Addressing a news conference at the Police Club in Lahore Police on November 14 Inspector General (IG) of Punjab Police Haji Habibur Rehman claimed that five Tehreek-e-Taliban Pakistan (TTP) militants allegedly involved in terrorist activities in Punjab province were arrested in a joint operation by the Crime Investigation Agency (CIA) Police Multan and Makhdoom Rasheed Police, reports Dawn. IG Rehman said that the militants belonged to Miranshah, headquarter of North Waziristan Agency in Federally Administered Tribal Areas (FATA). The militants were arrested on information obtained from five others arrested earlier by Khyber Pakhtunkhwa Police. They had planned to carry out terrorism activities during the month of Muharram. He said that the terrorists were involved in several crimes including a bank robbery in Green Town area, an attack on Babu Sabu checkpost, an attack on District Police Officer (DPO) Dera Ismail Khan office, the murder of constable in DI Khan and multiple attacks on members of the Shia sect.

The Pakistan Telecommunication Authority (PTA) banned the Mobile Number Portability (MNP) service from immediate effect, reported Dawn. It must be noted that after this notification, mobile phone subscribers will not be able to change the networks. Earlier, the Interior Ministry had directed PTA to take action against the sale of illegal SIMs. In the first phase, shops and franchise outlets were barred from selling SIMs while in the second phase the Ministry had directed PTA to stop mobile portability.

Punjab Police claimed to have foiled a large-scale terror bid during Muharramul Haram, arresting two militants of Hakimullah Mehsud group of Tehreek-e-Taliban Pakistan (TTP), identified as Shafiq and his son Abdul Rehman, from Gujrat District, reports The Express Tribune. Inspector General (IG) of Police Punjab Haji Habibur Rehman said that a huge quantity of arms, ammunition and explosive material, including five suicide vests, two Improvised Explosive Devices (IEDs), two AK-47 assault rifles, one official used rifle MP5, 75 kilogramme explosive material sufficient for preparation of 60 more suicide jackets, 25 hand grenades, 58 manual detonators manual, 25 electronic detonators, three detonating cards, seven timers, 11 remote control devices, 12 batteries, two mobile chips, a huge quantity of magazines, bullets and other bomb-making gear, were recovered from their possession. The IG Police revealed that the suspects were allegedly involved in various incidents of terrorism including attacks on Pakistan Air Force (PAF) Kamra base, camps of Armed Forces near the Chenab River bank and Police picket in Gujrat. “The group has gathered arms, ammunition and explosive material in Gujrat, to carry out massive terrorist attacks in the area and other parts of Punjab during Muharram,” the IG Police said.

Sources in the Home Department revealed that traders, industrialists, businessmen and other wealthy people in major cities of Rawalpindi and Lahore Districts are worried about the alarming increase in activities of extortion by terror groups. A Home Department report sent to all the Divisional and City Police chiefs in the province also identified the terror groups and their modus operandi to extort money from wealthy people, especially those who had migrated to the urban centres of the Punjab from the tribal areas. Some of the groups operating from Waziristan and Afghanistan are reported to have extracted money from these people. Home Department has directed the Divisional Police Chiefs to launch a crackdown on the extortionists. The report painted the situation in Rawalpindi grimmer, as about 100 people in the garrison city were forced to pay extortion varying from PKR 2 million to PKR 7 million to the terror groups in the recent past. The victims mostly included wealthy Pashtoons who either dealt in auto/spare parts or owned factories. Supporters of Taliban or the extortion mafia groups lived in Sadiqabad and Pirwadhai areas of Rawalpindi District. Another group identified in the report as “Tiger” was also reported to have been involved in extorting money. The Tiger group consisted of 50 to 60 gangsters with criminal history, said the report.

Anti-Terrorism Court (ATC) acquitted an accused, Shahzad, in the 2008 General Post Office (GPO) Chowk (Lahore) suicide attack case after Police failed to produce any concrete evidence against him, reported The Express Tribune. Shahzad, along with two others, Abdul Hameed and Imran Khalil, was accused of abatement, planning of the attack and helping the suicide bomber. During the case hearing, the prosecutor also failed to provide any admissible evidence against Shahzad resulting in his acquittal.

