Refuting speculation that there already was an understanding with the LTTE, he said at the time that the talks would commence the government and the LTTE agree upon certain issues, though he did not specify what those could be.

In a separate development, on April 4, the Sri Lanka Police and the Russian Federation's Federal Security Service signed the Mutual Co-operation Agreement to mount joint action and curb terrorism and transnational crime. Under the Agreement the two sides will interact in fighting terrorism and all other forms of transnational crime, including drug trafficking, money laundering and illegal immigration. Besides, the agreement will facilitate greater co-operation in the exchange of expertise, resources and experience.

The offensive commenced just as the rebel Liberation Tigers of Tamil Eelam’s (LTTE) unilateral cease-fire in force since Christmas Day 2000 came to an end at midnight April 24, following an LTTE decision not to extend the cease-fire. Preliminary information released by the Sri Lankan Army said that the operation was launched "to further expand the areas controlled by the Security Forces in the Jaffna peninsula". Other sources held the operation is intended to capture the Elephant Pass, the gateway to the Jaffna Peninsula, which the LTTE overran in the year 2000. Ground units of the Army were supported in their advance by Air Force jets. The Air Force also launched separate attacks in Pallai and Elephant Pass areas. Fierce fighting raged along the Kilaly-Eluthumadduval-Nagarkovil axis. The Army said government troops had captured eight sq. km. of territory. During the offensive two officers and 30 soldiers were killed, while 180 more were wounded. The LTTE lost 75 cadres with over 300 wounded. Pro-LTTE sources, however, contradicted official claims and said the Army had reassigned troops as well as slowed down the pace of its attacks owing to heavy resistance and counter-attacks by the rebels. The total number of casualties on both sides is still uncertain but is on the rise. The LTTE admitted to 48 killed as on the night of April 27. The Army said it had lost 154 personnel. The LTTE further said some 1450 government soldiers were wounded in three days of fighting. The 52nd and 53rd Divisions of the Sri Lankan Army continued with their attacks on LTTE positions on either side of the A 9 Main Supply Route to Elephant Pass. While the Army said it was consolidating newly gained positions backed by artillery and air support, the LTTE said the Army had abandoned areas captured earlier in the Operation.

In a statement on peace and the LTTE’s cease-fire that came to an end on April 24, the Information Ministry said, on April 30, the government was fully justified in launching Operation Agni Khiela. It was so because, the Ministry release held, the LTTE had not only would up its unilateral cease-fire but had also violated it on 224 occasions. The release also said reiterated the government-stand announced on December 24, 2000 that goodwill measures were not required to get along with the peace process, and went on to add that the cease-fire was not "genuine" but an act of "international deception." Meanwhile, a government release said Norwegian peace envoy Eric Solheim arrived in Colombo and held discussions with President Chandrika Kumaratunga. The details of the discussions have not been made public yet. Soon after arriving, Solheim said over the BBC, on April 30, "The peace moves are a definite option. However, the current military situation is a setback".
