Government is to take measures to recruit another 5,000 former LTTE combatants to the country's Civil Defense Force. Director General of the Civil Defense Department Rear Admiral Ananda Peiris on July 2 said that steps will be taken to recruit 5,000 rehabilitated former LTTE cadres to the Department. The Government earlier recruited 1,500 former cadres, 300 each from the five districts in the Northern Province. Brigadier Peiris also has said that those LTTE cadres are now on active duty.

The recent unrest in the Vavuniya Prison in Northern Sri Lanka is a well-planned conspiracy of the Liberation Tigers of Tamil Eelam’s (LTTE) international network, Prisons and Rehabilitation Minister, Chandrasiri Gajadeera said on July 3, Colombo Page reported. He noted that the LTTE suspects at the prison have had in their possession satellite mobile phones and various communication equipment and added that some of the suspects transferred to Colombo following the incident were prepared to confess to that effect.

The TNA is looking forward to America and India to create a separate state by combining the North and East and handing it over to the TNA. But we are not ready to allow the TNA to come to power in the Eastern province. People’s Movement of the East for National Harmony coordinator S Amarasinghe on July 4 said many Eelam People’s Revolutionary Liberation Front (EPRLF) and People’s Liberation Organisation of Tamil Eelam (PLOTE) activists of Eastern province have decided to support the United People’s Freedom Alliance (UPFA) at the upcoming election. Around 15 members of Batticaloa, Ampara, Wawunathivu, Kalawanchikudi, Kokkadicholai and Wellawali Pradeshiya Sabhas and more than 600 chief organisers serving as active members of the EPRLF and PLOTE for a number of years will support the Government at the polls, he said.

The Criminal Investigation Department (CID) informed the Colombo Magistrate Court that the Attorney General's advice has not yet been received regarding the two former leaders of the LTTE. The two former leaders are Velayuthan Dayanidhi alias Daya Master, who was the media spokesman of the LTTE, and Velupillai Kumaru Pancharathnam alias George Master, who was the translator for slain LTTE leader V. Prabhakaran. The two former LTTE leaders have surrendered to Sri Lanka Army on April 22, 2009, during the final stages of the war between government forces and the LTTE. Following their surrender, they were brought to Colombo and held in custody under the Prevention of Terrorism Act. The former LTTE leaders have confessed to their past activities at the rebel outfit to the CID. The Magistrate ordered to obtain the consultations of the Attorney General urgently and postponed the case till November 26. They were later released from remand custody on bail while the court proceedings continued.

Senior Cabinet Minister and former chairman of the All Party Representatives Committee (APRC) Prof Tissa Vitarana said that the lack of commitment by Tamil National Alliance (TNA) leaders to make their participation in the Parliamentary Select Committee (PSC) to find a progressive solution to the national question has raised various uncertainties in regard to where they stand as a political party, according to Daily News. He explained: "Their participation in PSC is paramount in reaching a political solution to the Tamil question. By abstaining from sitting on the PSC, they leave the Tamil public in a tight corner by delaying all the possibilities of finding a suitable solution to the national issue. I am sorry to say they have been abstaining from declaring their participation in the Committee for a month despite our repeated requests to do so for larger national interest and on behalf of the Tamil people represented by them. They do so by presenting several demands before the government saying that those demands must be met before they can sit in the Committee to discuss the Tamil question. They do so in spite of the fact that they can discuss once they sit in the PSC. The Committee was appointed by President Mahinda Rajapaksa to find acceptable and workable solutions to these issues. The TNA members stand in the way of this process by not committing their participation to the PSC, and thereby dragging and further complicating the problems of the Tamil public that they represent. This will slow down the government's reconciliation process in turn, much to the dismay of the public. It also challenges the national interest in the country to address the ethnic question by way of an acceptable political solution. The TNA's lack of commitment to participate in the PSC proceedings will have an adverse effect on the country's forward march. They themselves will be responsible for prolonging the problems of Tamil people if they continue to act like this." The PSC is mandated to find a political solution to the ethnic issue through its proceedings before the end of the year (2012).

The Sri Lankan Government on July 5 assured that the elections to the Northern Provincial Council (NPC) will be held before September 2013, reports Colombo Page. Youth Affairs and Skills Development Minister Dulles Alahapperuma said that the Government expects to hold NPC elections when the country is celebrating the 25 years of provincial council system. The Minister said the Government expects to create the background for the North to enter national politics by that time. He pointed out that not many political leaders have emerged in many areas in the North for the last two decades even for the rural or provincial level. He said the Government expects the new political leaders who have given up the separatist agenda and love the country to arise from any political party by then.

