President Gotabaya Rajapaksa on February 1 received the final report of the Presidential Commission of Inquiry (PCoI) appointed to probe the Easter Sunday attack in 2019, reports Colombo Page. The final report was handed over to President Rajapaksa by the Chairman of the Commission, Supreme Court Judge Janak de Silva at the Presidential Secretariat. The first interim report of the Commission was presented to the President on December 20, 2019 and the second interim report on March 2, 2020. The report consists of 472 pages, 215 attachments and 06 volumes.

The 27th report of the Analytical Support and Sanctions Monitoring Team of United Nations (UN), released on February 3, 2021, said that the Islamic State in Iraq and the Levant (ISIL) has followers in Sri Lanka, reports Colombo Gazette on February 7. The report said that the Member States expressed concern at the rising number of ISIL sympathizers in cyberspace in South Asia. The report said that ‘Voice of Hind’, the only regional ISIL English-language outlet, was started in early 2020 and is published regularly, and has followers in Sri Lanka. In June 2020, Shahab al-Muhajir, also known as Sanaullah, was appointed by the ISIL core to lead ISIL-K. According to a Member State, al-Muhajir was also appointed chief of the Al-Sadiq office of ISIL, which covers the “Khorasan” region, including Afghanistan, Bangladesh, India, Maldives, Pakistan, Sri Lanka and the Central Asian States.

The President said he has now received the final report of the Presidential Commission appointed to inquire into the Easter Sunday Attacks and has already given instructions to implement its recommendations. Simultaneously, taking into account the recommendations of the previous Parliament’s Sectoral Oversight Committee on National Security, action will be taken against all parties involved in this tragedy, President Rajapaksa said.

Thousands of Tamils on February 4 marched in northern and eastern regions to demand the release of prisoners and seek information on thousands of Tamils missing since the end of an ethnic war 11 years ago, reports CNA. The legislator for the main opposition Tamil party, the Tamil National Alliance (TNA), M A Sumanthiran said "The reason for this protest walk is to draw attention to the rights of the Tamil-speaking people that have been denied in this country." The European Union (EU) on February 5 continued to list Sri Lanka’s defunct Tamil separatist group Liberation Tigers of Tamil Eelam (LTTE) as a terrorist organization among 21 terrorist groups and 14 individuals. The EU decided to include the LTTE on the EU list on May 29, 2006 for the application of specific measures to combat terrorism. Although, LTTE was eliminated in Sri Lanka in May 2009 following a three-decade long armed conflict, the terrorist organization is active in European countries as well as in Malaysia and India. Efforts to revive the organization had been reported in some of these countries and in Sri Lanka.

United Nations (UN) Human Rights experts on February 5 urged the Sri Lankan authorities to stop rolling back hard-fought progress made in recent years on rebuilding democratic institutions, and to press for accountability for past crimes and deliver justice for victims and promote reconciliation between communities, reports Daily Mirror. “We are dismayed at the emerging trends setting back the promotion of reconciliation, accountability and human rights, reducing civic space and eroding important institutional safeguards for the protection of human rights, issues also raised in the High Commissioner’s report,” they said, pointing to the Government’s increasingly majoritarian rhetoric threatening victims and minority communities.

The Core Group on Sri Lanka has confirmed on February 8 it will be submitting a Resolution on Sri Lanka at the upcoming session of the UN Human Rights Council (UNHRC) in Geneva, reports Daily Mirror.The British Ambassador and Permanent Representative to the UK in Geneva, Julian Braithwaite, informed the UNHRC y of the decision to submit the Resolution. The confirmation was made as the UNHRC met to discuss its plans for the 46th Session of the UNHRC which will be held from February 22, 2021 to March 23, 2021. The Core Group on Sri Lanka consists of Canada, Germany, Montenegro, North Macedonia, and the United Kingdom. Braithwaite said that a Resolution will be submitted to the Council on promoting reconciliation, accountability and human rights in Sri Lanka.
