At least five Sri Lanka Navy (SLN) personnel were killed and 30 others sustained injuries when Liberation Tigers of Tamil Eelam (LTTE) cadres fired artillery at the Trincomalee naval base on August 1. Subsequently, the Sri Lankan Air Force carried out aerial bombardment in the outfit-held Sampoor area targeting Mavilaru, Verugalaru and Kathirveli. Several key LTTE locations were destroyed, sources said. The Government claimed 50 LTTE casualties in the air strike.

The Swedish Foreign Minister Jan Eliasson told Swedish radio that he saw no other option but for the Swedish observers to leave the island, where fighting between Government troops and the Liberation Tigers of Tamil Eelam (LTTE) has escalated. The Media Centre for National Security (MCNS) said that troops successfully repulsed an LTTE attack on the Muttur, Thopur, Kattaparichan, Selvanagar and Mahindapura camps, which caused severe damages to Muttur town and resulted in a large number of civilian casualties. "Sporadic attacks are however continuing with the LTTE using small arms fire directed at the forces from strategic positions one of which was a Tsunami camp," a MCNS spokesperson said. They must simply allow irrigation engineers to do it, otherwise we will open it anyway." He accused the LTTE of trying to use the reservoir issue to score political points. If the outfit was serious about opening the reservoir, they should notify the Government's irrigation department and allow engineers to arrive and open the sluice gates, Rambukwella said. He added that the water supply should be controlled by the "government of Sri Lanka and the terrorists should vacate from the areas." The Government also explained the shelling of the Mavil Aaru dam area when the Nordic truce monitor was at the dam site on, by saying that he had not obtained clearance prior to visiting the site.

The fighting started on August-28 morning when LTTE cadres reportedly opened fire on troops who were on clearing operation in the area. According to military spokesperson Brigadier Prasad Samarasinghe, ground troops confirmed that 66 LTTE cadres were killed and a large number of them were injured in Selvanagar, Thoppur and Sampur areas. He added that 13 soldiers were killed and 79 were injured in the battle. "The troops are moving towards Sampur. The Security Forces are engaged in an operation to neutralise the LTTE positions in Sampur, Echchalampattu that pose a direct threat to the Trincomalee harbour Eastern Naval base and civilians who are returning to Muttur," he said. Meanwhile, the pro-LTTE website Tamil Net quoting LTTE sources reported that around 50 SF personnel were killed and 108 wounded so far and also said that 12 LTTE fighters were killed and 15 others sustained injuries. The Website also claimed that 21 fleeing Internally Displaced Person’s (IDP) were killed during the past 30 hours in artillery and aerial bombardment. The Sri Lanka Monitoring Mission (SLMM) formally accused the security forces (SFs) of being behind the execution-style murders of 17 local staff of French aid agency, Action Contre La Faim. It blamed that Sri Lankan authorities obstructed their efforts to investigate. The SLMM ruling said, "Noting the facts outlined in the SLMM findings there are very strong indications of the involvement of the Security Forces in the act despite their denial. Firstly, the SLMM cannot find the reasons for the restrictions of movements into the said areas especially in above mentioned circumstances acceptable, thereby strongly indicating the GOSL's eagerness to conceal the matter from the SLMM." In a statement the SLMM said, "The killing of the 17 civilian aid workers in Muttur on August 4, 2006 is ruled as a gross violation of the Ceasefire Agreement by the Security Forces of Sri Lanka." The SLMM also accused LTTE for the June 15 attack of a civilian bus at Kabitigollewa in the Anuradhapura district. The SLMM report said, "Based on SLMM inquiries and the well known modus operandi for the LTTE, the SLMM considers highly probable that there can be no other armed element than the LTTE and LTTE affiliated forces that have had the motive to carry out the attack, in particular in GOSL controlled areas.”

The Security Forces (SFs) have found a heap of Tsunami relief items at the Kattaparichchan mortar location of the Liberation Tigers of Tamil Eelam (LTTE) in the Trincomalee district. Defence spokesperson Brigadier Prasad Samarasinghe told Daily News, "Those relief items have been pilfered by the LTTE from the areas affected by Tsunami waves in the North and East in December 2004." The relief items, which were found in the camp, were canvas tents, medicines and electrical items and were bearing the names of the countries and the organisations, which had donated them for the Tsunami victims, he added. In an interview with the BBC in London, the Minister said, "We believe that the Sri Lanka Monitoring Mission has a very important role to play in Sri Lanka, especially at a time when the LTTE has escalated its levels of violence and in fact I would say the SLMM should not be a fair weather organisation." Responding to a question that whether Sri Lanka is back at war and the ceasefire is over, he responded, "No it is not a civil war. Because to have a war you must have two sides.