The Sri Lankan Government through a special Gazette Notification has banned the use of dog and tiger as party symbols by any political party in the country, Colombo Page reported. Elections Commissioner Mahinda Deshapriya said that accordingly no recognized political party will be permitted to use the tiger or the dog as their party symbol. Similarly, recognized political parties are not permitted to use the bull and the pigeon as party symbols but independent groups may use those symbols. At present, there are 64 recognized political parties in Sri Lanka.

"Instead, Army has been continuously handing back houses occupied by the Army since the end of war to their legitimate owners," the Commander told the British High Commissioner John Rankin at the SF-J Headquarters in Jaffna. "Like any other parts of Sri Lanka, Army is essential in the sphere of national security and only required strength of troops will remain in Jaffna. The TNA national list parliamentarian M.A. Sumanthiran said that according to the Constitution any two provinces in the country can be merged and the time has come to permanently remerge the Northern and Eastern provinces which had been once temporarily merged. However the southern polity of the country says the demand to re-merge the two provinces is an LTTE separatist agenda and the Tamil party's call for re-merger is aimed at establishing an Eelam state in the region. Dismissing the accusation that his party is to set up an Eelam state in the Northern region, Sumanthiran asserted that his party's aim is to come to a solution that is acceptable to all the communities in the country and not to establish a separate Eelam state. If any party is interpreting the re-merger of the two provinces as a step to create a separate state then that party is misleading the people and the country completely, the TNA parliamentarian said. In July 1987, the two provinces were merged as part of the Indo-Sri Lanka Accord after the Indian government intervened to bring about a negotiated end to the island's armed separatist conflict. The Supreme Court in October 2006 ruled that the 1987 order by the then President of Sri Lanka merging the two provinces was not in keeping with the country's Constitution.

We are working towards it [the elections] in a systematic manner,” the President said. Rajapaksa said there were many issues to be resolved ahead of holding of elections. The primary one related to the electoral rolls. People who fled when the Liberation Tigers of Tamil Eelam (LTTE) were in power and during the war were still coming in and staking claim to their land and property after the defeat of the LTTE in May 2009. These people too had to be accommodated in the rolls. The last rolls were more than 30 years old and had no relation to the current eligible voters in the province. The second issue was the completion of the rehabilitation and resettlement process. This was on with international support and was expected to be completed soon. Livelihood issues too were being addressed. Insisting that his government had worked on all the promises that were delivered and was serious about fulfilling all undertakings that were given to the United Nations Human Rights Council in 2009, he said he had even said that he was willing to go beyond the 13th Amendment. Clarifying for the first time what the plus was, Rajapaksa said this was the creation of a Senate. “I said 13th Amendment plus. Then Shankar [Shiv Shankar Menon, Indian National Security Adviser] remarked if I meant the creation of a Senate, and I said yes.” Menon had met Rajapaksa on June 29 on post-Geneva issues. It complained to the Elections Department of election law violations in the Kegalle District of North Central Province and Trincomalee District of Eastern Province. CaFFE Executive Director Keerthi Tennakoon said that six incidents related to election violations have been reported in the Trincomalee District while a similar number of violations have been reported from the Kegalle District. He said the violations in the Kegalle District have been committed by members of the governing party and the main opposition United National party (UNP). According to Tennakoon, the complaints were mainly related to cutouts that have been placed in the two districts which are in violation of elections laws. Accepting nominations for the elections to the North Western, Eastern and Sabaragamuwa provincial councils will begin on July 12 (today) and continue until July 19.

According to the Ministry of Rehabilitation & Prison reforms, five amongst the 32 recovered mobiles were sophisticated in nature. The mobile phones had been concealed within the premise of the prison complex. The officials suspect that the suspects may have used those phones to communicate and maintain contacts with foreign media. National Language Unit Director General Prasad Herath on July 15 said they have started Sinhala language courses for former Liberation Tigers of Tamil Eelam (LTTE) combatants at the Protective Accommodation and Rehabilitation Center (PARC) in Welikanda in Polonnaruwa District, according to Daily News. He said 90 former militants are being given Sinhala language training at the rehabilitation centre. “We will soon introduce our language training programme to ex-LTTE cadres at rehabilitation camps in the Vavuniya, Kilinochchi, Jaffna and Mullativu districts,” Herath said. The aim of this programme is to enable them to get along with the public anywhere in the country, to build confidence in them, paving the way for them to integrate with society on a firm footing, he explained. “We are also conducting language training programmes for public servants in Jaffna, so that they will be able to speak in Sinhala when they meet with Sinhala speaking people at their Divisional Secretariats of other institutions. Our objective is to absorb at least three to five public officers in each government institute that can speak both Tamil and Sinhala languages to provide services to the public,” he said. As reported earlier, the incident occurred when three prison officials were held hostage for 19 hours by inmates during a protest by prisoners at the Vavuniya remand prison against the transfer of a suspected LTTE prisoner to another location. The suspect who was a former LTTE leader was being transferred on a court order to be handed over to the Terrorism Investigation Unit. The suspect Nadaraja Saravanabawan alias Seettu was directly involved in terrorist attacks carried out by LTTE. The Police Spokesman revealed that Nadaraja was involved in bombing a vehicle bearing number 58-9203, on May 27, 2006, in Wipattu Reserve killing seven civilians. The suspect was also responsible for setting up a claymore mine on December 23, 2005, targeting a bus that was transporting Navy personnel. 13 Navy personnel died and another four were injured in the incident. In addition to that, he is alleged to have been responsible for a number of terrorist activities where innocent civilians and soldiers were killed and injured. Later in an operation led by the Special Task Force (STF), the three prison officials were rescued and 64 mobile phones and 34 SIM cards seized from the possession of the inmates.

