At least three people were shot dead and six others injured in an incident of firing in Jodia Bazaar of Saddar Town in Karachi District, the provincial capital of Sindh on August 1, reported The News. Soon after the incident the market was shut down. According to Kharadar Station House Officer (SHO) Azam Khan, “criminals belonging to Sheraz Comrade and Amin Buledi group opened fire on the Joint Sector in-charge of Muttahida Qaumi Movement (MQM) Shakeel Shako, who was seriously injured and later died at the hospital”. SHO Khan said while Shakeel was being taken to the hospital his accompaniments opened fire in the crowded market to make their way, resulting in deaths of two passersby, identified as Sohail Amin and one Afghan teenager, and injured six others. SHO Khan said the incident was “a skirmish between activists of the MQM and criminals belonging to the banned People’s Aman Committee (PAC)”.

An Anti-Terrorism Court (ATC), on August 2, issued black warrants for the execution of two Lashkar-e-Jhangvi (LeJ) militants identified as Attaullah alias Qasim and Mohammad Azam alias Sharif, in the killing of a Shia doctor Ali Raza Peerani on sectarian grounds in June 2001 in Soldier Bazaar of Jamshed Town, reports Dawn. Attaullah and Azam were sentenced to death by an ATC in July 2004. The court has directed the jail authorities at the central prison in Sukkur District to hang Attaullah and Azam, one on August 20, 2013 and the other on August 21, 2013.

Prominent Lyari resident and Member of Provincial Assembly (MPA) Sania Naz claimed that blast occurred when footballers and the crowd were leaving ground after the Ramazan Football Tournament came to an end. The apparent target of the blast was Provincial Minister for Kutchi Abadis and Spatial Development Javed Nagori. He was also the chief guest at tournament and was reportedly injured in the blast. The Express Tribune correspondent Aslam Khan said that explosives material had been planted in a motorcycle. According to the polling scheme, polling would be held at 7,622 stations for 16 National Assembly (NA) and 26 provincial assembly seats and some 1,657 polling stations have been declared “highly sensitive”. In Punjab, by-elections would be held on seven NA seats, 15 provincial assembly seats and number of polling stations declared sensitive stands at 724 out of which high sensitive polling stations have been numbered at 297. Despite threats by the Punjab Chapter of Tehreek-e-Taliban Pakistan (TTP), the Government has decided to carry out the execution of condemned prisoners and the death penalty for the first batch of terrorists belonging to outlawed groups will be implemented next week, reports Dawn. Sources in the Federal Government said that three condemned prisoners were to be executed next week in the Sukkur Central Prison. The three Lashkar-i-Jhangvi terrorists are Attaullah, to be executed on August 20, Mohammad Azam on August 21 and Jalal on August 22. Attaullah was awarded death sentence in six cases by an anti-terrorism court in Karachi on July 6, 2004, and Azam was sentenced to death in four cases by the same court. Federal Minister of Interior Chaudhry Nisar Ali Khan said “There is a huge backlog of 450 cases and we are processing them as fast as we can”. “We will continue the process to implement the execution orders so that the law may take its course,” he said. Punjab chapter of TTP on August 12 warned the Pakistan Muslim League-Nawaz (PML-N) Government of dire consequences if it carries on with its plan of executing some convicts on death row.

A Deputy Superintendent of Police (DSP), Qasim Ghauri, and an Assistant Sub Inspector (ASI) of Police, Aslam, were killed while the Station House Officer (SHO) Haider Zaidi and two other constables were injured on August 15 during a six-hour-long operation to arrest a gang of extortionists in the Gulshan Town of Karachi District, the provincial capital of Sindh, reports The Express Tribune. The operation was carried out against gangster Zamin Shah Chandio, who was hiding in the settlements of Hussain Hazara Goth and Madho Goth near Safari Park in the Gulistan-e-Jauhar area of the Town. In retaliation the Police killed Zamin Chandio, along with his three accomplices Ilahi Bux Chachar, Ardillo and Sunbul Ahmed. According to Police details, Chandio had refused to pay bribe to the Gulistan-e-Jauhar Police Station and allegedly assaulted its Police Constable, Waseem. When the injured constable returned, the Police team went to raid the gangster’s hideout. However, the gangsters opened fire at the Police team killing Police officers. In retaliatory firing the gangster along with his accomplices was shot dead. Deputy Inspector General (DIG) Tahir Naveed, who was supervising the entire operation, criticised the Policemen occupying lower ranks in the Department. “Some black sheep of the Police Department were involved in giving permission to some criminals to run their illegal activities in the area,” he pointed out, adding that these Policemen had allowed gambling dens, land grabbing and extortions to take place under their patronage. “These same elements were involved in the Police encounter.” However, the leader of Jeay Sindh Tehreek (JST), an offshoot of Jeay Sindh Qaumi Mahaz (JSQM), Habib Jatoi admitted that the deceased were their party activists and the Police shot them dead in a fake encounter. When the Police reached the area, the activists surrendered themselves, he claimed. “Basically, it was an extra-judicial killing.”

