Thamilselvan, said Reuters in an interview, "The activities of the military over the civilian population are exactly as it was during war time. I believe the only way to stop violence is to restrain the military in its barracks…. Armed groups operating with the military, and assisting the military in creating this terror-filled, violent environment, must be disarmed and their operations in the Tamil homeland must be stopped." He added, “Aerial bombardment, artillery shelling, deep penetration attacks by the Sri Lankan army inside the Tamil homeland, civilians disappearing, families being murdered en-masse ... as we read the situation, the government is readying for a full scale war. The only way to bring an end to the current violence is to implement the ceasefire agreement immediately." He also said, "We can re-examine our position when the EU countries change their position and accept parity of status and neutrality in relation to the two parties in the peace efforts. While the EU announcement is in place, their presence in SLMM will only create confusion about the peace efforts and operations of the SLMM."

The outfit said in a statement, "Given that more than 800 of the youths in the list are now over the age of 18, UNICEF’s call for the release of these youths is not based on any international human rights standards,” adding, 54 children on the list had been released from rebel ranks and claimed a random check showed UNICEF had counted some names several times to boost its numbers. Thamilselvan, reportedly rejected the Swedish special envoy, Anders Oljelund’s demand of accepting the continuance of European Union (EU) members as Sri Lanka Monitoring Mission (SLMM) officials, during his meeting with the special envoy at Kilinochchi on July 21. He reiterated that the deadline issued by the outfit till September 1, 2006 with regard to the removal of the three officials from the EU countries from the SLMM would remain unchanged. He also called for the Sri Lankan Government to remove all armed forces from civilian areas and begin ‘to fully implement the cease-fire agreement (CFA)”. The peace process and the CFA are based on the parties having parity of status and the international community could make “genuine efforts” in moving the peace process forward, stated Thamilselvan. He claimed that the All Party Conference created by the Government was “merely a strategy using delaying tactics to mislead the international community”.

The SLAF spokesperson, Group Captain Ajantha Silva, said, "The government want to send irrigation engineers to the location. That is why we have taken action against identified rebel targets in that area. It was an aerial bombing raid." The Government accused the outfit of blocking water supplies to farmland in Trincomalee, where the Government and outfit both control territory. A Government statement, referring to the air raids, said the "limited operation" was conducted purely on "humanitarian grounds" to neutralize the disruptive forces it said were preventing free flow of water to over 15,000 families. The Sri Lanka Government stated on July 30 that its troops had advanced towards Mavilaru reservoir, shut down by the LTTE since July 20, in the Verugal area of Trincomalee district. The Government's defense spokesperson and Minister of Policy Planning Keheliya Rambukwella said that the troops advancement were hampered by land mines and because the outfit cadres had positioned themselves on high ground. He also said that air force planes bombed outfit positions in the area of the water blockade as the troops came under LTTE mortar fire. The air strike started on July 26. Meanwhile, the Trincomalee district leader of the LTTE, S. Elilan, denying the military claim that the Government troops have entered the outfit region and is 700 meters away from the reservoir, which is in outfit held area, said that the troops had not entered the LTTE-controlled area yet. He, however, accused the military of heavy shelling.

He told Reuters on July 30, "The cease-fire agreement has become null and void at the moment," adding Government troops were continuing an advance towards their forward defence line in the east in a water supply dispute. "The war is on and we are ready. The war has begun. It is the government which has started the war... Militarily we have decided to fight back if the Sri Lankan army enters our area,” said Elilan. He added, "It is now appropriate for the SLMM to declare publicly that the ceasefire agreement is not holding anymore on the ground."

The Sri Lanka monitoring Mission (SLMM) chief Ulf Henricsson stated on July 31 that he believed the ongoing fighting between the Government forces and Liberation Tigers of Tamil Eelam (LTTE) would not lead to a full-scale war in Sri Lanka. “I still don't believe in a full-scale war and none of the parties are prepared to face a full-scale war. That would be disastrous for both sides,” he said. He added that the fighting since July 23 could lead to a possible negotiation between the two sides. He also said that the cease-fire monitors could not enforce the cease-fire agreement (CFA) but only observe it, and both the Government and LTTE have committed to uphold the truce.
