Economic Affairs. Local contacts in the North and East noted a significant reduction in surveillance by security forces with increased space for journalists and civil society activism.However, the report said challenges remained, including those related to high levels of militarization, such as military involvement in civilian life, and the continued occupation of land by the armed forces. There were also concerns over women's security as well as reports of journalists being intimidated.

A group of former members of the Liberation Tigers of Tamil Eelam (LTTE), which has fielded 10 candidates in the August 17 Parliamentary elections, has urged India, United States (US) and other Western countries to commend its decision to enter the fray, reports The Hindu on July 18. The group, called themselves as “Crusaders for Democracy”, said in a statement that when the LTTE was involved in an armed struggle, these countries and the international community wanted it to give up arms and join the democratic mainstream. N. Vithyatharan, coordinator of the group, said the candidates had been fielded as independents as the group could not be registered as a party.

A 37-year-old Sri Lankan national, who graduated in Sharia Law from Pakistan, has reportedly died fighting along the dreaded Islamic State (IS) or Islamic State of Iraq and Syria (ISIS) militants in Syria, reports DNA on July 21. The suspect has been identified as Mohammed Niram alias Abhu Shuraih Sailani (name given after he joined the ISIS). Mohammed Niram was reportedly killed in an airstrike in Syria. According to reports, he was a karate instructor from the central town of Galewela. He has also worked as the Principal of a privately owned education institution at Galewela having come over from Kandy city.Colombo Page further adds that the owner of the international school in which the Sri Lankan IS militant, who died in Syria served, confirmed to a local radio station that the man was the former principal of his school. The owner Mohammed Sahabdeen Mohammed Samir said that the Sri Lankan IS militant was a resident of Colombo District who hailed from Warallagama area in Kandy District. He also said that Mohammed Niram has left the school in 2014 informing the owner of the school that he would leave for Mecca with his family a day before the school was to be started after a vacation.

Former Sri Lankan President Mahinda Rajapaksa on July 21 denied allegations that he gave money to the Liberation Tigers of Tamil Eelam (LTTE), saying the ruling coalition leaders have been trying to “mislead voters” ahead of the parliament elections next month, reports The Indian Express. According to a top official of the Defence Ministry, the Sri Lankan Government is in the process of identifying and releasing more private land from the High Security Zones in the Northern Province, reports The Hindu on July 20.Tthe official said that surveyors and other field officials are also being involved in the process to ascertain the veracity of claims and spot the owners concerned. While the Defence Ministry official said he was not in a position to give a figure, it is learnt that over 5,000 acres are still with the Security Forces (SFs). According to the website of the Resettlement Ministry, as on April 30, there were still 13,480 families coming under the category of Internally Displaced Persons (IDPs), who have not yet been resettled. Since 2009, about 6,200 acres of private land has been released.

Responding to a questionnaire sent by The Hindu last month on the status of the Army’s presence in the Northern and Eastern Provinces, it said: “We have almost totally disengaged [ourselves] from non-military activities.” On a question about the Army’s plan to close down camps in the North, it said since the end of the “humanitarian operation” [that’s how the Eelam War IV is called in the Army’s parlance] in May 2009, the deployment of troops had been “regularly reviewed” based on “threat assessment, national security concerns and strategic implications”. Accordingly, troop deployment had been “readjusted on several occasions. This is a continuous process and the number of troops and bases will be in accordance with the national security concerns.”Earlier, the Oakland Institute, a United States (US)-based policy think tank, reported the Army has “expanded” itself into “non-military activities” and is “engaged in large-scale development, construction projects and business ventures”.

The intelligence official however, noted that ISIS sympathizers within the country at present was a ‘very small element’, but cautioned that if the group was allowed to develop, it could pose a serious national security threat. The source also confirmed that ISIS had mainly been using social media to lure young recruits from Sri Lanka to its cause. Some of these people are thought to have made their way to Syria afterwards, where ISIS has established its so-called ‘Caliphate’, which also includes parts of Iraq. “While we are currently trying to track these individuals both here and abroad, there needs to be a long-term strategy and coordination at international level to counter the threat,” the official said.

An unexploded bomb, believed to have fallen off from the Liberation Tigers of Tamil Eelam (LTTE) aircraft shot down in 2009 by Sri Lanka Air Force (SLAF) at Katunayake in Western Province, was found in a swamp close to the SLAF Camp on July 27, reports Daily Mirror. SLAF Spokesman Gehan Senaviratne said Road Development Authority (RDA) employees had discovered the bomb while carrying out road construction work in the area. Senaviratne said “The bomb was inside a plastic barrel in the swamp some 50 metres away from the location where the LTTE aircraft was shot down. We have secured the area and SLAF bomb disposal unit will soon defuse the bomb.” On February 20, 2009 the LTTE launched an attack on the SLAF Camp at Katunayake adjoining the Bandaranaike International Airport. The plane was shot down by anti-aircraft fire. The plane was found intact with the body of the pilot and explosives inside.

Investigations have revealed that the man's wife and his five children have left for Pakistan. Following the reports of Muhsin's death, Prime Minister Ranil Wickremesinghe ordered the Police to question the family members to find out how the Sri Lankan joined the ISIS organization and whether there were others. The Inspector General of Police has also instructed Central Province Police authorities to conduct investigations into the slain ISIS militant. The refugees have reportedly been housed in various camps located in Tiruchi, Dindigul, Kanyakumari, Villupuram, Tuticorin, Sivaganga, Pudukkottai, Madurai, Karur, Tirunelveli and Ramanathapuram Districts of Tamil Nadu. Ranawaka said the 30-year-old Ealam War has deteriorated the socio-economic development of the Tamil community in Sri Lanka. Contrasting the case of the Tamils with those of plantation workers of Indian origin and Muslims, Ranawaka said the other two communities had progressed well because “they simply integrate [themselves] with the Sinhalese.” He added that if the Tamils followed suit, “they can [also] achieve a lot.” Describing the Sri Lankan society “as a compassionate society”, he said that “our country is based on Buddhist philosophy, which teaches us that all people, all human beings are equal. Foreign Ministry spokesperson Mahishini Colonne said the Government was aware of the British Channel 4 News report on the document but will not comment on such media reports. Channel 4 News reported this week that it has been supplied with the leaked United Nations (UN) document which it claim could pre-empt and undermine September’s Human Rights Council discussion on a UN’s long-awaited investigation into crimes committed at the end of Sri Lanka’s 26-year civil war. According to the UN tens of thousands of Tamil civilians died in the closing stages of the Sri Lankan military’s war against the Liberation Tigers of Tamil Eelam (LTTE). The UN says most of those civilians died in government shelling as they were crammed into ever-diminishing “No Fire Zones” – though the LTTE cadres are also alleged to have committed grave abuses including suicide bombings and the use of human shields. Channel 4 News said the document appears to be have been created by the UN in conjunction with the Sri Lankan Government, and outlines plans to set up a purely domestic inquiry into human rights violations – with technical support from the UN. However, the Northern Provincial Council (NPC) chief minister, CV Wigneswaran, told Channel 4 News that the UN had not even consulted them in this regard.
