The National Freedom Front (NFF), on August 1, reiterates that an all-party conference should be convened to resolve the ongoing crisis, reports Colombo Page. NFF Leader Member of Parliament (MP), Wimal Weerawansa in a letter to the President Ranil Wickremesinghe says that a program according to a strategic approach as well as the presentation of a road map to the country with common agreement of all parties can gain public confidence. Responding to the President’s request to all parties to jointly implement a national all-party program to create economic and social stability, Weerawansa said an all-party conference is important to gain public confidence by presenting the vision, strategic plan and accordingly the program as well as a road map to the country with common agreement. It will also be important to neutralize the political weapon in the hands of fake protesters or imperialist operatives, the NFF leader said. NFF leader MP Weerawansa reminded that it is more important to learn a lesson from ex-President Gotabaya Rajapaksa who acted unilaterally and stubbornly to solve the crisis.

Sri Lanka President Ranil Wickremesinghe, on August 3, declared opened the third session of the ninth Parliament and delivered the Government’s policy statement, reports Colombo Page. Presenting the Government’s policy statement, Wickramasinghe said that he is the President of all Sri Lankans and ensures that the rights of all sections of the society will be protected. In his speech, the President requested all parties representing the people in the Parliament to unite in the formation of an All-Party Government to solve the problems faced by the people. “If we come together, we will be able to invigorate the nation. If we divide, it will not only harm the people’s representatives but the entire nation,” he said.

With the special notification given by the Fort Police Station Officer in Charge (OIC) to the protesters staying in Galle Face Green and nearby areas in Colombo to remove the unauthorized constructions before 5.00 pm on August 5, Police have observed that some activists who stayed in the ‘Aragalaya (struggle)’ area have taken steps to remove many constructions including tents since August 3 night, reports Colombo Page. A senior Police officer said that if steps are not taken to remove the tents and constructions before 5:00 pm on August 5, the Urban Development Authority which owns the land in the area will take steps to remove the unauthorized structures and the Police will provide security. The official further said that around 200 temporary structures such as tents, canopies and platforms have still been observed in the struggle area. The protesters meanwhile, said that even if the tents were removed, the struggle to bring the country back to its original state would not be stopped.

The proposals presented by each and every political party during the several rounds of talks held regarding the formation of an All-Party Government, is expected to be given to all the political parties that attended these discussions on August 8, reports Ada Derana. It is reported that President Ranil Wickramasinghe will present the relevant proposals to those political parties. The proposals presented by each party during the discussions with the political parties over many days regarding the forming of an all-party Government, are to be given in general too all parties. Meanwhile, several rounds of discussions are scheduled to be held this week between President Wickremesinghe and several other political parties regarding the formation of a new all-party Government. President Wickramasinghe recently made an open invitation requesting the support of all parties representing the Parliament for an all-party program. Accordingly, several groups including the main opposition Samagi Jana Balawegaya (SJB), the Sri Lanka Freedom Party (SLFP), the Tamil National Alliance (TNA) and the 10 independent parties in Parliament have held talks with the President. Accordingly, the discussion between the President and Janatha Vimukthi Peramuna (JVP) is scheduled to be held on August 9.

All political parties, on August 9, have reached an agreement to implement a majority of the recommendations given by the Parliament Select Committee to Identify Appropriate Reforms of the Election Laws and the Electoral System, reports Colombo Page. The decision was reached during a discussion held Monday between the representatives of the Election Commission and the secretaries of the political parties representing the Parliament. It has also been agreed to adopt and immediately implement some of the recommendations before holding the next election. Among the recommendations agreed to implement immediately are control of election expenses, the provision of early voting, and the establishment of special polling centers on polling day, strengthening female/youth representation in public institutions, and enforcement of media regulations for all media during the polling period. Another recommendation agreed upon was validating the code of conduct issued by the Election Commission until the end of the term of office of the members of public representative bodies and giving it legal power.

The Minister of Justice, Prisons Affairs and Constitutional Reforms Wijeyadasa Rajapakshe is scheduled to present the 22nd Amendment to the Constitution bill to the Parliament on August 10 (today), reports Colombo Page. The Parliament Communications Department said it was decided to submit the bill to the Parliament at the party leaders’ meeting held recently. The 22nd Amendment to the Constitution Draft bill was approved by the Cabinet at the Cabinet meeting held on August 1. According to Minister Wijeyadasa Rajapakshe, the 22nd Amendment includes some new amendments as well as the positive clauses of the 19th Amendment, which were repealed by the 20th Amendment.

The Deputy Regional Director for Asia and the Pacific of the United Nations Development Programme (UNDP) Christophe Bahuet, who is presently on a visit to Sri Lanka, called on the Minister of Foreign Affairs Ali Sabry, on August 12, and affirmed the continued support and cooperation of the UNDP to Sri Lanka, particularly in the priority areas identified and recovery measures being taken by the Government to overcome the current challenges, reports Colombo Page. Foreign Minister Sabry appreciated the consistent support extended by the UNDP to Sri Lanka for over five decades and in particular, during difficult times. The Foreign Minister and the Deputy Regional Director also discussed ways to enhance cooperation between the UNDP and the Government of Sri Lanka to support social protection measures for the vulnerable communities and ensure sustainable recovery from the current challenges.

