President Chandrika Kumaratunga in her address to the Nation, on February 4, to mark Sri Lanka's 56th Independence Day, reiterated her deep commitment to peace and called upon all political parties to join hands to resolve the national problems. The President observed that she believed that all political forces should be united to find a solution to the serious problems of the Nation. "But I regret I have not so far been able to secure the agreement of the government for this proposal", she lamented. President Kumaratunga added that the commitment by the Liberation Tigers of Tamil Eelam (LTTE) and all political parties towards peace through the continuation of the ceasefire should be appreciated.

The Daily Mirror has reported that Mano Tittawela-Malik Samarawickrema committee has agreed on a new set of proposals The report added that the latest draft proposals are similar to those earlier suggested by the President. They seek to retain the Defence portfolio with President Chandrika Kumaratunga while creating a new National Security Ministry for Prime Minister Ranil Wickremesinghe's nominee.While the National Security Minister is to deal with the security issues pertaining to the ceasefire agreement the President would hold the Defence portfolio and would be expected to consult the Prime Minister when taking major decisions on defence. The proposals also suggests that Prime Minister Ranil Wickremesinghe should be in charge of the Peace Secretariat. The agreement was reportedly reached consequent to the meeting between Presidential adviser Mano Tittawela and UNP chairman Malik Samarawickreme on February 3 after four postponements of their meetings amidst speculation of a dissolution of Parliament.

The President used her executive powers to dissolve the 225-member Parliament led by Wickremesinghe. Meanwhile, the Premier cancelled his scheduled official visit to Thailand following the dissolution. "I can't go to Thailand as a caretaker prime minister," he is reported to have said.

We are ready to negotiate with them to settle the conflict by peaceful means. We are also firmly committed to observing the ceasefire agreement. We urge the Sinhala people to reject obscurantism and chauvinism and to choose political forces that are forward looking for the sake of peace and progress." He added that the LTTE "will not interfere in the general elections in the east. The polls will be free and fair here."

The Co-chair meeting of the Tokyo Conference of Reconstruction and Development of Sri Lanka which was held in Washington on February 17 decided to continue the flow of aid despite the stalling of the peace process since April 2003 with the collapse of the talks between the Government and the LTTE. Diplomatic sources indicated that the leading donors reiterated the Tokyo Declaration Principle, which states that aid should be linked to the substantial progress of the peace process but added that humanitarian aid should keep flowing, despite a ten-month pause in peace talks.
