The whereabouts of the remaining eight members are not yet known. The army had reportedly said the report of 10 workers from the TRO being abducted was a fabrication. However, the LTTE had blamed the abductions on the Government.

Six claymore mines, six detonators and a length of safety wire were recovered from the Walikamam area of Jaffna, while three hand grenades, two T-56 magazines with 57 rounds of T-56 ammunition were recovered from the Kondavil area of the same district. Separately, a hand grenade was recovered from the Puttur area in Batticaloa district.

The Government and Liberation Tigers of Tamil Eelam (LTTE) will meet in Geneva on February 22 and 23 for a dialogue, peace facilitator Norway announced on February 6, according to Daily News. "The parties to the conflict in Sri Lanka, the Government of Sri Lanka and the LTTE, have asked Norway to facilitate talks in Geneva, Switzerland, from February 22 to 23," the Norwegian Foreign Affairs Ministry said in a statement. The talks will focus on strengthening the Ceasefire Agreement, signed by the two parties on February 22, 2002. "The parties will discuss how they can improve the implementation of the CeaseFire Agreement. This is the first time in three years that the parties meet face-to-face at such a high level," the Norwegian statement said. Peace talks were suspended in April 2003 after six rounds, but the truce continued.

The Sri Lanka Information Minister, Anura Priyadharshana Yapa, revealed on February 9 that there had been 5,464 cases of cease-fire violations committed by the Liberation Tigers of Tamil Eelam (LTTE) from February 22, 2002 to February 4, 2006. According to details revealed by the Minister at the weekly Cabinet press briefing, 562 killings have been reported during this period. There had been reports of 117 attempted murders and 2,199 cases of conscriptions during this period. The list of violations also includes injuries to 433 soldiers and 442 civilians. The number of extortion cases reported within this period is 106. The Minister further added that the Government will press for a meaningful cease-fire during the February 22-23 talks in Geneva and said that the Government has prepared its agenda for the talks and appointed a Steering Committee on Peace Building (SCPB), headed by Foreign Minister Mangala Samaraweera. The SCPB will consist of six Cabinet Ministers, a Deputy Minister, Members of Parliament, alliance partners of the Government, six Permanent Secretaries and senior officials of the Foreign Ministry and the Peace Secretariat.

He said, "the existence of Tamil armed paramilitary groups is an indisputable fact," and named, "the Karuna Group," three former militant parties, the EPDP, PLOTE and a faction of the EPRLF and a "Muslim paramilitary group, Jihad group." He described the signing of the CFA four years ago as the "most constructive achievement of the Norwegian facilitated peace process…The Ceasefire Agreement is a well crafted, valid instrument of peace, devised for the purpose of bringing an end to hostilities and to create a positive environment conducive for meaningful negotiations." The Sri Lanka Government and Liberation Tigers of Tamil Eelam (LTTE) commenced their two-day direct talks on implementation issues of the four-year old cease-fire agreement (CFA) in Geneva on February 22. According to Hindu, the two delegations took distinct and sharply opposed positions in their opening speeches. Government’s chief negotiator, Nimal Siripala de Silva, proposed to "rectify certain grave anomalies" in the CFA and added that the CFA entered into in 2002 was "contrary to Constitution and law," and that it was "prejudicial to the sovereignty and territorial integrity of the Republic of Sri Lanka." However, he also expressed Government's "strong determination and desire to preserve the ceasefire and stated, "we also consider the CFA as the first step to arrive a negotiated settlement." He also said that the LTTE had "taken undue and unfair advantage of the CFA to strengthen its military capability" and that the violations had "undermined the spirit of the ceasefire and threatened its termination." He particularly criticised the LTTE for the assassination of Foreign Minister Lakshman Kadirgamar saying it was a "demonstration" of the outfit’s "disregard" for the CFA.

"The LTTE is committed to taking all necessary measures to ensure that there will be no acts of violence against the Security Forces and the Police," said a statement. The Government of Sri Lanka is also committed to take all necessary measures in accordance with the cease-fire agreement (CFA) to ensure that no armed group other than Government security forces will carry arms, it added. The Government and LTTE discussed all issues concerning the welfare of children in the North, including recruitment. Both sides committed to respecting and upholding the CFA and pledged to take all necessary means to ensure that there will be no intimidation, acts of violence, abductions or killings.