It would be divided in five District Municipal Corporations (DMCs) while one district council would be formed which would comprise of the sub-urban areas of the city. According to sources, Justice Maqbool Baqar, who recently survived bomb attack, was on the top of terrorists’ hit list. Other personalities include, Crime Investigation Department (CID) officers Senior Superintendent of Police (SSP) Chaudhry Aslam, Fayaz Ahmed Khan, Mazhar Mashwani, Rao Muhammad Anwar, Altaf Sarwar, Sarwar Commando and Riaz Hussain. The MQM chief asked military to act “indiscriminately” against all groups involved in terrorist activities. He said the city has become a “safe haven” for terrorists while law and order situation is going from bad to worse with the passage of time. Soon after Altaf Hussain’s statement, MQM called upon the Government to invoke Article 245 of the Constitution for handling the prevailing law and order situation in the city, reported Dawn. “The situation in Karachi is worsening. Killings, robberies, kidnappings for ransom and other crimes have paralysed the city. Criminals are being patronised and the situation has gone beyond control,” claimed Dr Farooq Sattar, MQM’s Parliamentary leader in Lower House of the Parliament. “Apparently being an undemocratic demand, invoking Article 245 has become imperative as nothing is more important than lives and property of citizens,” said Sattar in the National Assembly. Summoned by the Court, Sindh Rangers Director General (DG) Rizwan Akhtar blamed the unrest on armed wings of political parties, which he said were on a killing spree. He said it was necessary to eliminate these for peace in the city. Akhtar told the court that the Rangers had limited powers. They could arrest criminals, but not investigate the crimes properly. He added that those arrested were soon bailed out of prison. “In the past 10 months, 28 Rangers personnel have been killed and 55 seriously injured in clashes,” he said. The court has been directing the Federal and Provincial authorities to take effective measures to bring the senseless killing in the city to a stop since its verdict. The Supreme Court ordered the submission of two years’ worth of correspondence between executives of both the Federal and Provincial Governments in the next hearing.

Chief Justice Iftikhar Muhammad Chaudhry, who headed a five-member Supreme Court bench, while hearing the Karachi law and order suo motu implementation case at the Supreme Court’s Karachi Registry on August 29 said that weapons in large quantities were being smuggled in through the Karachi port and supplied throughout the country, including Balochistan, reports Dawn. Citing media reports, he said around 19,000 containers carrying weapons for NATO and United States (US) forces fighting in neighbouring Afghanistan had gone missing. The Chief Justice remarked that there was an ongoing turf war between different groups in the city and the Federal Government had not given any input to the Provincial Government during last two years to normalise the situation. The bench directed the attorney general and advocate general of Sindh to seek instructions from federal and provincial governments to ensure protection of citizens’ lives. The bench will take up the case again on August 30, 2013 (today) at the Karachi Registry. Meanwhile, the Attorney-General Munir Malik in a report submitted to the hearing on August 29 uncovered the existence of yet another shadowy group, ‘Muhajir Republican Army’ that is believed to be sowing trouble and is responsible for the shock-and-awe situation in the city, reported The Express Tribune. He laid bare the role of the so-called ‘Muhajir Republican Army’. The report suggested legal action against the group if and when its members are identified. “All-out efforts are required to identify the members of the Muhajir Republican Army and action taken against them under the law,” it said. The Interior Ministry wrote in the report that Karachi is confronted with multi-dimensional threats. Besides other forms of organised crime, major threats are terrorism, targeted murders, sectarian and ethnic killings. “Over time, criminal gangs have matured into formidable syndicates which have developed alliances with terrorist cells,” the Ministry claimed, adding, “unfortunately; they have also developed political patronage.”

Supreme Court of Pakistan's Karachi Registry issued its interim verdict in Karachi law & order implementation case. The five member bench, headed by Chief Justice Iftikhar Muhammad Chaudhry, expressed dissatisfaction over the report submitted by the Chief Collector, Customs highlighting the difficulties being faced by his Department in preventing the smuggling of arms, ammunition and other contraband items in the country. The bench observed that on account of practical difficulties, it may not be possible only for the Customs Department to control it. "The illegal trafficking of such arms and ammunition through ports (by the means of ships or launches etc) can be controlled by the Customs, Coast Guards and Maritime Security Agency."
