Wigneswaran in an interview at his residence in Colombo on April 2 blaming the Government for adopting a dominating, domineering and hegemonic attitude towards the Northern Province, reiterated his call for a federal structure, reports Colombo Page. He said "One of the primary things that we are mentioning to the government is that the structure of the constitution is faulty. If you have a unitary constitution, the power will be in the hands of one community. The unitary constitution is structurally faulted. We would like to have a federal constitution."

Pathmanabha led-ERPLF on April 2 decided to drop the words "Eelam" and "Liberation" from its name in Jaffna District, reports Colombo Page. Sources said that the name change had become necessary in view of the radically changed scenario following the 2009 military defeat of the Liberation Tigers of Tamil Eelam (LTTE). The new name is likely to be "Social Democratic Party of Tamils". The EPRLF is a Left-leaning group that was born in 1981 and subscribed to the idea of an independent Tamil Eelam state for years. Later, the ERPLF registered itself as a political party and embraced electoral politics.

President Maithripala Sirisena and Prime Minister Ranil Wickremesinghe on April 2 pledged to build a country devoid of extremism and terrorism for the younger generation, reports Colombo Page. They had given the assurance to work towards the unity of the country and give priority to the programs to benefit the country's youth when they participated in the closing ceremony of the Yovun Puraya. The Yovun Puraya Program, which has been revived after 28 years, was held under the theme 'Future Begins' at the Air Force Base premises in Sigiriya from March 30 - April 3 with the participation of 5000 Sri Lankan youth and 120 foreign youth.

Colombo Pageon April 4 reported that the Central Committee of Sri Lanka Freedom Party (SLFP) is expected to meet today under the leadership of party chairman, President Maithripala Sirisena to discuss the present political situation in the country and the party's future plans, party sources said. The SLFP is in danger of splitting amid the growing rift between the supporters of President Sirisena and those who are loyal to former President Mahinda Rajapaksa. According to local media, party seniors fear a serious crisis in the party as the Rajapaksa faction is demanding that party leadership should be given to the former president. Media spokesman of the SLFP State Minister Dilan Perera on April 3 said that the splitting of the SLFP would affect Sri Lanka as a whole and added that the party hopes to move forward and avoid divisions within itself.

Mahinda Rajapaksa on April 3 said that priority should be given to achieve reconciliation within the SLFP before trying to achieve it in the country, reports Daily News. "But before everything, reconciliation should be first be achieved within the SLFP. The way SLFP organisers were dismissed and shuffled we have suspicion whether reconciliation could be achieved with the SLFP," he said. He said the previous government led by him did much to achieve peace and reconciliation after the war victory by building houses for the displaced, roads and other infrastructure in the North and East to promote peace and reconciliation. Rajapaksa said it was due to their services that the people in the South and North were able to move about freely in any part of the country.

The Criminal Investigation Department (CID) of Sri Lanka Police plans to question joint opposition parliamentarians Dinesh Gunawardena and Wimal Weerawansa over the discovery of an arms cache, including a suicide jacket, within the Chavakachcheri Police area of Jaffna District on March 30, reports Colombo Page on April 4. The CID questioned former External Affairs Minister Professor G. L. Peiris on April 2 over the statement he made to media on the discovery of explosives. Speaking to media on March 30, Prof. Pieris had said the Government was attempting to hide the truth behind the discovery of the weapons and there were speculations that the arms were intended to be sent to Wellawatta for a high profile attack. The CID has questioned how he came to know of the information even before the CID started an investigation into the incident. Prof. Peiris, during questioning, has however revealed that it was Member of Parliament (MP) Dinesh Gunawardena who provided that information to him and he had no firsthand information on the finding. According to Peiris, Gunawardena was scheduled to address the press conference in Colombo last week where he made the remarks on the explosives cache but at the last moment he was assigned to brief the reporters. Prof. Pieris, in his statement to the CID, had also pointed out that MP Wimal Weerawansa too made a similar remark over the discovery of explosives.

Northern Province Governor Reginald Cooray said he believes that Mahinda Rajapaksa will not cause a split within the SLFP, reports Daily News. Cooray said that the former President knows best the damage which can cause to the party through division and added that he was confident Rajapaksa will not make any adverse moves which create a major split within the SLFP. He added that President Maithripala Sirisena did not assume SLFP leadership by force and it was former President Rajapaksa who had handed over the party reins to the President voluntarily. Cooray stressed that factions will not help the party and only unity will assist it to go forward with new vigour and become victorious at future elections. Party members and activists reacting to Cooray's speech said that the SLFP hierarchy should first stop criticizing Rajapaksa to unite the party. They also pointed out several shortcomings and urged Cooray to inform the party hierarchy to rectify them.

