Addressing the nation at the 71st National Independence Day celebrations in Colombo on February 4 the President said the proposed National Government is simply an attempt to increase the number of cabinet ministers and provide privileges to the ministers at the people's expense. Calling the move unethical the President said the people's wish is to limit the Cabinet to 25 ministers. President Sirisena stressed that the present administration should focus on serving the general public.

Senior officials in charge of excavation of ‘Mannar mass grave’ in Mannar District of Northern Province on February 6 said that so far of the skeletal remains found, 26 were of children, reports The Island. By February 6, experts have so far unearthed skeletal remains belonging to 312 persons and 297 of them were removed from the grave for further investigations. Recently, selected samples were sent to a United States (US) testing facility for carbon testing. On site Judicial Medical Officer Saminda Rajapaka said that results would be available within one week. The human skeletal remains were first found by some construction workers while excavating the site behind the CWE Building in Mannar as part of a development project on May 25 2018. On the same day a complaint was lodged with the Mannar Police. Investigations began under the supervision of former Mannar Magistrate Alex Raja. Excavations commenced, on May 28, 2018 after it was determined by a team of scientists that the area contained undisturbed skeletons.

Sri Lanka President Maithripala Sirisena on February 9 said that the provincial council election will be held definitely before the presidential election, reports Colombo Page. Speaking at an event in Polonnaruwa, the President said that the relevant constitutional issues will be resolved before the elections and the Presidential Election will be held on the due date by the end of the year. President Sirisena noted that no one can force to conduct the Presidential Election and only he has the power to do so. An order in this regard cannot be given by the Parliament or the Judiciary. He said that the constitution clearly states that if a Presidential Election is held early, a gazette notification in that regard can be issued only by the President.

The High Commissioner of Sri Lanka in New Delhi (India), Austin Fernando said that Sri Lanka needs Tamil refugees in India and want them to return their home land, reports The Hindu on February 11. “Sri Lanka needs them [Tamil refugees in India]. We want them to return. And, after a disastrous situation, people do not get the best of things which they would like to have. But we will try to give the best [offer] to everyone who return”, Austin Fernando said during his visit to Chennai in Tamil Nadu (India) to obtain first-hand knowledge of the situation pertaining to Tamil refugees. A team of officials from Colombo, including Sumith Nakandala, Additional Secretary [Ministry of Foreign Affairs] are currently in India to deal with the Tamil refugees’ problems in India.

Ahead of the United Nations Human Rights Council (UNHRC) session in March, Sri Lankan Prime Minister Ranil Wickremesinghe on February 12 presented a Cabinet memorandum seeking approval to establish a Truth and Reconciliation Commission, similar to what was established in post-apartheid South Africa, reports Daily Mirror. The commission will give the opportunity to those accused of war crimes to confess to their wrongdoings. According to the memorandum, no criminal liability will arise from the commission's findings. However, the Cabinet did not approve the PM's memo because President Maithripala Sirisena, in his capacity as Defence Minister has asked for time to make observations on the proposed move. Megapolis and Western Development Minister Patali Champika Ranawaka also sought time for his observations. The UNHRC Resolution 30/1 adopted in September 2015 proposes the setting up of such a commission as part of the restorative justice process in Sri Lanka. There were four mechanism proposed to be set up -- the Office of Missing Persons (OMP), the Office on Reparation, a truth-seeking mechanism and a judicial mechanism. Sri Lanka co-sponsored this resolution when it was initially moved by the United States (US).

At least 25 Sri Lankan Tamil families staying in the largest camp for them at Mandapam camp near Rameswaram in Ramanathapuram District of Tamil Nadu (India) for long years have petitioned the special deputy tahsildar in-charge of the transit camp, Ramachandran, stating they wish to get back to Sri Lanka as early as possible, reports Colombo Page on February 12.This is reflective of a wider trend found among over 7,500 Sri Lankan Tamil refugees who have been staying in various camps across Tamil Nadu, with many of them voicing their preferences to get back to Sri Lanka on the ground that “political normalcy is slowly but surely returning to the Island-Republic”, a decade after end of the “civil war” between the Island's armed forces and Liberation Tigers of Tamil Eelam (LTTE) in 2009. In Mandapam transit camp, the largest for Sri Lankan Tamil refugees in Tamil Nadu, many of them have been frequently transiting between their home towns and native villages in Northern Sri Lanka and Rameswaram. The total number of inmates in this camp has now come down to 1,641 inmates, who include 630 men, 659 women, 168 boys and 184 girl children.While some among them are in a position to obtain passports in Chennai for their return travel back home, those Sri Lankan Tamil refugees unable to take that route are urging the Tamil Nadu and Indian Governments to make arrangements for a ship that could ferry refugees desiring to return home in larger numbers.

