Crime Investigation Agency (CIA) on July 7 arrested two suspects from Lahore allegedly linked with Tehreek-e-Taliban Pakistan (TTP), involved in kidnap for ransom and recovered illegal weapons, along with PKR three million in cash, from them, reports Dawn. According to a news release, a CIA team led by Superintendent of Police (SP) Umar Virk carried out raids on the information provided by intelligence agencies and nabbed the two suspects -- Mukarram and Moazzim - of Dera Ismail Khan while they were heading to the Federally Administered Tribal Areas (FATA). The suspects were brothers and had links with the TTP’s Matiur Rehman group based in Miranshah of North Waziristan Agency of FATA, the CIA police said. The group was allegedly also involved in an attack on former President General Parvez Musharraf. The suspects during interrogation confessed to have committed several kidnappings for ransom.

Jama'at-ud-Dawa (JuD) chief and founder of Lashkar-e-Taiba (LeT) Hafiz Muhammad Saeed while talking to journalists in Faisalabad District on June 8 said that India is dispatching intruders via Afghanistan to launch sabotage and terrorist activities in Pakistan, reported The News. He said, “We shall have to stop Indian infiltration one way or the other by taking steps to quit Indian agents from Afghanistan.” He said the foreign forces were contemplating to make Afghanistan as their base to create disturbance in Pakistan and also encouraging the ‘separatists of Balochistan’ as the Allied forces were planning to keep their hold in Afghanistan and ultimately capture the resources of Gulf countries and other oil-producing Muslim states.

The Law Enforcement Agencies decided on July 10 to install ‘tracking chips’ on the ankles of 1,600 ‘terror suspects’ in Punjab after Eidul Fitr (Holy month of Eid) to monitor their movements, reports Dawn. There are some 1,600 terror suspects on the list of the Fourth Schedule in Punjab. The Fourth Schedule defines a terror suspect as a “person who is concerned in terrorism or he belongs to a proscribed organisation”. “The Punjab Government has decided in principle to start electronic surveillance of 1,600 Fourth Schedulers by installing tracking devices on their ankles (commonly known as ankle-band) so that their movements can be monitored,” an unnamed spokesman for the Provincial Counter-Terrorism Department (CTD) said.Official sources said that the Government had decided to install the 'ankle chip’ after reports that a number of high-profile members of banned organisations were flouting the official order "to stay in a particular district or area". “We cannot deploy cops outside the residence of each fourth scheduler to watch his activities,” the official said. The official said the fourth schedulers' movement was restricted under the law would be summoned for the purpose. He expressed the hope that the use of the technology would not only help law enforcement agencies in keeping an eye on the suspects’ movements but also help reach ‘hard core terrorists’. The Anti-Terrorism Act Section 11 (EE-f) empowers law-enforcement agencies to carry out electronic surveillance of the fourth schedulers.

Eight more death row prisoners were hanged in different prisons of Punjab on June 16, reports The News. A death row prisoner was executed at Central Jail, Kot Lakhpat. He has been identified as Mukhtar. He had killed a man in 2004 in the limits of Kot Lakhpat Jail. The president had rejected his appeal for clemency. A meeting was arranged with his family members before the hanging. Two condemned prisoners were hanged in the Central Jail. They are Muhammad Younis and Muhammad Asghar. Muhammad Younis of Chak 272/GB, Jaranwala, had shot dead his rivals Amanat Ali, Farzana Bibi and Saira Bibi in 2000. The then Jaranwala additional District and sessions judge had awarded him death sentence on three counts on December 28, 2004. Asghar of Layyah had murdered his nephew over an engagement issue. Two condemned prisoners were hanged in the New Central Jail. They are Ghulam Rasool of Chak 327/HR and Muhammad Asghar of Chak 47/3-R, of Haroonabad. Ghulam Rasool had murdered three people over a family dispute on January 12, 1999. The then Bahawalnagar District and sessions judge had awarded him death sentence. A few days ago, Bahawalnagar District and Sessions Judge Nisar Ahmad issued his black warrant after rejection of his all appeals. Muhammad Asghar had killed Abdul Razzaq during a foiled dacoity. A rape and murder convict was hanged in the Gujranwala Central Jail. Ashraf of Khalilpura, Pindi Bhattian, was hanged in the presence of a magistrate, a doctor and the jail officials. The convict had killed a girl, 12, after raping her on October 3, 1999. Another death row prisoner was hanged in the Sialkot District Jail. According to the jail officials, Basharat Ali had killed Muhammad Iqbal over a minor dispute in Jhelum in 1997. Meanwhile, an execution also took place in Dera Ghazi Khan, bringing the total number put to death since executions resumed last December to 160, officials said. All those executed had been convicted of murder. According to the Amnesty International, Pakistan has more than 8,000 prisoners on death row and most of them have exhausted their appeals.

