Guy Platton, Charge d’affaires of the Delegation of the European Union (EU) said the EU never felt that it was a criminal act on the part of the Sri Lankan Government to wage war on the Liberation Tigers of Tamil Eelam (LTTE), though the EU always wanted to end the fighting to pave the way for a negotiated settlement to avoid massive loss of life in contravention of the Geneva Conventions. The Tamil National Alliance (TNA) accused the Government of militarising some of the areas in the Northern Province earlier occupied by the Liberation Tigers of Tamil Eelam (LTTE), reports The Hindu. At a news conference in Colombo on August 2, the TNA Parliamentarian Suresh Prem Chandran charged the Government with not allowing the war-displaced civilians to settle in their places of original habitation and militarising vast chunks of land in the Northern Province. He claimed that at least 3000 families in Kilinochchi and Mullaitivu areas had been forced to stay either in the transit camps or live under the trees raising serious questions on the intentions of the government in addressing issues related to re-settlement and reconciliation. The Parliamentarian also accused the Army and the Navy of occupying many acres belonging to the Internally Displaced Persons (IDPs) and denying them the rightful occupation contrary to assurances given by the President Mahinda Rajapakse himself not only to the returnees but also India. He quoted the Mullaitivu Government Agent as saying the administration had got instructions from the Defence Ministry not to settle the returnees in certain areas as the original houses and property would be used to house soldiers and their families. The Parliamentarian urged the Government to adopt a more "humanitarian" approach towards resettlement without which reconciliation would be meaningless. He also said nearly 2000 acres of paddy land was under the Army in the Mullaivaikkal area. According to him, some of the original residents who have been denied permission to settle in their original places are planning to launch an agitation on the issue.

Jayaratne on August 3 stated that the Government is in the process of confiscating the assets including houses, plots of land and business establishments that were run by the Liberation Tigers of Tamil Eelam (LTTE) in Colombo and the suburbs, reports Daily News. The Prime Minister moving the Motion to extend the Emergency Regulations by another one month, in Parliament further stated that information about the assets of the LTTE in Colombo and the suburbs are being divulged by LTTE cadres who have been arrested. The Prime Minister also stated it is obvious that the pro-LTTE International Organizations are attempting to reinvigorate the LTTE.

Sri Lanka Security Forces announced on August 3 that a key high security zone (HSZ) in the island's Tamil dominated Jaffna peninsula has been removed. This high security zone was in effect for around 15 years since the Army liberated the Jaffna peninsula from the Tamil rebels in 1995. The zone centered on Ceynor Jetty in Gurunagar, a major fisher community area in Jaffna. Government sources said that the high security zone was removed to facilitate the resettlement process.

According to reports of Sri Lankan media there are many cadres of Liberation Tigers of Tamil Elam (LTTE) aboard the Thai ship MV Sun Sea. Canada on August 9, expressed concern that a Thai ship MV Sun Sea heading to British Columbia with migrants on board may be carrying the members of Sri Lanka's vanquished Liberation Tigers of Tamil Eelam (LTTE). Sri Lanka Army reports that troops on their search and clear operations in Yal Point, Navatkulam, Kollankulam, Visuamadu, Mankulam and Kumulamunai recovered four hand grenades, 15 anti personnel mines, one Rocket Propeller Grenade (RPG), two 60-mm mortar bombs, one 60-mm para bomb and one 130- mm Artillery shell on August 9. Meanwhile, demining groups recovered 271 anti personnel mines, two 60-mm mortar bombs and six hand grenades from Muruthankulam, Mahilankulam, Parsankulam, Piramanalankulam, Malwarayankaddaiadampan, Periyapandivirichchan, Maruthamdu and Iranailuppaikulam. Troops also recovered 12 mobile phones, six Subscriber Identity Module cards, 19 mobile phone batteries and 13 mobile phone chargers from a rehabilitation centre in Maruthamdu.

Bernard Goonetilleke, the former head of Sri Lanka's now defunct Peace Secretariat on August 10, said that pro-Liberation Tigers of Tamil Eelam (LTTE) elements were involved in collecting funds from the Tamil Diaspora even after the war, according to Colombo Page. Goonetilleke made this comment while giving evidence before the “Lessons Learnt and Reconciliation Commission” when it commenced sittings for the first time. According to Goonetilleke, pro-LTTE elements were collecting funds claiming that LTTE chief Velupillai Prabhakaran was still alive. These elements are said to be collecting funds using documents with Prabhakaran's signature. Referring to the Tamil diaspora, Goonetilleke said that the diaspora desired the continuation of the war and helped towards this end since they feared they would lose the privileges being enjoyed in the Western countries. He suggested the Government to engage with the diaspora and convince them about the changed situation in Sri Lanka but warned that there are still a minority of hardcore elements that still support the separation. Commenting on the issues of resettlement and the devolution Goonetilleke said the people should be allowed to resettle in their original habitat and the presence of armed forces should be limited without instilling fears in the minds of the people.