Government is to include the progress made in the implementation of recommendations of the Lessons Learnt and Reconciliation Commission (LLRC) in the country's report to the Universal Periodic Review (UPR) of human rights, Colombo Page on July 23 reported. "The government will make some amendments in order to add the progress made with regard to the implementation of LLRC recommendations on the human rights front," an unnamed senior government member said. The changes to the UPR report regarding the LLRC recommendations are to be made by Presidential Secretary Lalith Weeratunga who is heading a Presidential Committee to oversee the implementation of the LLRC recommendations. Sri Lanka's UPR is to be taken up in November at the UN Human Rights Council (UNHRC) in Geneva. The UPR to be held on November 1, 2012, will be the midway mark since the adoption of the US sponsored Resolution on Sri Lanka at the 19th Session of the UNHRC on March 22, 2012. Adoption of the report on Sri Lanka is scheduled for November 5, 2012. The UNHRC has appointed India, Benin and Spain to the troika that is scheduled to review Sri Lanka. All three countries voted in support of the UN resolution on Sri Lanka.

Rehabilitation and Prison Reforms Minister Chandrasiri Gajadeera on July 24 said low interest loans will be provided to the rehabilitated former Liberation Tigers of Tamil Eelam (LTTE) cadres to begin their livelihood, reports Daily News. He said over 1,200 rehabilitated ex-LTTE cadres reintegrated into mainstream society will receive the loans on July 30. The minister said the loans with a maximum limit of SLR 250,000 will be administered through Bank of Ceylon, People's Bank and National Savings Bank. It will have a four percent interest rate with a 10 year repayment period. Only the interest is required to be paid back during the first year, Gajadeera said. The loans will be provided to start self-employment, small industries, agricultural projects and other vocational training programmes.

The Sri Lankan government has prepared a National Action Plan to implement the recommendations of the Lessons Learnt and Reconciliation Commission (LLRC), reports Colombo Page. Sri Lanka's cabinet of ministers on July 25 has approved the National Action Plan submitted by the President Mahinda Rajapaksa and appointed a Task Force headed by the Secretary to the President Lalith Weeratunga to monitor the implementation of the recommendations of the LLRC. The Action Plan has named implementation of recommendations according to activity, key responsible agency, key performance indicator and a timeframe for each task. A committee headed by the Secretary to the President has drafted the Plan. The LLRC handed over its report with 285 recommendations and a large number of sub recommendations to the President in November 2011. These recommendations categorized into four main groups are to be implemented on long, medium and short term basis. Recommendations relating to National Policy, the final phase of the conflict, human rights and National security concerns, and resettlement and development, are the four main categories. They cover the international humanitarian issues, human rights, land return and resettlement, restitution and compensatory relief, and reconciliation. The Cabinet has decided that the General Treasury will provide the funds required for the implementation of the Action Plan, depending on the requirement and within the stipulated time frame.

Three persons, including a Tamil National Alliance (TNA) candidate for the upcoming Provincial Council elections in the Eastern Province, were arrested on July 24 by the CID in connection with a mega human smuggling racket where more than SLR 25 million had been swindled from unsuspecting people who sought asylum in other countries, reports Daily News. Police Media Spokesman SP Ajith Rohana said the main suspect in the human smuggling racket was a member of the Tamil National Alliance (TNA) and a candidate for the local council elections in the East scheduled for September. He said those who are arrested in connection with human smuggling are not granted bail and will be produced in court under the Immigration and Emigration Act No 45.

