The 'silent period' with regard to the General Election comes into effect from August 2, reports Daily Mirror. A total of 6,483 complaints of violation of election laws were reported but not a single violence case had been reported as of August 1, according to the Election Commission (EC). The EC said that a total of 1,128 complaints related to violation of election laws were reported to the National Election Complaints Management Centre while 5,355 complaints were reported to the District Election Complaints Management Centres.

President Gotabaya Rajapaksa on August 3, summoned the new Parliament to meet on August 20, 2020 following the General Election on August 5, reports Colombo Page. President’s Media Division announced that the Extraordinary Gazette notification announcing the summoning of the new Parliament was issued last night. The President has made this decision under the powers vested in him by the Constitution of Sri Lanka and the Parliamentary Election Act. President Rajapaksa dissolved the eight Parliament with effect from midnight of March 2 fixing the date for the Election of Members of Parliament to be the April 25 and fixing the date for the new Parliament to meet to be the May 14. However, consequent to Covid-19 Pandemic, the Election Commission by Gazette Notification on June 10 notified that the Election for electing the Members of Parliament will be held on August 5.

Director of the Police-Elections Senior Superintendent of Police Ashoka Dharmasena, at a special media briefing said 61,078 Police officers, 3,145 Special Task Force (STF) officers and 2,368 intelligence officers have been deployed around the country to ensure a fair and peaceful election. In addition, 1,926 Special Bureau officers and 10,750 Civil Defense Force officers have been mobilized, SSP Dharmasena said.

Polling for the 2020 Parliamentary Elections began on August 5 at 7 am in 12,985 polling stations across the country under strict health guidelines, reports Colombo Page. The Ministry of Health has deployed health officers, including public health inspectors, at polling stations under the supervision of local health service directors and medical officers to ensure strict adherence to the health safety measures. Voting will end at 5:00 p.m. allowing the last hour for the self-quarantined voters to cast their ballots. The counting will begin on August 6 and the results are expected to be released on August 7. According to the Election Commission 16,263,885 voters are eligible to cast their ballot to elect 196 lawmakers to the 225-member parliament. The other 29 will be elected from a national list according to the number of votes received by the respective parties or independent groups. A total of 7,452 candidates from 40 recognized political parties and 313 independent groups are contesting the General Election this year.

Sri Lanka Podujana Peramuna (SLPP) has swept the Parliamentary Elections held on August 5, to elect 196 members to the 225-member Parliament, reports Colombo Page. The SLPP received 6,853,693 votes (59.09 percent) and secured 128 electoral seats and with the 17 national list members has gained 145 seats in the Parliament although just shy of the two-third majority the President Gotabaya Rajapaksa and the Prime Minister Mahinda Rajapaksa expected. The Samagi Jana Balawegaya (SJB), the breakaway party from the United National Party (UNP) led by Sajith Premadasa came in second with 2,771,984 votes (23.90 percent) wining 47 electoral seats and received seven national list slots totalling 54 seats in the Parliament. Jathika Jana Balawegaya (JJB) led by Anura Kumara Dissanayake got 445,958 votes (3.84 percent) winning two electoral seats and one national list seat. Illankai Tamil Arasu Kachchi (ITAK), the main constituent party of Tamil National Alliance (TNA) got 327,168 votes (2.82 percent) winning nine electoral seats and one national list. The United National Party (UNP) led by former Prime Minister Ranil Wickremesinghe came at a distant 5th place receiving 249,435 votes (2.15 percent) but failed to secure a single electoral seat. 33 former Ministers and leading candidates of some political parties including former PM Wickremesinghe have lost their seats at this election. Premadasa, who was the opposition leader of the 8th Parliament following the election of President Gotabaya Rajapaksa is expected to be the Opposition Leader of the new Parliament.

Voting for the 2020 General Election that commenced at 7.00 am on August 5, ended peacefully at 5.00 pm amid anti-coronavirus measures, reports Colombo Page. The election was held in accordance with health guidelines due to the Covid-19 pandemic. A total of 16,263,885 registered voters were eligible to cast their vote at 12,885 polling centers island-wide to elect 196 members to the parliament. A total of 7,452 candidates representing 40 political parties and 313 independent groups contested the election. The Election Commission (EC) said overall about 71 percent of eligible voters has cast their ballots island wide. Meanwhile, the Police said the election was held very peacefully.