The ship was reported to be within 322 km of Canada's Pacific coast province of British Columbia, said Chris McCluskey, a spokesman for Public Safety Minister Vic Toews. Peiris, who held talks with Chinese Foreign Minister Yang Jiechi, said China had conveyed its support to Sri Lanka's position that international interference in investigating alleged war crimes was unwarranted.Sri Lanka has opposed U.N. Secretary-General Ban Ki-moon's decision to set up a three-member expert panel to look into the conclusion of the war against the LTTE, arguing that the "Lessons Learnt and Reconciliation Commission" appointed by Sri Lankan President Mahinda Rajapaksa was the right body to carry forward investigations. The Sri Lankan Foreign Minister also hit out at the West, particularly the European Union, for imposing trade penalties on Sri Lanka for human rights violations. From August 15, the EU will withdraw its generalised system of preferences (GSP) trade concessions for Sri Lanka, which provide reduced import tariffs and preferential access to EU markets. The Sri Lankan Government said that it has received the text of the report by Stephen Rapp, Ambassador-at-Large for War Crimes Issues of the US State Department to the Congress titled "Report to Congress on measures taken by the Government of Sri Lanka and International Bodies to investigate incidents during the recent conflict in Sri Lanka, and evaluating the effectiveness of such efforts". The report submitted as a supplement to an earlier report to the Congress on October 2009 expresses doubts on the impartiality and independence of the "Lessons Learnt and Reconciliation Commission" appointed by Sri Lankan President Mahinda Rajapaksa to investigate the alleged violations of humanitarian law during the war with the LTTE. In response to the US report the Government issued a statement saying that it wishes to observe that in May 2009, Sri Lanka defeated the LTTE, recognized globally as a brutal terrorist organization. "The conflict situation had a devastating effect on the people of Sri Lanka and the Government has set a vigorous goal of rebuilding the nation to move forward into a new era of peace and prosperity," the report said.

Hundreds of Tamils seeking asylum from Sri Lanka sailed into Canada on August 13 under escort of authorities, who vowed to screen out Liberation Tigers of Tamil Eelam (LTTE) cadres, reports The Hindu. After several months on sea, the MV Sun Sea cargo ship arrived on western Canada's Vancouver Island surrounded by a naval frigate and Police helicopters. The ship's progress has been monitored for weeks, triggering a furore in Canada over whether the boat migrants were jumping the queue while thousands of other applicants await their turn. Public Security Minister Vic Toews repeatedly vowed that Canada, known for some of the world's most welcoming asylum policies, would not be a "soft target" for human smugglers. Mr. Toews told reporters T that some people aboard the ship were "suspected human smugglers and terrorists" and Canada would prosecute anyone involved in human trafficking, which he called a "despicable crime". The ship had originally intended to go to Australia before being deterred and heading to Canada. Canadian Tamils have urged their adopted country to accept the asylum seekers, saying that the minority group faces continued difficulties in Sri Lanka. However, the Sri Lankan Government has called for the ship to be turned away, calling it a smuggling operation by the LTTE.

Sarath Fonseka dabbled in politics while in uniform, found him guilty and recommended him for a ‘dishonourable discharge from rank.’ A decision on the recommendation of the military court will have to be taken by President Mahinda Rajapaksa in his capacity as the supreme commander of the armed forces. A press statement by the Army said the court martial convicted General Fonseka of all ‘three charges' and recommended that he be ‘cashiered.’ A statement on the Presidential Secretariat Website said that when an officer was cashiered, he would lose the rank and all the awards and honours received as a military officer. Gen. Fonseka successfully led the war against the Liberation Tigers of Tamil Eelam (LTTE) and became the first military officer in the island nation to be elevated to the rank of a four-star General.

Canadian Prime Minister Stephen Harper said that the Federal Government will not hesitate to strengthen Canada's human smuggling laws. According to the Canada Border Services all 380 men and 63 women are detained while the 49 children on board MV Sun Sea are either with their families or in the care of local social services. Public Safety Minister Victor Toews said that each migrant had paid 40,000 to 50,000 Canadian dollars to the ship operators to bring them to Canada from Thailand. An investigative report by Canadian newspaper Globe and Mail revealed on August 30 (today) that an alleged Liberation Tigers of Tamil Elam (LTTE) human-smuggling ring is preparing to smuggle another shipload of Tamils who have left Sri Lanka to be sent to Canada. The report says the Tamils arrive in Bangkok from Sri Lanka on two-week tourist visas and stay in rented apartments pretending to be tourists until the next ship is ready to sail to Canada. The report citing the Thai Police said some of the refugees left on MV Sun Sea, the cargo ship that reached Vancouver earlier this month with 492 Tamil asylum seekers on board, were recent arrivals, who entered the country on tourist visas shortly before the ship departed in April.