Punjab Chief Minister Shahbaz Sharif presided over the sixth meeting of the Provincial Apex Committee. Lahore Corps Commander Lieutenant-General Naweed Zaman, Provincial Minister Colonel (retd) Shuja Khanzada, chief secretary, Director General Punjab Rangers Major-General Umer Farooq Burki, General Officer Commanding 10th Division Major-General Sardar Tariq Aman, Inspector General of Punjab Police, Provincial Home Secretary and senior civil and military officers attended the meeting.The meeting of the Provincial Apex Committee expressed satisfaction over the measures taken in the province under the National Action Plan (NAP) for eliminating terrorism while the performance of the Punjab government and law enforcement agencies on the recent successful operation against terrorists and their facilitators was appreciated. The meeting decided to take more effective steps speedily for the implementation of the NAP.

A man, identified as Mohammad Din, who claimed affiliation with Jama'at-ud-Dawa (JuD), was arrested on July 23 from Lahore District for planning to target foreign dignitaries visiting a private club along the canal through a tunnel from his house, reports Dawn. Mohammad Din had dug a six-foot-long tunnel in his house, Counter-Terrorism Department Superintendent of Police (SP) Maroof Safdar Wahla said. According to him, the suspect claimed that he had been associated with JuD since 1994 and got militant training in Mansehra District of Khyber Pakhtunkhwa in 2001. However, JuD rejected the claim, saying Mohammad Din had never been associated with it.

Babar had been found guilty of killing a man in 1998 after he failed to return an amount of borrowed money, while Nawaz, was convicted of murdering a man over an old feud. “Two prisoners, Farooq alias Farooqa and Karim Nawaz, who had been awarded capital punishment, have been hanged in central jail in Multan today,” Chaudhry Arshad Saeed, a senior Government Advisor for prisons in Punjab said. “Both of these convicts were awaiting the death penalty for murdering people in separate cases. They have been executed today after resumption of hangings following a temporary moratorium because of Ramazan,” he added.

During the exchange of fire three accomplices fled leaving behind the vehicle they were traveling in. Police said they recovered 10 hand grenades, two Kalashnikovs, four pistols and live bullets from the vehicle. At least six Policemen were injured in the encounter. According to details, Ishaq and his sons were arrested by the Counter-Terrorism Department (CTD) a week ago. Following their arrest, the Police had interrogated them and had subsequently taken them to Shahwala in Muzaffargarh District to aid the Police in identifying suspected militants, sources in the CTD said. The encounter appears to have taken place as militants attacked Security Forces and tried to free Ishaq who was killed in the ensuing exchange of fire.

In a bid to curb terror financing, the Punjab Government booked a number of banned organisations for illegally collecting funds from the public in different Districts of the Province, reported Dawn on July 30 (today). The cases have been registered against Al-Rasheed Trust (Maymar Trust) and Al-Rehmat Trust in Multan, Ansarul Ummah, Sipa-i-Sahaba and Tehreek-e-Ghulbai-e-Islam in Bahawalpur and Jaish-e-Muhammad in Gujranwala. The accused involved in illegal collection of funds have been arrested and investigations are in progress. The two-judge Supreme Court bench headed by Justice Jawwad S. Khawaja had taken up a case relating to activities of Non-Governmental Organisations (NGOs). The matter cropped up during the June 23, 2015, hearing of a bail application of Haroonur Rashid who had been booked for alleged fraud in a business transaction. During the case, it emerged that the parties involved had invested in a Khyber Pakhtunkhwa-based NGO ‘Baraan’ which was registered in Peshawar but had spread its activities to Tank, Bannu and D.I. Khan. Consequently, the apex court asked for information about the steps the Government had taken after December 24, 2014, the day the National Action Plan (NAP) was prepared. A voluminous report submitted by Additional Advocate General of Punjab Razzaq A. Mirza on July 29 said the provincial Counter-Terrorism Department (CTD) was strictly monitoring activities of outlawed organisations and hardcore militants, including those mentioned in the Fourth Schedule of the Anti-Terrorism Act (ATA) 1997, as well as their facilitators involved in raising and possessing funds for terrorism. According to the report, the CTD has arrested a gang of 12 people found collecting funds for Jaish-e-Muhammad (JeM) and Al-Rehmat Trust and confiscated ‘Jihadi’ literature and books. It said the Federal Investigation Agency (FIA) Punjab had also launched a crackdown on Hundi and Hawala operators across the Province.

According to jail sources, Samar and Nadeem were involved in kidnapping and killing of a child from Garhi Shahu town. Both were awarded death sentence in 1998. While Yousuf was awarded capital punishment by Anti-Terrorism Court for killing two people within the limits of Shalimar Police Station.
