The arrested militant Sabir, who is a resident of the Kunar Province of Afghanistan, had links with Jama’at-ul-Ahrar (JuA), a breakaway group of Tehreek-i-Taliban Pakistan (TTP) and carried a bogus national identity card with the address of Dhoke Syedan, Rawalpindi. The Punjab Counter Terrorism Department (CTD) cannot rule out threat of Paris-like attacks in Lahore and elsewhere in the province, a senior CTD Additional Inspector General (ADG) Rai Tahir said on November 17, reports Dawn. Another senior official has said a seminary in south Punjab has been sealed for providing militant training to its students. The two officials were briefing journalists about security arrangements being made for the coming local government elections in the province. Provincial Law Minister Rana Sanaullah was also present on the occasion. There is no election-related threat from the Middle East-based Islamic State militant group, also known by its Arabic acronym Daesh, said ADG Rai Tahir. “But there are threats from the international terrorist organisation to Punjab,” he said.

The Law-enforcement agencies (LEAs) in a mid-night raid on November 22 captured more than 40 suspects for their alleged involvement in torching a chipboard factory owned by a member of Ahmadi community and its worship place at Kala Gojran area of in Jhelum District in Punjab following a “desecration” incident there, reports Dawn. Sources said the LEAs officials identified the suspects involved in torching the factory and Ahmadis’ worship place through video footage of the incident and then launched an operation to arrest them late on Sunday night. Four Lashkar-e-Jhangvi (LeJ) terrorists, including the founding member of the outfit, identified as Haroon Bhatti, were killed while three Policemen were injured in a Police encounter in Badami Bagh area of Lahore on November 25, reports Dawn. A spokesman from the Counter Terrorism Department (CTD) said that the Police had brought back Bhatti, along with his four associates, to Pakistan from Dubai with the help of Interpol on October 22, 2015. Police claimed to have recovered a huge cache of arms and explosives, including Kalashnikovs, rifles and hand grenades from the suspected terrorists' possession. The three suspects were identified as Omair Nadeem, Omair Hassan and Noman Yasin. According to the details of the encounter, Bhatti along with his three accomplices was accompanying the Police and CTD personnel to assist them in identifying a house in use of suspected terrorists near Malik park in the Badami Bagh area when the encounter took place. The CTD spokesman said the police party raided a house on the tip off to arrest criminals involved in sectarian killings. He added that the terrorists staying in the house offered resistance to the raiding party and opened fire. Police said the raiding party resorted to retaliatory firing as a result of which the attackers were killed. The Punjab Government had announced a bounty of PKR 2.5 million on the head of Haroon Bhatti.

According to figures released by the Punjab Government, till November 11, 2015, vigorous action had been taken under newly promulgated laws in the Province of Punjab, during which a total of 48,617 cases have been registered, while 53,151 accused have been arrested on the charge of committing different offences including hate speech, wall chalking and display of arms, reports The News. Punitive action has also been taken in case of other offences under the newly promulgated laws in line with immediate and effective measures adopted by the Provincial Government to ensure implementation of National Action Plan (NAP) that aims at eradication of terrorism.

Malik Mumtaz Qadri, the convicted killer of Salman Taseer, former Governor of Punjab, on November 26 threatened to commit suicide if he is not allowed to meet his family as per previous routine and that the jail authorities would be responsible for his death, reports Dawn. Qadri’s death sentence was upheld by the Supreme Court (SC) and he was kept in Adiala jail of Rawalpindi District. After the SC's decision, the venue of his meeting with family was changed. He was allowed to see members of his family only though an iron fence, apparently because of security reasons and for being a dangerous prisoner. According to a security official, after the threat the jail authorities had arranged Qadri’s meeting with his family as per the demand. Qadri’s meeting with his father, brother and other family members started at 4:00 pm and continued for an hour.

The Counter Terrorism Department (CTD) arrested nine suspected militants belonging to Lashkar-e-Jhangvi (LeJ) from the Farooq-i-Azam Madrassah in the Cantonment area of Lahore on November 26, reports Dawn. However, the seminary patron-in-chief Qari Maqbool Farooqi managed to escape from the scene. The suspects were identified as Mubashir Ahmed, Muhammad Sarfraz, Tahir Hasam, Muhammad Firdous, Muhammad Talha, Usman Ghani, Tamseel Ahmed Siddiqui, Aamir Mahmood and Abdul Waheed. An unnamed senior CTD official said that the seminary was the last stronghold of the LeJ in Lahore and was also involved in various terrorism incidents. He said the CTD officials recovered a huge quantity of hate material from the seminary and later sealed it under the National Action Plan (NAP). He said it was the first seminary sealed after launching of the NAP in the country.

Punjab Home Department, citing Intelligence reports, on November 27 alerted Police and other agencies in the Province that Islamic State (IS) (also known as Daesh) has planned attacks on civil and military targets, reports Dawn. Punjab Government’s alert mentioned that IS-affiliated militants are out to strike army vehicles moving on Jalalpur Jattan Road and Police patrols on GT Road in Gujrat District. It said a group of five terrorists has reached Lahore, and plans to storm private establishments by indiscriminately killing their security guards. According to an intelligence official, their likely targets could be minorities and foreigners. However, the Punjab Law Minister Rana Sanaullah described the threat alert as being "a routine matter". “There is no existence of Daesh in Pakistan, especially in Punjab,” the Minister said, adding, “There are some troublemakers belonging to banned outfits and the Government is making efforts to eliminate these criminals”.

Four al Qaeda militants were killed in a joint action by Police and Counter Terrorism Department (CTD) in an operation in Wador area within the limits of Gadani Police Station in Dera Ghazi Khan District on November 30, reports The News. Exchange of fire took place between security officials and the terrorists in which four terrorists were killed. However, militant 'commander' Shoaib Cheema and Hanif Muhammad managed to flee during the action. Police said that the terrorists had entered Punjab via Balochistan and wanted to launch a major terror activity in the Province. The terrorists were affiliated with Al-Qaeda, the police added.
