Sri Lanka's coalition of Tamil parties, Tamil National Alliance (TNA), says it is ready to hold discussions on power sharing with the re-elected President Mahinda Rajapakse if they are given an opportunity, reports Colombo Page. TNA leader R. Sampanthan addressing a media briefing jointly with the Sri Lanka Muslim Congress leader Rauf Hakeem on February 1 said he is ready to discuss genuine power sharing proposals in a unitary State if invited by the President. Such proposals would give Tamils more autonomy to determine their economic and political future, he said. Sampanthan called upon the President to hold discussions with the Tamil leadership on maximum possible devolution of power to the provinces without compromising national sovereignty. During the recent presidential elections, the TNA extended their conditional support to the common opposition candidate Retired Army General Sarath Fonseka. General Fonseka and TNA leader R. Sampanthan have reportedly entered into an agreement to take immediate measures to consider TNA's wishes. According to media reports, these wishes include re-merger of North and East, dismantling of high security zones in the North, speedy restoration of civil administration and normalcy in the war-affected areas, termination of Emergency and release of all persons detained under the Prevention of Terrorism Act. However, the President stated earlier that TNA put forward these conditions to him in return for their support at the election but the he refused the conditions that would divide the country again.

The two main opposition parties that came together on one stage for the presidential elections are to contest on their own at the parliamentary elections. Addressing a media briefing on February 1, United National Party (UNP) parliamentarian Lakshman Kiriella said that the UNP will contest as the United National Front (UNF) under the Elephant symbol at the General Election to be held sometime before April. UNF is the coalition between the UNP led by Ranil Wickremasinghe, Sri Lanka Muslim Congress (SLMC) led by Rauf Hakeem, Democratic People's Front led by Mano Ganesan and the SLFP (Mahajana Wing) led by Mangala Samaraweera. In the meantime, the defeated presidential candidate General Sarath Fonseka has also expressed his intention to contest the parliamentary elections. However, he has not revealed which party he would represent.

A court has heard three men who raised more than AUD one million for the Liberation Tigers of Tamil Eelam (LTTE), reports Radio Australia. They were identified as Aruran Vinayagamoorthy, Sivarajah Yathavan and Arumugum Rajeevan. They were also senior cadres of the terrorist outfit in Australia. They admitted to giving money to the LTTE between 2004 and 2007. Vinayagamoorthy had also pleaded guilty to providing radio transmitters which, the prosecution argued, were used for paramilitary activity in Sri Lanka, including denotating roadside bombs.

A total of 1200 IDPs would be resettled at Poonagari in Kilinochchi on February 2, the Ministry of Disaster Relief Services and Resettlement said. The resettled persons would be given dry rations sufficient for 6 months, financial assistance, and agrarian and fisheries equipment to restart their livelihoods, the Ministry said. A majority of the IDPs who were in the camps have now been resettled and only about 80000 IDPs are currently remaining in the camps.

Sri Lanka Police on February 2 arrested a suspected Liberation Tigers of Tamil Eelam (LTTE) cadre in connection with the 2006 bomb attack on a bus in Kebithigollewa in North Central Province. The claymore attack on June 15, 2006 on a morning commuter bus killed 64 civilians including school children and injured scores. A special Police team of the Thenuwara Police has taken the suspect into custody and further investigations are being carried out. The suspect, Mahilingam Muthulingam, also known as Indran, had joined The LTTE in 1990 and was a member of the Charles Anthony Brigade. According to a statement given by the suspect to the Police, eight LTTE cadres were involved in the attack.

The United States Agency for International Development (USAID) has announced USD three million in new funding to support International Organization of Migration's (IOM) operations of return and resettlement of some 77,000 Internally Displaced Persons (IDPs) in Northern Sri Lanka, reports Colombo Page. The assistance would include transport to allow IDPs to return to their home Districts; emergency shelter kits to build temporary housing and transitional shelters; water and sanitation facilities; and the provision of emergency health services across the region, a press release issued by the IOM said. Announcing the funding the U.S. Ambassador to Colombo, Ms. Patricia A. Butenis said the agency focuses on the vulnerable families.

Police on February 3 recovered a stock of arms and ammunition left behind by the Liberation Tigers of Tamil Eelam (LTTE) cadres at Alanchipotha in Welikanda area of Polonnaruwa District, reports Daily News. “The arms cache was buried by fleeing LTTE cadres inside a sanctuary located 15 kilometres away from Mahaweli river,” Police spokesman Senior Superintendent of Police I.M. Karunaratna said. The recoveries includes four T-56 assault rifles, parts of two T-56 rifles, three 60-mm mortar bombs, a 60-mm mortar weapon, three 81-mm mortar bombs, eight RPG bombs, two pressure mines, five drums used for the LMG weapon, two walkie talkies chargers, four parts of walkie talkies, a remote control device, a five-foot dead code wire, 170 of 12.7-mm anti aircraft ammunition, 687 MPMG ammunition, 1,248 T56 ammunition and a claymore mine.

Sri Lanka Police have arrested 37 suspects under Emergency Regulations over the alleged assassination attempt on President Mahinda Rajapakse and his family by supporters of the main opposition candidate General (Retired) Sarath Fonseka, reports Colombo Page. The arrestees include a Brigadier, a Colonel, several Army deserters and four civilians. Another 23 Army deserters, who were hiding in General Fonseka's office in Colombo, during the last week's search, have been arrested by the Police. The Police also took General Fonseka's office equipments including 23 computers and four motor bikes into custody.

A special Police team on February 5 traced a hideout used by Liberation Tigers of Tamil Eelam (LTTE) leader Velupillai Prabhakaran during the final stages of war at Vellamulliwaikkaland and recovered several files containing classified information, 56 Compact Discs and a large quantity of sophisticated weapons, adds The Island. Police ascertained information about the hideout by questioning six of Prabhakaran’s closest aides now in custody. Information contained in files pertained to Prabhakaran, his family members and his close associates and they would help the Police and the Security Forces with the on-going investigations, investigators said. The Police also recovered 17 suicide jackets, 7,000 Jhonny mines, 300 kilograms of C-4 explosives, 8 claymore mines and a host of weapons and ammunition. There was evidence that the LTTE had run an arms manufacturing factory in the vicinity of Prabhakaran’s hideout but that facility had been destroyed by the fleeing cadres to prevent it from falling to the Security Forces, the Police said.

Over 11,000 former cadres of the LTTE are currently sheltered in 18 State-run rehabilitation centres. The majority of them surrendered to the military during the last stages of the battle in May 2009 and the rest were arrested. The newly appointed commissioner general of rehabilitation, Brigadier Sudantha Ranasinghe, told reporters that the proposal to establish community villages is in the process of administrative clearance before being sent for final approval. He also said that the former LTTE cadres are given vocational training in areas like house wiring and carpentry.

Sri Lanka would re-establish judicial system in the Kilinochchi and Mullaitivu Districts from next month replacing two decades of 'Kangaroo Courts' run by the now vanquished Liberation Tigers of Tamil Eelam (LTTE) outfit, reports Hindustan Times. Jaffna High Court authorities are working towards re-establishing the judicial system in Kilinochchi on March 1 and in Mullaitivu later. "Executions by firing squads and imprisonments in undisclosed areas deep in the jungles were carried out by the LTTE Court houses during that time," the Sunday Observer reported. Jaffna High Court Judge R.T. Vicknaraja termed re-establishing judicial system in the two Districts as "remarkable" and said this will pave the way for enforcement of law and order there.