A high-profile delegation from the Office of High Commissioner for Human Rights (OHCHR) on February 13 held a meeting with Ports, Shipping and Southern Development Minister Sagala Ratnayaka on a wide range of matters including Sri Lanka's progress on United Nations Human Rights Council (UNHRC) resolutions, reports Colombo Page.Sagala Ratnayaka attended the meeting in his capacity as the Chief of Staff to Prime Minister Ranil Wickremesinghe.At the meeting, the two parties also focused on UN Human Rights Commissioner Michelle Bachelet's report on Sri Lanka which will be presented to the March session of the UNHRC, where Sri Lanka's progress on the recent UNHRC resolutions would be discussed by its member-nations.

Among the 20000 Northern Muslim families that Liberation Tigers of Tamil Eelam (LTTE) expelled overnight from their traditional homes in North on 1990 October 30 was the eight-member family of Minister Bathiudeen. "Muslim IDPs who were resettled in Jaffna after the war, complain about the space of land available to them. They say the land is not enough for their growing population. Therefore, some of them have even returned from the resettled locations back to their camps," Minister Bathiudeen complained calling for PM Wickremesinghe's attention to the issue. This is the first time in three decades that the Jaffna's displaced Muslims, since their expulsion in 1990 by the LTTE, are hearing good news on their future, Minister Bathiudeen said.

Families of Internally Displaced Persons (IDPs) in Sri Lanka’s Northern Province observed a shutdown on February 25, demanding justice for war-time human rights abuses, reports The Hindu. According to sources in the Northern Districts, most schools, shops and business establishments were shut, in an act of solidarity with the relatives of missing persons, some of whom have been agitating continuously for two years now in Kilinochchi District.The University of Jaffna was also closed, and public transport services came to a halt. Thousands took to the streets, holding placards with messages such as “Where is my son?”, “UN, do not give additional time for Sri Lanka for war crime investigations”, and photographs of their missing relatives. Almost all political parties representing northern Tamils and Muslims extended their support to the rally, local media reports said. The shutdown comes just as the 40th session of the United Nations Human Rights Council (UNHRC) begins in Geneva, where a core group of countries, including the UK, Canada and Germany, will likely put forth a new resolution on promoting reconciliation, accountability and human rights in Sri Lanka. The move is expected to give Sri Lanka more time to fulfil its earlier assurances to the Council.

The Megapolis and Western Development Minister Patali Champika Ranawaka said that he submitted a Cabinet memorandum asking for general amnesty to all those who are accused of war crimes - both from the armed forces and the Liberation Tigers of Tamil Eelam (LTTE), reports Daily Mirror on February 26.In an interview, he said it was inappropriate to single out the armed forces as the only perpetrator of war crimes since there were many others involved in similar acts.He said some 12,000 LTTE combatants who were reintegrated into the society should also be tried for war crimes if legal action were instituted against military personnel. He said it would be an endless exercise to trace those from all sides who were accused of rights violations or war crimes and therefore the government should now dispense with this whole issue by granting general amnesty.

As part of its ongoing review of compliance with the AML/CFT standards, FATF at the Plenary held during February20-22, 2019 in Paris has decided that Sri Lanka warrants an on-site assessment to verify that the implementation of AML/CFT reforms has begun and is being sustained, and that the necessary political commitment remains in place to sustain implementation in the future.As per the decision taken by FATF Plenary, a team of evaluators will be visiting Sri Lanka during May 2019 and the team will meet all relevant stakeholders, including the private sector and the highest political authorities to verify the implementation of the FATF Action Plan and to ascertain Sri Lanka's political commitment towards implementation of AML/CFT.

SLPP Chairman Prof. G.L. Peiris said that it was a bizarre piece of legislation seeking to terrorise all the institutions under the pretext of countering terrorism.
