A suicide attack by the Liberation Tigers of Tamil Eelam (LTTE) targeting the Defence Secretary, Gotabhaya Rajapaksa, who is also the brother of President Mahinda Rajapaksa, at Dharmapala Mawatha in Colombo injured seven army personnel and seven civilians on December 1, according to Defence Ministry sources. Two of the injured army personnel subsequently succumbed to their injuries. According to The Hindu, the suicide bomber rammed his three-wheeler into the convoy of the Defence Secretary. Gotabhaya Rajapaksa, who was en route to the Presidential Palace for an official meeting, escaped unhurt. The headless body of an unidentified person, believed to be the suicide bomber, was recovered from the incident site. At least eight vehicles, including that of the Defence Secretary, were damaged in the attack.

The Sri Lanka Army (SLA) chief Sarath Fonseka has said that the Liberation Tigers of Tamil Eelam (LTTE) would be driven out of the Eastern province "so that civilians could pursue their daily lives peacefully," according to The Hindu. In a statement attributed to Lt. Gen. Fonseka, the SLA on December 13 alleged that for the past two weeks the LTTE continuously fired artillery and mortars at the Security Forces (SFs) using the people in the Kadiraveli area as "human shields." "The people who have had to bear the brunt of these artillery and mortars attacks have been forced to leave their homes and villages and seek safety in the areas controlled by the Security Forces," it said. The SLA informed that because of these "terrorist activities," from December 1, 4028 persons, including 2947 children, have arrived into areas controlled by the SFs. Further, due to attacks on schools, hospitals and villages, another 3,210 have been displaced. The two sides are reportedly engaged in intense fighting in the Vaharai sector of Batticaloa district for last several days. Vaharai is the LTTE's last major stronghold in the Eastern province. Fonseka has been quoted as saying that the President recently announced that the SFs have the required resources and strength to counter terrorism and it was amply demonstrated in the past few days in the Eastern province. The SLA also said that the strength of the LTTE has been weakened since the Karuna faction broke away in March 2004. "But, this is not the first instance the LTTE has lost its hold in the Eastern province. During the period 1993 - 1994, LTTE influence was swept away under then Commander Eastern province Brigadier Lucky Algama," it said.

According to a Media Centre for the National Security spokesperson, SFs repulsed a LTTE attack when the outfit’s cadres fired a few rounds of 122-mm heavy artillery towards the Army detachments. He added that the LTTE was taking advantage of the situation where the SFs had lessened the intensity of the retaliation considering the safety of the civilians crossing into the cleared areas (area under Government control) from the uncleared areas. Meanwhile, the United Nations Children's Fund (UNICEF) spokesman Francis Mead said that the LTTE have recruited 539 underage combatants this year through November 30 and has released 80 of them. He also said that the outfit’s breakaway faction led by ‘Colonel’ Karuna was responsible for recruiting 186 underage combatants during the same period and has released 21 of the underage combatants. He added, "Our figures come from parents. Our estimate is that the figures reflect about one-third of the actual cases. The Sri Lanka Navy (SLN) alleged in a statement on December 23 that the Sea-Tigers of the Liberation Tigers of Tamil Eelam (LTTE) forcibly boarded the Jordanian Merchant Vessel named Farha III and the Maritime Rescuing Coordinating Centre in Falmouth in United Kingdom received a maritime distress message that the ship is under armed pirate attack which was conveyed to the Sri Lankan authorities, according to The Hindu. The SLN added that attempts made by the Naval units to establish communication with the vessel failed as the Sea-Tigers had disconnected communication links. However, the LTTE said in a statement that an unrecognised ship was observed within the "Tamil Eelam sea borders" off the Mullaittivu coast and "suspicious movement" of a SLN craft was also observed in the vicinity. The statement added, "Sea Tigers approached the scene to confirm the circumstances. The ship turned out to be foreign merchant vessel drifting towards Mullaittivu coast due to mechanical failure and rough seas. Sea Tigers immediately took the necessary steps to rescue the crew of the foreign merchant ship and transport them to safety." The outfit claimed to have rescued 25 crewmembers of the drifting 150-metre-long merchant navy ship carrying 14,000 tonnes of rice from Kakinada in Andhra Pradesh in India to Durban in South Africa.