Police reports and health records show that the use of drugs in North is rapidly rising, the Northern Province Health Minister Dr. P. Sathyalingam said, reports Colombo Page on April 5. The official said the reason for the increasing drug use in the former war zone is that even though the war was over, the problems people are facing have not been resolved yet. Deaths of relatives, disappearances and missing, hopelessness, family problems and economic difficulties are the main reasons for people to resort to drugs, the Provincial Health Minister said. Dr. Sathyalingam told the BBC although his ministry has taken steps to introduce several programs aiming at minimizing the drug use among the people in the Province, they cannot be implemented by his ministry alone. While touring the Northern Province recently President Maithripala Sirisena said that the rise in drug use is more dangerous than the use of weapons. He said the government has launched several programs aimed at minimizing the drug use in the North.

According to the Minister, creating a religious dialogue and awareness with the coordination of Muslim politicians, religious leaders, Ministry of Education, Department of Muslim Religious and Cultural Affairs and civil organizations such as All Ceylon Jamiyathul Ulma (ACJU) and National Shoora Council are the key measures the Government has taken in order to dissuade the Muslim community from joining in extremist activities.

Sri Lanka Parliament for the first time will convene as a Constitutional Assembly (CA) on April 5 to take the initial steps necessary to draft a new constitution, reports Colombo Page. The first sittings of the CA presided over by Speaker Karu Jayasuriya will determine the Sub-Committees, which will work on the Constitution-making process, and elect members to those Sub-Committees. It will also appoint a Steering Committee consisting of the Prime Minister (Chairman), Leader of the Opposition, Leader of the House, the Minister of Justice, and not more than eleven other Members of the CA. The CA was appointed for the purpose of deliberating, and seeking the views and advice of the people, on a new Constitution for Sri Lanka, and preparing a draft of a Constitution Bill for the consideration of parliament. New electoral system with no preferential votes, abolition of the Executive Presidency and a durable solution to the national question through an acceptable power devolution mechanism for all, are the key objectives of the new Constitution. It is expected to be adopted before the end of 2017 once it receives public approval from a referendum.

Wigneswaran presenting a Resolution on the Constitutional Reforms to the NPC on April 8 has proposed to set up two States in the country, one by merging the Northern and Eastern Provinces and the other by merging the seven other Provinces, reports Daily News. The Chief Minister further proposed to declare Muslim majority Districts within the Eastern Province as an autonomous region, and a similar autonomous region for Estate Community. The Resolution is to be handed over to Opposition Leader and Tamil National Alliance (TNA) leader R. Sampanthan. Wigneswaran observed no community should feel inferior to another community despite whether they belong to the majority or minority. He stated the need of a federal system to ensure proper power devolution in the country in a manner that everybody gets equal rights. The resolution also proposes a separate State Parliament for the North and the East. In a letter to President Maithripala Sirisena, the Opposition Leader said that several concerns have been raised with regard to irregularities in the tender process, the cost of the houses and the durability of the pre-fabricated houses as well as the environmental unsuitability of the proposed steel houses. The TNA leader said that experts have pointed out that the pre-fabricated houses will not last for more than 10 years. He pointed out that for the conflict affected communities in the North and East, a house is not merely a means of shelter, but an inextricable part of their culture that is passed down to generations.

Supreme Court (SC) issued notice for Northern Province Chief Minister, C.V. Wigneswaran and three others to appear in the Court over a petition filed against a resolution passed by the Northern Provincial Council (NPC) on April 28 calling for a federal solution and merger of the North and East, reports Colombo Page on May 1. The respondents of the petition include Chief Minister, leader of Illankai Tamil Arasu Kachchi (ITAK) Mavai Senathirajah, NPC Chairman C.V.K. Sivagnanam and NPC Secretary S. Pathmanathan. They are ordered to appear in the court on May 12, 13 and 17. A lawyer filed a petition with the SC challenging the resolution, seeking an opinion on it. The petitioner argued that the resolution was putting forward the ITAK agenda to divide the country.