At least 20 mourners, including two minors, were killed and more than 30, including three Police personnel and five children, were wounded in a suicide blast at a mourning procession taken out from the Imambargah (Shia place of commemoration) Qasar-e-Shabbir in Dhok Syedan area on Misrial Road in Rawalpindi District on the night of November 21, reported The News. A hand grenade was also found lying near the procession, the sources said, adding that the Police with the help of army troops cordoned off the area to avoid any follow-up attack on the procession. Only six Police personnel were deployed at the Imambargah to protect the mourning procession, the participants claimed.

Law Enforcement Agencies (LEAs) on November 22 arrested two alleged terror suspects from Lahore and five members of a banned outfit aged between 17 and 22 near Markazi Imambargah in Sargodha District, reports Dawn. These five hailed from Bajaur Agency of Federally Administered Tribal Areas (FATA). A senior Police official privy to the development told Dawn that the suspected terrorists arrested from Lahore had disclosed that ‘they were ready to hit Muharram processions in the provincial capital as per given assignment’. He said more arrests had also been made on the basis of the information gleaned from these suspects. Punjab Police sources in Lahore claimed that the number of arrests from banned outfits was 39 in Sargodha.

Police Inspector General (IG) Haji Habib-ur-Rehman said November 26 said that Punjab Police foiled possible terror attempts during Muharram processions and Majalis (gatherings during Muharram to review Islamic teachings), by arresting 35 suspected militants, reports Central Asia Online. "We have foiled possible terror attempts by arresting 35 terror suspects from different districts, including three from Lahore, two from Gujrat, four from Faisalabad, nine from Layyah, six from Sargodha, one from Vehari and 10 from Multan," he said, adding that the suspects were from Bajaur and Khyber Agencies in FATA and were allegedly planning to attack Muharram processions. Police provided security for 37,249 Majalis and 9,136 processions across the province, while 69 army and 35 Rangers units went on call to cope with emergencies, Habib added.

The Ministry of Foreign Affairs on November 28 told the Lahore High Court (LHC) that the main focus of United States (US) drone attacks was on targeting terrorists in Federally Administered Tribal Areas (FATA), however, these strikes were in violation of country’s sovereignty, reports Dawn. In a written reply submitted in connection with a petition filed by Jama’at-ud-Dawa (JuD) Chief Hafiz Muhammad Saeed against US drones attacks on Pakistani soil to Chief Justice Umar Ata Bandial, the Ministry said the Pakistan Government had been consistent in registering its strong protest with the US on collateral damage and violation of sovereignty. It said the quarters concerned and the Parliament had also been denouncing these attacks which were also conveyed to the US Government. In his petition the JuD chief had submitted that the Federal Government be directed to make public information about all matters of public importance, especially the secret ‘deals’ with US in implementation of article 19-A of the Constitution which entitles every citizen of Pakistan to have access to all information. The Ministry further stated that the US started to opt for drone attacks in tribal areas of Pakistan essentially from 2008 onwards. However, the frequency of the attacks increased in 2009 as 37 strikes were made in that year and 115 in 2010 when the US administration decided to dismantle safe havens of terrorists on the border areas, it said and added that so far more than 200 drone strikes had taken place. The Ministry also clarified that it had neither any record nor was privy to any agreement with the US Government for carrying out drone attacks. It said the Pakistan Government would continue to underscore with the US side about the futility of these attacks that were enhancing anti-Americanism and affecting the bilateral relations. At the end of the reply, the Ministry requested the court to dismiss the petition filed by JuD being not maintainable. It said the petitioner approached the LHC under article 199 of the Constitution which allowed only an aggrieved person to file a petition. The Public Interest Litigation fell within the purview of article 184(3) of the Constitution which was the jurisdiction of Supreme Court.