Sri Lanka Podujana Peramuna (SLPP) leader Mahinda Rajapaksa will be sworn in as the Prime Minister of the ninth Parliament on August 9, at the Kelaniya Raja Maha Vihare, reports Daily Mirror on August 8. The leader of Sri Lanka Podujana Peramuna (SLPP), Mahinda Rajapaksa was sworn in as the 13th Prime Minister of Sri Lanka before President Gotabaya Rajapaksa on August 9, reports Colombo Page. Elected to the post for the fourth time, Rajapaksa served two terms as the Executive President of the country from 2005 to 2015. Completing five decades in active politics, Rajapaksa entered the Parliament in 1970 and he played a pivotal role as a Cabinet Minister during 1995-2004 period. First elected as the Prime Minister in 2004, Rajapaksa was sworn in as the Prime Minister for the second time on October 26, 2018. The third time he was sworn in as the Prime Minister was on November 21, 2019.

He expressed these views addressing a gathering of professionals at a session themed ‘Post COVID-19 Renaissance – Present and future development of Sri Lanka’, organised by the ‘Harimaga organisation’ at the Sri Lanka Foundation Institute. “Though separatism was militarily defeated in May 2009, we need to eliminate the separatist ideology which a few individuals of the Tamil diaspora are constantly sponsoring. I assure you that there will be no room for separatism in this country now and ever,” Gunaratne said. He said 12,242 ex-Liberation Tigers of Tamil Eelam (LTTE) cadres were rehabilitated and reintegrated into the society during the post war period and that some remnant front organisations of the LTTE were still attempting to indoctrinate and recruit these individuals to fuel their separatist cause for financial gains. Referring to the Easter Sunday bomb attacks of 2019, the Defense Secretary said despite receiving early warnings of the impending attacks 97 times by the security agencies, those who were responsible had overlooked its graveness and severity and failed to prevent the carnage that left over 290 casualties and approximately 500 injured. “Our military intelligence operatives were imprisoned and harassed leaving a huge dearth in our intelligence apparatus which also paved the path for the extremists to operate scout free and under the radar,” he said.

He said the 19th Amendment to the Constitution would be scrapped. He said a new electoral system would be evolved in this exercise to enable the formation of stable governments in the future instead of weak governments beholden to the demands of extremist parties. “The basis of the success of a democratic state is its constitution. Our Constitution, which has been amended 19 times, from its inception in 1978, has many ambiguities and uncertainties, presently resulting in confusion. As the people have given us the mandate we sought for a constitutional amendment, our first task will be to remove the 19th Amendment to the Constitution. After that, all of us will get together to formulate a new constitution suitable for the country. In this, the priority will be given to the concept of one country, one law for all the people,” the President said. “An unstable Parliament that cannot take firm decisions and succumbs to extremist influences very often is not suitable for a country. While introducing a new constitution, it is essential to make changes to the current electoral system. While retaining the salutary aspects of the proportional representation system, these changes will be made to ensure stability of the Parliament and people’s direct representation,” he added.

The Kandyan law which is practiced in areas such as Kandy, outlines how property should pass from one generation to another. It will not be easy to do away with such laws. He told Parliament that Independent Commissions such as the Elections Commission played a key role in ensuring democracy and justice. “The Elections Commission was important to hold free and fair elections after the introduction of the 19th Amendment. The draft of the 20th Amendment has been sent to the Attorney General on August 28 for his perusal after it was drafted by the legal draftsman, reports Daily Mirror. If the Attorney General gives his opinion and nod, it will be tabled before the Cabinet, to further scrutinize its clauses. If Cabinet approval is also granted, it will be presented before Parliament. Dual citizens, who were banned from contesting for parliamentary seats due to a clause in the 19th Amendment, will also now be permitted to enter Parliament as that clause has been done away with in the 20th Amendment. While the 20th Amendment has kept certain clauses from the 19th Amendment as well as the 18th Amendment, it will also do away with the rule to dissolve Parliament in four and a half years. Further, independent commissions will remain and steps will be taken to further strengthen it. The 20th Amendment is likely to be before Parliament by mid-September.
