The Task Force was established in August last year by the President to expedite the development of the North and the East that suffered during the long-drawn conflict.

The issue of releasing military acquired land in the Northern and Eastern Provinces was the main topic when the Presidential Task Force on development of North and East chaired by the President Maithripala Sirisena met on April 3, reports Colombo Page. The release of military acquired lands in the North and East has been accelerated following the establishment of the Special Task Force for the development of North and East Province, the Security Forces (SFs) stated at the meeting. The President also instructed the two Governors of the two Provinces to intervene in the matter and discuss the issue with the military authorities to expedite the issues. He instructed the relevant officials to submit any issues beyond their control to the task force in future. During the meeting, attention was focused on the issues and suggestions presented by political representatives of the areas in the Northern and Eastern Provinces.

Former Army Commander Field Marshal Sarath Fonseka said on April 4 that the Security Forces (SFs) should be strengthened whether there was a war or not and that due attention was not paid to upgrade and strengthen the SFs at present, reports Daily Mirror. He said in the Parliament that other countries such as Singapore was allocating a huge share of its budget for SFs and added that a country's national security should be given prominence even before the economy. He also pointed out that SFs had not been provided with modern equipment and facilities to upgrade to suit the new technological advancement. "We are still using fighter jets used during World War 2. We have only one fighter jet right now. We should provide modern fighter jets with the air force. Navy also should be given modern vessels," he said.

Some former Liberation Tigers of Tamil Eelam (LTTE) cadres have recently alleged they are under constant surveillance by the military though they have undergone rehabilitation, reports The Island on April 7. They have also claimed that military interference has hampered their political activity. United States (US) Human Rights activist Critina James, on April 5 received a briefing from former LTTE cadres during a visit to the Jaffna peninsula. The former LTTE cadres said that they had also complained to the Geneva-based United Nations Human Rights Council (UNHRC) about military interference. They met the US activist as members of a North-based political party consisting of ex-LTTE cadres. They alleged the people were still suspicious of them due to the military constantly watching their movements.

The Colombo Crime Division (CCD) on April 11 arrested an underworld member, identified as VidurangaaliasViswa who was involved in an arm deal with a group of former Liberation Tigers of Tamil Eelam (LTTE) members, reports Colombo Page. According to Police, Viduranga, a resident of Wellampitiyais a member of the KaduwaelaSamayan's underworld gang. The Colombo Crimes Division said that the two underworld leaders, 'Gotha Asanka', who is leading the Samayan's gang from the prison and another underworld leader, 'Ganemulle, Sanjeewa'are engaged in the sale of firearms, which are being unearthed from the North by the former LTTE cadres. Earlier, the Colombo Crime Division arrested a group of former LTTE cadres involved in the arms racket as well as 12 subordinates of 'Gotha Asanka' and 'Ganemulle, Sanjeewa'. The suspects are being detained on detention orders and questioned.During questioning, the suspects have revealed information on several underworld killings committed in Colombo and suburbs using former LTTTE cadres.A plan to assassinate Tamil National Alliance (TNA) parliamentarian Sumanthiran was also revealed during questioning and some equipment including a claymore bomb that were to be used for the purpose have been found, the CCD said. The finding has been reported to the courts.The Colombo Crimes Division said that Viswa was arrested when it was revealed that he has acted as an intermediary in selling the weapons recovered by the LTTE members.

German authorities on April 12 indicted a Sri Lankan man suspected of involvement in killing 15 captured Government soldiers while fighting for the Liberation Tigers of Tamil Eelam (LTTE), reports Colombo Page.Federal prosecutors said on April 12 that 37-year-old Sivatheeban B is accused of membership in a foreign terrorist organization, war crimes, two cases of manslaughter and 11 cases of attempted manslaughter, according to the report.The man, whose surname wasn't released due to German privacy rules, was arrested in August.Prosecutors allege that in 2008 the suspect guarded 15 captured soldiers as they were driven to a site where they were executed, and later helped burn their bodies. In a separate incident a year later, he fired on 13 soldiers, two of whom died.

The United Nations Subcommittee on Prevention of Torture has completed its first visit to Sri Lanka from April2 to 12 where it examined the treatment of people deprived of their liberty and the safeguards in place for their protection against torture and ill-treatment, reports Colombo Page on April 12.The delegation visited police stations, prisons, remand prisons, military camps, rehabilitation centers, mental health institution, a rehabilitation center for children, and held meetings with the Government representatives, Sri Lanka's Human Rights Commission and civil society representatives."We have received good cooperation during the visit, having access to all places of detention, getting all relevant information and performing confidential interviews. We look positively on Sri Lanka's prospective development of a national preventive mechanism, as required under the Optional Protocol to the Convention against Torture," said Victor Zaharia, who led the four-member delegation.

Mekala (26) were injured in a mine explosion in Muhamalai in Kilinochchi area in Northern Province on April 18, reports Colombo Page. The deminers have received serious injuries during a demining operation when a landmine accidently exploded, the Police said. The mine clearing operations have resumed on April 18 after halting operations during the Sinhala and Tamil New Year.

Fifteen dead bodies were found at a house where several explosions took place in Kalmunai in Ampara District of Eastern Province on April 26, reports Colombo Page. Among them were bodies of six males, three females and six small children. Another five persons were also injured in the explosions. According to Sri Lanka Army Media Spokesman, three terrorists, suspected to be from an Islamic terrorist organization were among the 15 dead after the shootout. The Security Forces (SFs) had come under gun attack when they attempted to search the house at Saindamarudu area in Kalmunai on April 26. According to the Army, the troops on intelligence tip-off given by the Police were proceeding towards to check a safe house of suspected terrorists when they triggered three explosions and began firing towards the troops. Troops retaliated and raided the safe house where a large cache of explosives had been stored.

SFs recovered IS uniforms, flags, 150 sticks of explosive Gelignite, about 200,000 ball bearings, batteries, wires, a drone camera and various items for manufacturing bombs, including urea and other chemicals. The place was identified as the location where the photos of National Tawheed Jamath (NTJ) suicide bombers pledging their leader were taken. Sources said that it was the place where the NJT leader, Mohamed Hashim Mohamed Zahran had recorded the video footage of the suicide bombers pledging their leader, which had been sent to the media two days ago. The IS's black uniform, the shoes as well as the flag in the background of the video were among the items found in the raid on April 26.

Among the other items recovered were four swords, two Kris knives, one air rifle, several accessories of a walkie-talkie and five rolls of fabric used in sewing military fatigues. The Police also found 21 fake rubber seals which they allege were meant to be used in preparing fraudulent documents for overseas travel. They suspect these items were arranged by Muslim fundamentalists for an impending attack.