The outfit media spokesperson, Daya Master said the crewmembers were handed over to representatives of the International Committee of the Red Cross (ICRC) around 10 A.M on December 25, aiding, “They left for Vavuniya by road.” The Sri Lankan Military at Omanthai also confirmed that the crewmembers entered cleared areas (area under Government control) around 12.30 P.M., escorted by the ICRC and Sri Lanka Monitoring Mission (SLMM). However, the LTTE is still holding the ship and its cargo. Speaking to media, the Iraqi captain of the ship, Ramaz S. Abdul Jabbar, told a news conference, “They boarded the ship armed and fired a total of four shots to force us to board their boats. The LTTE forced us to jump in to their small boats from the ship and fired in the air to scare us and made us jump fast. The LTTE fired at the air four times at different locations and different times. Soon after, the men, some of them wearing military-like uniforms, boarded the ship and made inquiries.” He added that the LTTE cadres attempted to trigger explosives to destroy the ship's anchor and “When they failed, they forced us to lift our anchor and then ordered us to leave the ship and board their boats”. He said the LTTE removed the radar, computers and other communication equipment from the ship. Director Naval Operations, Commodore S.M.B. Weerasekara said, "This is a very clear case of piracy. It is a violation of international maritime rules and also the Ceasefire Agreement by the LTTE." Sri Lanka already complained against the LTTE to the regional organisation against piracy based in Singapore. In a letter to Rajapakse, the TULF leader said while he would not get into the merits of the merger, de-merger now would only make the Tamils and the Muslims of the Eastern Province desperately go behind the LTTE, forgetting its ruthless recent past. He added, "If you are serious about all our people irrespective of their ethnicity enjoying all rights like others, please stop further action on the de-merger and maintain the status quo. The SLMM will shortly conduct a workshop to adapt to the current situation, noting that the workshop comes 5 years since the Cease-Fire Agreement (CFA) was signed and the SLMM established to monitor the agreement, said a SLMM statement. "The mandate is given to us by the CFA. We need to see it is going to be monitored in future," an SLMM spokesperson told Daily Mirror. The SLMM statement said the monitors were forced to reduce their ground staff after the Liberation Tigers of Tamil Eelam (LTTE) refused to accept monitors from European Union (EU) countries as of September 2006 while the monitors were also unable to carry out their usual patrolling owing to security concerns. The statement added, "This, together with the recent military operations by both parties, has made it necessary for the SLMM to reconsider its modus operandi and re-design its courses of action to fulfill its obligations towards the parties, based on the mandate for the monitoring mission given in the Ceasefire Agreement." The SLMM reminded the parties that according to Article 2.1 of the CFA, the parties "shall in accordance with international law abstain from hostile acts against the civilian population."

Sampanthan, said that there could be no solution to the Sri Lankan problem as long as India continued to stress on the island nation's unity, sovereignty and territorial integrity. He told reporters at Chennai in India, "There cannot be a solution within the unitary framework of Sri Lanka. Its unity, territorial integrity and sovereignty can be respected only in the context of due political space and status to Tamils living in the island." Commenting on LTTE leader Prabhakaran’s Heroes' Day speech, vowing to fight for a separate homeland for Tamils, he said, "The Sri Lankan government has not come out with any other alternative. What should the Tamils do? Tamils do not want war. Only our people are being killed in battles, fleeing their homes and are losing their property. But what it the alternative?" He said even the merger of North and Eastern provinces, the cornerstone of the Indo-Sri Lankan agreement, had been rejected by Sri Lankan Supreme Court and that the provinces had been demerged. Another condition of the agreement, that Triconmalee port should not go to the hands of any other country was also being endangered, he said, adding, "This will undermine India's security in the region."