The State of Emergency was imposed for a month with effect from July 18, following the violent incidents by the anti-Government protesters. President Wickremesinghe said the country’s situation is retuning back to normal and he will not extend emergency regulations which are scheduled to lapse on August 18. President Wickremesinghe further said that many measures are being taken for the rebuilding of the country and for that the support of all parties is needed.

The certification of the electoral roll relevant to the electoral roll revision of this year is scheduled to be done on October 31, in which case, it is reported that it will not be possible to include the names received for inclusion in the voter’s list during that year. Ranjith Madduma Bandara, the General Secretary of the Samagi Jana Balawegaya (SJB) said party leader and leader of the opposition Sajith Premadasa told President Ranil Wickramasinghe that his party would support an all-party governance program but would not accept ministerial portfolios, reports Colombo Page on August 23. Opposition Leader Sajith Premadasa has expressed this view during a special discussion held between the President and the opposition leader yesterday (August 22) at the Presidential Secretariat. SJB General Secretary Ranjith Madduma Bandara has also joined this discussion along with the opposition leader. The hearing of the petitions is held before the three-judge bench consisting of Chief Justice Jayantha Jayasuriya, Justices Buwaneka Aluvihare and Arjuna Obeysekera. The petitions have been filed by nine citizens including the Secretary of the ‘Vinivinda Peramuna’ attoney-at-law Nagananda Kodituwakku, Dr. Gunadasa Amarasekara, attorney-at-law Nuwan Ballantudawa, Tissa Bandara Ratnayake, H.D.J. Kulatunga and B.P. Dahanayake. The petitioners claim that the “Draft Bill of the 22nd Amendment to the Constitution” proposed to be presented to the current constitution by the Government was submitted to the parliamentary agenda on August 10. The petitioners also alleged that certain clauses in it are against the provisions of the present constitution. The petitions have also alleged that the fundamental human rights guaranteed by the Constitution are being violated through this. Therefore, the petitions have further requested the Supreme Court to give a decision that if it is necessary to pass the clauses included in the relevant bill, it should be passed by a two-thirds majority vote of the Parliament and a referendum.

The Supreme Court on August 23, concluded the hearing of the petitions filed challenging the 22nd Amendment to the Constitution bill submitted by the Government to the parliament and announced that the decision will be forwarded to the Speaker of Parliament, reports Colombo Page. The petitions filed before the Supreme Court challenging the 22nd Amendment Bill were heard for the second day today (August 23) before a three-judge bench headed by Chief Justice Jayantha Jayasuriya and comprising Justices Buwaneka Aluwihare and Arjuna Obeysekera. At the beginning of the hearing, the Attorney General, President’s Counsel Sanjay Rajaratnam stated before the courts that due to certain amendments introduced to the Constitution of the country, the sovereign power of the people has been expanded. The Attorney General also pointed out that such is the provision contained in the Constitution that the President is responsible to the Parliament. The Attorney General, who has been named as the respondent, also stated before the Supreme Court that through such amendments, the executive powers of the President will not be curtailed but will be brought into a balanced State. Therefore, he stressed that this does not violate the sovereignty of the people. After considering the facts presented, the hearing of the petitions was concluded and the petitioners were ordered to submit the written speeches related to the case.

Member of Parliament (MP), Eran Wickramaratne reiterated that the Samagi Jana Balawegaya (SJB) as an alternative Government completely denounces the use of Prevention of Terrorism Act (PTA) against the peaceful protesters by this Government, reports Colombo Page on August 25. Speaking at a press briefing held on August 24 at the Office of the Leader of Opposition, MP, Wickramaratne said that when the present President was the Prime Minister during the Yahapalana Government they put forward reforms to the PTA. “Unfortunately, the President who was in the forefront to bring reforms to PTA at that time is now using the same provisions to deal with peaceful protestors when there are enough provisions under the normal laws of the country,” MP, Wickramaratne said, urging, “Some say the police have given reason why they want to use PTA to deal with peaceful protesters. It is not for the Police to decide but for the Government to determine that the PTA cannot be used and the normal laws of the land should be applied.” The MP further said SJB won’t condone with violence and those who purported such violence.

The Sri Lanka Police have cited the UN Security Council Resolution 1566 of Oct 2004 as relevant in the use of Prevention of Terrorism Act (PTA) to investigate the Convener of the Inter-University Students Federation (IUSF) Wasantha Mudalige and two others, reports Colombo Page on August 25. After being arrested over a protest in Colombo last week, President Ranil Wickremesinghe as the Minister of Defense has approved the order to detain for 90-days and interrogate Wasantha Mudalige, Galwewa Siridhamma Thera, the convener of the Inter-University Bhikku Federation, and Hashantha Gunathilake, an activist of the Kelaniya University Students’ Union under the PTA. The Police said Criminal Investigation Department (CID), as directed by the Inspector General of Police (IGP) has undertaken further investigations to proceed under the provisions of the prevention of terrorism (Temporary provisions) (amendment) act no 12 of 2022 and currently all three suspects are held at Tangalle old prison complex. The Police highlighted the relevancy of the definition made by the United Nations Security Council in its resolution 1566 of October 2004 to these investigations.

Former President and the Chairman of the Sri Lanka Freedom Party (SLFP) Maithripala Sirisena, addressing the party’s Maharagama constituency meeting held at Sri Jayewardenepura Grand Monarch Hotel in Colombo on August 28, said that a government will definitely be formed in the future through an alliance formed with the SLFP and the Left-wing parties, reports Colombo Page.