In response to a contempt of court case filed by a group of seven lawyers on July 26 over the Minister's alleged attempt to thwart the course of justice by intimidating a Magistrate and trying to revoke the magistrate's ruling, the Appeals Court ordered the Minister to personally appear before the court on the 5th of September to show cause why he should not be punished for contempt of court. The Minister is accused of challenging the Mannar magistrate for issuing an order preventing Muslim fishermen from rights to a fisheries harbor in Mannar. The protesters in the capital shouting slogans and holding placards walked to the President's office after Friday (July 27) prayers and handed over a petition to President Mahinda Rajapaksa in support of the Minister. The protesting Muslims said there is a considerable number of displaced Muslims in the Northern Province and that the issues faced by them need to be addressed.

Secretary to the President Lalith Weeratunga said the Sri Lankan government is to release the Sinhala and Tamil versions of the Lessons Learnt and Reconciliation Commission (LLRC) report next week. He said the LLRC report that was initially released in English last December has now been translated into Sinhala and Tamil and the Sinhala and Tamil versions would be released next week. He attributed the delay in releasing the report was to the delay in the Government Printer's Department. According to the Secretary, some of the recommendations will be implemented this year while the others may be implemented next year.

All welfare camps in the North will be shut down”, reports Daily News. The Defence Secretary explained how the government and the military took maximum effort to accommodate IDPs who fled to the then LTTE controlled areas, even with pressure from international organisations who gave a wrong impression of the well- organised and easy to live welfare camps, stating the government was permanently accommodating IDPs in camps. Senior Minister of Scientific Affairs Prof Tissa Vitarana on July 29 said that TNA’s non- participation in the proposed Parliamentary Select Committee (PSC) remains a major fetter to implement Lessons Learnt and Reconciliation Commission (LLRC) recommendations even as the government’s National Action Plan to implement LLRC recommendations within a specific time frame is made known internationally. The TNA has been refusing to participate in the PSC upon various demands they have laid before the government. “For example, they demand that police powers be given to them in the North. There are some political parties in the government that do not like it. If we discuss we can come to a broader consensus how that sort of powers could be given in a selective context,” he said. “They have to be flexible and at the same time be of assistance to the government to find a lasting and workable solution to their problems, political or otherwise,” he added. “If TNA should persist with their known non-participation to the PSC, the government will be compelled to take action to resolve matters regardless of their “objections” to keep to the broader national view,” he pointed out.

A batch of 1,250 rehabilitated ex-Liberation Tigers of Tamil Eelam (LTTE) cadres reintegrated into main-stream society received livelihood loans at a ceremony held under the patronage of President Mahinda Rajapaksa at Temple Trees in Colombo on July 30, reports Colombo Page. The former combatants from Jaffna, Vavuniya, Mullativu and Kilinochchi districts, who have undergone a year of vocational training at rehabilitation centers, received the loans to start self-employment of small industries, agricultural projects and other vocational training programs. The loans with a maximum limit of Rs. 250,000, administered through the Bank of Ceylon, People's Bank and National Savings Bank will carry a 4 percent interest rate with a 10-year repayment period. Only the interest is required to be paid back during the first year.

The report said that in 2011, there were no incidents of terrorism in Sri Lanka and most counterterrorism activities undertaken by the government targeted possible LTTE finances as the government remained concerned that the LTTE's international network of financial support is still functioning. The possible resurgence of domestic militant Tamil groups is not an immediate concern, but efforts were underway to address possible growing Tamil radicalism in the north and east, the US State Department noted in the report. External Affairs Minister G.L. Peiris and Secretary to the President Lalith Weeratunga met Colombo's diplomatic community for a 'comprehensive briefing' on the work carried out to implement the proposals of the LLRC. The LLRC has come up with a number of proposals to increase the liberties of all citizens, justice and rule of law, some of which may involve deep rooted changes to the structure of the state. The Action Plan to implement the LLRC recommendations prepared by the government has proposed a fourth Land Commission to address issues related to lands in the country, especially in the North and East. The Action Plan has allocated 24 months to implement the recommendations on land issues. The Tamil National Alliance (TNA), however, said on July 31 that the government's National Action Plan to implement the recommendations of the LLRC is only for the consumption of the international community, reports Colombo Page. TNA parliamentarian Suresh Premachandran said the LLRC Action Plan would not provide a solution to the ethnic issue. He noted that according to the Action Plan it takes around five years to implement some recommendations. Premachandran charged that the Action Plan was yet another time buying exercise by the government put forward for the consumption of the international community. According to Premachandran, there are no solutions to the thousands of acres in the North taken by the military. He said there was much to be done and a solution needed to be found for the ethnic issue.
