According to media reports on April 1, the Liberation Tigers of Tamil Eelam (LTTE) has not put forward any condition to commence talks with the Sri Lankan government scheduled to begin in early May in Thailand. It added that the LTTE would abide by those conditions laid down in the Cease-fire Agreement signed on February 22. The report also added that issues like de-proscription of the LTTE would be considered only during the talks. Separately, the report indicated that while the government delegation to Thailand is likely to comprise Enterprise Development, Industrial Policy and Investment Promotion and Constitutional Affairs Minister Prof. G.L. Peiris, Science and Technology and Economic Reforms Minister Milinda Moragoda, Ambassador to China Bernard Goonathilake and Ambassador to Thailand S. Palihakkara, the LTTE delegation is expected to be led by Anton Balasingham.

The leader of the Sri Lanka Monitoring Mission (SLMM), Trond Furuhovde, said that none of the complaints so far investigated could be identified as violating the cease-fire agreement but were criminal acts unrelated to the Memorandum of Understanding (MoU) that needed to be dealt with by the police. Talking to the media on April 1, Furuhovde said that the Ministry of Defence, which issues the daily situation report often containing news of abduction, extortion and conscription, had not complained to the SLMM about these alleged violations. Warning against the danger of misinterpreting criminal activity as violations of the cease-fire agreement, he urged the government and police to take advantage of the cease-fire to strengthen the law enforcement.

A Liberation Tigers of Tamil Eelam (LTTE) cadre extorting money from fishermen at Pasikuda, Batticaloa, who was arrested on March 30 by the Pasikuda police is reported to have escaped after threatening the police that he would commit suicide by swallowing a cyanide capsule. According to media reports, the police refrained from firing on the escaping LTTE terrorist to avoid complications in the cease-fire agreement between the government and the LTTE.

The Sri Lanka Monitoring Mission (SLMM), established to monitor compliance with the Cease-fire Agreement between the Government of Sri Lanka and the Liberation Tigers of Tamil Eelam (LTTE) is reported to have commenced its mission in Sri Lanka according to media reports of April 2. The SLMM has established its temporary headquarters in Colombo and district level monitoring committees are being established in Mannar, Ampara, Batticaloa, Jaffna, Vavuniya and Trincomalee.

The Chief of the Sri Lanka Cease-fire Monitoring Mission, Major General Trond Furuhovde, is expected to meet the Liberation Tigers of Tamil Eelam (LTTE) leadership on April 7 and take up issues relating to cease-fire violations, especially relating to extortion, provocation and forced entry into military areas by the LTTE in the East of Sri Lanka. Media reports indicated that the permission was denied to the LTTE as the February 22 Memorandum of Understanding (MoU) does not allow freedom of movement from one LTTE-held area to another across sectors controlled by the security forces. The request was made by two senior LTTE cadres on April 7. Of the sixty, nineteen were identified as disabled cadres. However following further discussions with higher authorities, the troops are reported to have agreed to permit the wounded to crossover to the MSR.

It was decided during the talks that a joint committee comprising representatives of LTTE and SLMC would be appointed to co-ordinate affairs related to the return of displaced Jaffna Muslims to their own homes. Following a chain of events after some LTTE cadres made an attempt on April 12 to enter Kayts islet, Northern Naval Area Commander Rear Admiral Weerasena wrote to the Norwegian-led Sri Lanka Monitoring Mission (SLMM) stating that the navy had established forward defence lines around Kayts, Punkudutivu, Mandaitivu, Eluvativu, Analativu and Nainativu. Mavai Senathirajah has now questioned the validity of this designation and has also asked of the government to clarify if a commander could make such statements.

The Liberation Tigers of Tamil Eelam (LTTE) said it objects to the Sri Lanka Navy's northern commander (COMNORTH) designating the islets of Kayts, Punguduthivu, Nainathivu, Eluvaithivu, Analathivu and Mandaithivu as military zones, and thus declaring them out of bounds for the LTTE. The LTTE wrote to the Sri Lanka Monitoring Mission (SLMM) stating that there are vast areas populated by the Tamils in those islands and the terms of the cease-fire agreement permit them access to those areas to conduct political work and rehabilitation. Not permitting them into those areas is a violation of the terms of the cease-fire agreement, the LTTE contended, pro-Tamil sources said on April 30. Some reports held that the navy’s move was meant to help the LTTE’s rival Eelam People’s Democratic Party (EPDP).
