The Counter Terrorism Department (CTD) on October 3 informed the Punjab Government that some families who left the militancy-hit Federally Administered Tribal Areas (FATA) and took up residence in Rawalpindi District of Punjab have received extortion threats, allegedly from the Tehreek-e-Taliban Pakistan (TTP), reports Dawn. Officials in the know of the communication say the threats are delivered to better off over telephone or through ‘chits’, demanding large sums of money, or ‘valuable articles’ meaning jewellery, or ‘assistance’ to their operatives – at the pain of kidnapping or other harm. According to the officials, the money raised by the militants through criminality goes to finance their terror apparatus as Governments at home and abroad have put strict checks on the flow of funds to banned outfits through charity and other sources. In its communication to the Punjab Government, the CTD identified at least eight such wealthy families residing in Naseerabad, Chah Sultan and Chowki Hameeda localities of the garrison city that had paid extortion money.

The Police of the twin cities, Rawalpindi-Islamabad, on October 10 sought the Interior Ministry’s help to be allowed to go to Afghanistan to arrest Roohullah, a high-profile fugitive wanted for the murder of former Attorney-General and retired Judge of Peshawar High Court (PHC) Justice Sardar Khan, reports Dawn. Sources revealed that after escaping from the District Headquarters Hospital (DHQ) in Rawalpindi on July 29, 2012 Roohullah has been spotted in Afghanistan where he is allegedly being sheltered by Mangal Bagh’s militia. A letter had been written by the Police to the Interior Ministry seeking permission from Afghanistan Government to send a Joint Police Team to arrest Roohullah. Another source added that nearly two weeks back, a senior Police Officer had directly approached the Afghan Ambassador in Islamabad on the issue. But given the absence of an extradition treaty between the two countries, the ambassador declined to entertain the request. A senior police officer, requesting not to be named, said: “Though the Afghan Ambassador was briefed in detail about the escapee and his current whereabouts, he was not convinced. If the twin cities Police are allowed to travel to Afghanistan and the Afghan Police assist them, the fugitive could be captured and brought back to Pakistan.” Deputy Superintendent of Police Omer Hayat revealed that efforts by the Police were also in progress to arrest the fugitive and bring him back through Interpol. On July 29, Roohullah had escaped from medical ward of DHQ Hospital Rawalpindi where he was being treated under the custody of Adiala Jail. Investigations revealed that the plan to escape was hatched by him and a double-murder suspect Raja Arsalan. Roohullah had assured Raja Arsalan in the jail that he had close links with some influential people in the judiciary and he could help him in getting bail and in return he had to help him flee from the jail. With help from jail staff and the hospital doctor, Roohullah managed to reach the DHQ Hospital and escaped with his wife first to Swabi District in Khyber Pakhtunkhwa by Raja Saqib, a resident of Islamabad. After interrogating the two facilitators for more than six days, the Rawalpindi Police (Ganjmandi) brought them here for investigation while a separate case has been registered against three Islamabad Policemen for their role in Roohullah’s escape.

According to the official, one and half kilogram of explosives was used in the blasts. A remote-controlled device was used for explosions.

The SIC Chairman Fazal Karim urged the Government to call a session of the Organisation of Islamic conference (OIC) in Pakistan over the issue of Tahafuz-e-Namoos-e-Risalat (protecting the sanctity of the Prophet) and to resolve the matter by legislating against blasphemy. Police sources informed that the capital city is all set to create another Administrative Zone — Tarnol Zone — under the supervision of Superintendent of Police (SP) in the wake of the prevailing situation, to counter migration from the Tribal Areas, reported Dawn. Currently, the capital city is divided into four Zones — City, Saddar, Rural and Industrial Area. The Rural and Saddar Zones comprise three circles each, the City Zone two circles and Industrial Area Zone only one. Each circle comprises two Police Stations. The limits of the proposed Zone will comprise Tarnol and I-16 Police Station.

The Counter Terrorism Department (CTD) of Punjab Police sent a report to the Provincial Home Department citing more than 175 incidents in which Government ban on the use of loudspeakers in mosques had been ignored in Rawalpindi District since July 2012, reports Dawn. The CTD in its report said 35 cases of violation were noticed in the month of July, 34 were reported in August, 68 in September and 40 cases were reported in October. The CTD has suggested that the Police should be directed to enforce ban on use of loudspeakers. A source said that 175 violations related to the use of loudspeakers in mosques had been reported but only three cases were registered by the Police. One case was registered in August, while the remaining two were registered against clerics of two mosques in September. However, none of the clerics were arrested by the Police on the charges of flouting the Government ban. According to the ban, amplifiers could only be used during Azan (call for prayer) and Khutba (formal occasion of public preaching). Mounting loudspeakers outside mosques and other worship places had been prohibited by the Government as well.

Families of eight local labourers who were allegedly abducted by Lashkar-e-Islam (LI) militants led by Mangal Bagh in Badh Pir area of Peshawar in Khyber Pakhtunkhwa (KP) for ransom over eight months back, setting deadline till Eid-ul-Azha (Muslim festival of Eid), demanded their early recovery at a demonstration in Muzaffargarh District on October 20, reported Dawn. The members of workers’ families gathering in front of the District Press Club said the militants who had been demanding PKR 50 million for the release of captives, had brought down the ransom amount to PKR 30 million in their latest message. On October 27, The Express Tribune reported that despite being on the Interior Ministry’s watch list for being banned by the United Nations (UN), Jama’at-ud-Dawa (JuD) is all geared to launch a rigorous hide collection campaign this Eid, especially in Lahore District. The JuD is not only appealing for hides, but also soliciting cash donations in lieu of sacrificial animals. The outfit has set up collection camps in different areas of the city with its central camp at Choburji that has huge banners, appealing to citizens to donate hides. To facilitate donors, JuD distributed large shopping bags, printed with phone numbers of its all 25 collections centres, to households in Lahore. They have asked people to put the animal hide in the bag and drop it at the nearest JuD camp or call on any of the printed numbers to have a JuD representative come and collect the hide from their residence.

A large number of students, their parents and other people on October 31 protested against the administration of Farooqi Girls High School in Ravi Road area of Lahore, the provincial capital of Punjab, for “distributing a blasphemous essay sheet among students”, reports Daily Times. The protesters later set the school gate and set its building and principal’s car on fire. People in the area have been demanding Police action against the teacher accused of blasphemy for the last couple of days. Police reached the site and resorted to aerial firing to disperse the mob. A citizen was injured during the protest and was admitted to hospital. Police also arrested school Principal Asim Farooqi and registered a case against teacher Irfa Iftikhar under section 295/C on the complaint of Qari Abdullah Saqib. Principal Asim Farooqi said that he has already dismissed Irfa Iftikhar and that he too regrets the “mistake”.

The Lahore High Court Chief Justice Umar Ata Bandial on October 31 sought reply from the Federal Ministry of Interior on a petition of Jama’at ud Dawa (JuD) chief Hafiz Muhammad Saeed through which he has challenged the restrictions imposed by the Federal Government on the group’s activities, including collection of hides of sacrificial animals during Eidul Azha, reports Daily Times. The Chief Justice directed the Ministry to file its reply by November 29. Petitioner’s counsel, AK Dogar, submitted that the JuD is an institution of the same nature as Edhi Welfare Foundation with the only difference that it had set up 142 schools for boys and girls across the country. He said that these schools were being run exclusively from the funds provided by the citizens of the country and from sources such as sacrificial hides that are collected during Eidul Azha.
